Depuis plusieurs années, le Secrétariat de l'OMI soumet des rapports au Comité juridique de l'OMI sur plusieurs cas liés à l'utilisation frauduleuse du pavillon d'un pays et/ou à l'exploitation frauduleuse d'un registre sans la permission ou la connaissance du prétendu pays du pavillon. Le Secrétariat de l'OMI étudie ces cas avec l'aide d'IHS Markit/S&P Global, qui gère le Système de numéros OMI pour les navires et les compagnies au nom de l'OMI.
