    The Air Force Office of Scientific Research (AFOSR) seeks unclassified proposals for broad-based research and development aimed at using lasers and other light source technology to develop applications in medicine, photobiology, surgery, and closely related materials sciences, with applications to combat casualty care and other military medical problems. This announcement is primarily directed toward university-based medical institutions; however, all qualified and responsible prime applicants located in the United States are eligible to submit proposals. The highest priority will be extended to proposals up to three (3) years duration to be conducted by teams of physicians, biomedical scientists, physical scientists, and engineers. The efforts proposed may be basic or applied research, and must have direct relevance to combat casualty care or other military medical priorities. Applicants must demonstrate substantial experience working to further military medical priorities, including transitioning research into clinical practice and working products. Substantial experience collaborating with military medical centers is also a requirement to establish relevance to combat casualty care or other military medical priorities, and facilitate the transition of research results to meet military needs.     The TriService Nursing Research Program (TSNRP) was founded in 1992 and funds and supports rigorous scientific research studies and evidence-based practice (EBP) projects in the field of military nursing. TSNRP is located within the Uniformed Services University of the Health Sciences (USU) which is authorized by 10 USC 2113(g)(1)(A) to make grants to any nonprofit entity for the purpose of carrying out cooperative enterprises in medical research, medical consultation, and medical education. TSNRP supports nurse scientists in all stages of their careers through research funding, education, and mentoring. Since its inception, TSNRP has funded over 430 research and EBP projects; 19 applications were successfully funded in Fiscal Year 2016. The mission of TSNRP is to facilitate nursing research to optimize the health of military members and their beneficiaries, with the following the five strategic goals: 1. Advance a culture of scientific inquiry and scholarly knowledge application. 2. Advocate mission critical priorities by building a military nursing research science base. 3. Expand infrastructure to support and develop nursing research and EBP. 4. Invest in military nurse scientists and programs of research. 5. Foster interservice nursing research capacity.

In accordance with FAR 6.102, projects funded under this BAA must be for basic and applied research and that part of development not related to the development of a specific system or hardware procurement.     The Idea Development Award promotes new ideas that are still in the early stages of development and have the potential to yield impactful data and new avenues of investigation. This award supports conceptually innovative, high-risk/high-reward research that could lead to critical discoveries or major advancements that will accelerate progress toward eradicating deaths from lung cancer. Applications should include a well-formulated, testable hypothesis based on strong scientific rationale. Submissions from and partnerships with investigators at military treatment facilities, military labs, and Department of Veterans Affairs (VA) medical centers and research laboratories are strongly encouraged. New Investigators: The FY16 Idea Development Award mechanism encourages applications from independent investigators in the early stages of their careers (i.e., within 10 years of their first faculty appointment, or equivalent). The New Investigator category is designed to allow applicants early in their faculty appointments to compete for funding separately from established investigators. Applications from New Investigators and Established Investigators will be peer and programmatically reviewed separately. Principal Investigators (PIs) using the New Investigator category are strongly encouraged to strengthen their applications by collaborating with investigators experienced in lung cancer research and/or possessing other relevant expertise. It is the responsibility of the applicant to describe how the included collaboration will augment the PI's expertise to best address the research question. All applicants for the New Investigator category must meet specific eligibility criteria as described in Section I.D., Eligibility Information. Preliminary data to support the feasibility of the research hypotheses and research approaches are required; however, these data do not necessarily need to be derived from studies of lung cancer.

