This Funding Opportunity Announcement (FOA) supports Small Business Innovation Research (SBIR) grant applications from small business concerns (SBCs) that will develop and/or validate devices or electronic systems that can: 1) monitor biologically- or behaviorally-based processes applicable to mind and body interventions or 2) be used to assist in optimizing the practice or increasing the efficacy of mind and body interventions.  The applications should: 1) lead to the development of new technologies, 2) adapt existing innovative technologies, devices and/or electronic systems, 3) repurpose existing devices and electronic systems, or 4) conduct testing of single or combined components of an integrated, long term, automated, wearable monitoring, stimulation device or electronic system in order to monitor or enhance the mechanistic processes or functional outcomes of mind and body interventions. For the purposes of this FOA, mind and body interventions are defined as non-pharmacological approaches that include mind/brain focused interventions (e.g., meditation, hypnosis), body-based approaches (e.g., acupuncture, massage, spinal manipulation/mobilization), or combined mind and body meditative movement approaches (e.g., yoga, tai-chi, qigong).

Methods that quantify alcohol in blood or interstitial fluid as opposed to detection of alcohol that has exuded through the skin are of particular interest.

This Small Business/Engineering Research Center Collaborative Opportunity (SECO) is a supplemental funding opportunity that aims to facilitate the market entry and adoption of products, services, and processes developed by NSF Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) Phase II grantees through partnership with an NSF-funded Engineering Research Center (ERC). The intent of this funding opportunity is to enhance the impact of NSF's investments in SBIR/STTR grantee companies via partnerships with ERCs. The specific goal of this opportunity is to strengthen the research capacity of active NSF SBIR/STTR Phase II awardees to speed the entry of their innovations into the marketplace and broaden their portfolio of marketable products through additional research conducted in collaboration with an ERC. The objective of the proposed research is to leverage ERC technology to help improve the competitive position of the proposing SBIR/STTR firm. The participants create a mutually beneficial research and commercialization strategy that joins the small business firm and ERC in the short-term, with a goal of continued collaboration in the long-term.

The U. S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA) plans to seek proposals from small business firms for participation in Phase I of the Fiscal Year 2015 NOAA Small Business Innovation Research (SBIR) Program. Phase I of the SBIR program implements the SBIR/STTR Reauthorization Act of 2011, contained in the National Defense Authorization Act for Fiscal Year 2012 (P.L. 112-81), which reauthorizes the SBIR/STTR programs for six years. Small businesses are invited to submit research proposals in response to the Request for Proposals.

Partnerships for Innovation: Building Innovation Capacity (PFI:BIC) supports academe-industry partnerships, which are led by an interdisciplinary academic research team collaborating with at least one industry partner in order to carry out research to advance, adapt, and integrate technology(ies) into a specified, human-centered smart service system. The selected service system should function as a technology test bed. Partnership projects are unrestricted as to domain knowledge and application areas and should be in the translational, pre-commercialization space, building on fundamental research discoveries with the objective of creating or transforming a "smart(er)" service system that has the potential for significant social and economic impact.

The SBIR Road Tour will visit Ohio State University on June 20. The SBIR Road Tour is a national outreach effort to convey the non-dilutive technology funding opportunity provided through the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs. Federal and State Program Managers representing the $2.5 billion in early stage funding have been invited to attend a series of events alongside technology entrepreneurs and innovation supporters from across the United States.

The Minority Business Development Agency (MBDA) will provide Federal assistance to support innovative projects seeking to promote and ensure the inclusion and use of minority enterprises. This Announcement is a mechanism to encourage new activities, education, outreach, innovative projects or sponsorships that are not addressed through other MBDA programs. MBDA is now initiating new approaches to serve MBEs that compliment Presidential priorities and U.S. Department of Commerce goals.
