The Joyce Foundation initiative is designed to help the workforce in Illinois, Indiana, Minnesota, Ohio and Wisconsin develop skills and credentials essential for twenty-first century jobs. These states are re-engineering adult education, workforce development and postsecondary education policies to support economic growth and expand job opportunities for low-skilled workers in the Midwest.

Task force report recommends sweeping changes to how community colleges are run. Proposed changes include revamping or tweaking online education, K-12 partnerships, remedial education, tuition pricing, the funding formula and the colleges' governing system, among others.

Ohio is shifting remedial education to community colleges and soon will no longer fund these courses at most four-year institutions. The shift, along with efforts to ease credit transfers between institutions, are meant to save students money. Ohio also will be developing standards for college readiness. This brief makes a case for using cohort and momentum point data, disaggregated by gender, ethnicity, and institution, to improve program practices and community college system policies in California. Findings indicate that too few students reach transfer, retention, and completion milestones, and that a large percentage of students do not always follow enrollment patterns or degree checkpoints, as intended by policy. The brief outlines three recommendations: improving campus data collection practices, creating accountability structures through new funding models and assessment policies, and using data to align institutional and system-level efforts (Institute for Higher Education Leadership & Policy at California State University Sacramento, October 2010).

Describes Getting Past Go's policy framework for how states can more effectively integrate reforms to remedial education policy into efforts to increase college attainment rates. The framework centers on four key policy levers: assessment and placement; data and reporting; delivery of instruction; accountability and continuous improvement; and funding. The Developmental Education Initiative is a three-year Gates funded effort to identify and develop programs that increase the number of community college students who complete preparatory classes and successfully move on to college-level studies. The Initiative began in 2009.

Global Skills for College Completion (GSCC) deploys an online community of 26 outstanding basic skills faculty in 16 states on 13 campuses to innovate math and writing basic skills pedagogy to consistently increase pass rates to 80%. The project is funded by the Bill and Melinda Gates Foundation to the League for Innovation in the Community College in partnership with Knowledge in the Public Interest and LaGuardia Community College in New York.