    The Program is pleased to announce that it is seeking proposals for funding to support forensic and biometric research and its application. The requested proposals should focus on DFBA activities and needs of the Program's other customers (AFMES, DC3, JPAC-CIL). Forensic research proposals should focus on the creation of new and improved field or laboratory functional capabilities that result in faster, more robust, more informative, less costly, or less labor-intensive recognition, identification, collection, preservation, and/or analysis of forensic evidence. Biometric research proposals should contribute to biometric applications or operations, including military functions such as combat identification (friend, foe, or neutral), offensive operations (intelligence support to targeting), force protection (physical access control), detention operations, civil-military operations (track target members of a population), personnel recovery and identification, and recognition and recovery of human remains.     The PH/TBIRP Long-Term Impact of Military-Relevant Brain Injury Consortium (LIMBIC) Award is being offered for the first time in FY18. The overarching goal of this effort is to improve our understanding of the impact of mild TBI (mTBI)/concussion on Service members and Veterans. The FY18 PH/TBIRP LIMBIC Award will support a Consortium conducting a single large longitudinal study and associated sub-studies within the scope of the Program Announcement/Funding Opportunity. The knowledge gained through the proposed studies will be used to inform TBI pathways of care and illuminate specific target areas to improve acute TBI care and subsequent support systems for chronic care following mTBI.

For the purposes of this project, we're defining Human Performance Enhancement like this: As the world becomes more complex, the demands on human performance continue to increase. Athletic endeavors, military requirements, continuing independence into one's later years are all examples of market-driven needs for human performance enhancement. Strength, speed, endurance, vigilance, multi-tasking, mental-acuity, and recovery are all enhancement opportunities of interest. Formal evaluation of blue papers will begin on approximately 17 October 2016. Wright Brothers Institute continues to work diligently on our pilot project to refine a commercialization process for regional innovators. In March we had an OEA Collider event focused on the Precision Agriculture market which has resulted in 8 Blue Paper submissions and 2 on-going projects to commercialize several of the concepts explained in those blue papers. We're making significant progress toward providing real market solutions with a combination of several innovative technologies!

Psychological Health/Traumatic Brain Injury, Long-Term Impact of Military-Relevant Brai... - 0 views

    The National Research Action Plan (NRAP) responding to Executive Order 13625, Improving Access to Mental Health Services for Veterans, Service Members, and Military Families (August 31, 2012), lays out a framework to ensure that Government funding agencies work together to further our knowledge and diagnostic/therapeutic capabilities with regard to post- traumatic stress disorder (PTSD), TBI, suicide, and related injuries by following longitudinal cohorts of Service members and Veterans. The DoD and VA ORD meet this directive through continued collaboration on and coordination of research efforts in the areas of TBI and PTSD. Additionally, recommendations from the DoD Blast Injury Research Program Coordinating Office's November 2015 International State of the Science Meeting (Does Repeated Blast- Related Trauma Contribute to the Development of Chronic Traumatic Encephalopathy (CTE)?) included pursuing longitudinal studies to evaluate links between blast-related TBI with CTE. While a number of longitudinal efforts are ongoing, the DoD and VA seek to pursue a mechanism to collaboratively streamline and continue longitudinal studies of mTBI in active duty and Veteran populations. The objective of this effort is to solicit a single Consortium of a large longitudinal study and supporting sub-studies to analyze a large TBI cohort to include Service members, Veterans, and relevant populations.

DoD Peer Reviewed Alzheimer's, Quality of Life Research Award - 0 views

    The intent of the research funded through this award is to (1) support research to alleviate, stabilize, or characterize the symptoms or deficits common to TBI and AD/ADRD, and (2) reduce the burden of care on the caregiver for individuals living with the common symptoms of TBI and AD/ADRD. Research may be proposed to either facet of the intent. Both are equally important. As part of the research strategy, all applications must include cognitive, neuropsychological, or otherwise appropriate measures.The FY17 PRARP QUAL is open to Principal Investigators (PIs) at or above the level of Assistant Professor (or equivalent) from any field or discipline. As part of the application, the PI should demonstrate that the study team has experience in both TBI and AD/ADRD research. Preliminary data, while not required, are encouraged. Preliminary data may come from the PI's published work, pilot data, or from peer-reviewed literature. Applications should also address how all of the included study measures address the research strategy and the study's hypothesis or hypotheses.The anticipated direct costs budgeted for the entire period of performance for an FY17 PRARP QUAL will not exceed $500,000. The maximum period of performance is 3 years. Refer to Section II.D.5, Funding Restrictions, for detailed funding information.The research impact is expected to benefit the military, Veteran, and civilian communities.
