Examines the validity of placement tests and high school information in predicting course grades and college performance. Finds that the ACCUPLACER and COMPASS placement tests do not yield strong predictions of how students will perform in college. Under the LA Grad Act, four-year institutions agree to achieve certain standards in exchange for authority to increase tuition. The performance objectives are aimed at improving college completion and meeting the state's workforce and economic development needs. One performance objective - efficiency and accountability - requires four-year institutions that enter into agreements to eliminate remedial education course offerings and developmental study programs unless such courses or programs cannot be offered at a community college in the same geographic area.

The Virginia agencies responsible for secondary and postsecondary education have approved an agreement on the performance expectations in English and mathematics high school graduates must meet to be successful in freshman-level college courses or career training.

"The Imperatives for Change (IFC) Baseline Report is the culmination of a year of collaborative work among MDHE staff, institutional leaders and staff, and other valued stakeholders. The Baseline Report establishes the starting point for Missouri's statewide strategic plan for higher education, and includes four sections that contain baseline data information, expanded data and analysis, technical methodologies and data definitions, and institutional-specific performance measures selected and agreed upon by public two-year and four-year institutions."

The University of Phoenix has instituted a program of integrative learning on a gradual plane to provide just-in-time skills. The Virginia Community College System (VCCS) is engaged in a strategic planning process to improve performance. A key objective is to encourage colleges to improve retention and academic success for unprepared students. This report presents the main findings from a study of VCCS developmental education and outlines suggestions to attain the strategic plan goals. The Pre-collegiate Education in Community Colleges (SPECC) project focused on teaching and learning in basic skills mathematics and English at 11 California community colleges. This report discusses the ways the participating colleges have used both traditional measures of student performance, as well as more innovative forms of assessment and data collection to improve pedagogical practice and enhance student learning. The program pairs English as a second language (ESL)/adult basic education (ABE) instructors and professional-technical instructors in the classroom to concurrently provide students with literacy education and workforce skills. This paper is very important to the reform effort. It lays out a specific agenda on how to differentiate the delivery of developmental education. Bailey argues for "mainstreaming" students into college-level courses and providing additional academic support for those students who are modestly underprepared. It also raises concerns about how to serve those students who require 3 or more developmental courses.
