This article examines the foundations of gaming and related concepts, such as policy exercises and serious gaming, in a public policy making context. Examining the relevant publications in Simulation & Gaming since 1969, the author looks back at the development of gaming simulation for purposes such as public policy analysis and planning, and reviews the underlying theories and empirical evidence. The author highlights the recognition that the success of gaming for policy making derives largely from the unique power of that gaming to capture and integrate both the technical-physical and the social-political complexities of policy problems.

While successful in many cases, this approach has been increasingly criticized for being technocratic and ignoring the behavioral and political dimensions of most policy processes. In recent decades, increased awareness of the multi-actor, multiple perspective, and poly-centric character of many policy processes has led to the development of a variety of different perspectives on the styles and roles of policy analysis, and to new analytical tools and approaches - for example, argumentative approaches, participative policy analysis, and negotiation support. As a result, the field has become multi-faceted and somewhat fragmented. The efforts are focused on the description of the situation in terms of the relationships between systemic variables that define the underlying structure of the problem. The referring context is the Italian Public Administration. The central spots of the analysis are the diffusion of the "new technology" and the problem of the archives' dimensions, which have been formalized, by means of the creation and the study of a casual loop diagram, into a dynamical hypothesis. The systemic approach that we used through the whole study, allowed us to consider many collateral aspects that are crucial in this issue, and provide a rich analysis that also shows how social and psychological factors may in the end determine policy resistance and great obstacles to organizational change.

The potential for the Avian Flu (H5N1) virus to become a pandemic disease has mandated an examination of public health surveillance, response and containment strategies for developing countries. We have developed a Multi Agent System Simulation system known as IDESS (Infectious Disease Epidemic Simulation System) that rapidly constructs infectious disease models from existing data for any geographical region. This approach addresses an important area of infectious disease outbreak management, as it allows public health professionals to rapidly construct a simulation model for any geographic region and observe how an infectious disease spreads between communities. Such simulations will facilitate testing of containment strategies for rapid response.

As today's policy challenges become more complex, it has become clear that American media - online news, television, radio, newspapers, and magazines - are not up to the task of explaining the problems underlying them or providing citizens with all the information they need to engage in public conversations about them. Democracy cannot function properly without those conversations. But one new medium - videogames - may well fill the gap. By their very nature, videogames can engage players in ways that enable players to make their way through the intricacies of policy problems. As players begin to understand them in all their complexity, games may well help their governments forge solutions.

How to comunicate with the large public, maybe not only for science but also for policy making,

If the goal is to accelerate societal learning, the interplay between scientists, policymakers and the wider public will be critical. However, the existing patterns of interaction leave much to be desired. First, the science-policy relationship is often difficult and dysfunctional. Second, the international governance infrastructure - the United Nations, World Bank, WTO and others - was designed to meet the needs of the post-WW2 era and is ill-adapted to the interconnected and transdisciplinary challenges it now faces. And finally, our main public communication channels seem better attuned to the linear and polarised narrative of crisis than to the nuanced, detailed, anticipatory work of crisis avoidance or minimisation.

We present a novel platform for supporting public deliberation on difficult decisions. ConsiderIt guides people to reflect on tradeoffs and the perspectives of others by framing interactions around pro/con points that participants create, adopt, and share. ConsiderIt surfaces the most salient pros and cons overall, while also enabling users to drill down into the key points for different groups. We deployed ConsiderIt in a contentious U.S. state election, inviting residents to deliberate on nine ballot measures. We discuss ConsiderIt's affordances and limitations, enriched with empirical data from this deployment. We show that users often engaged in normatively desirable activities, such as crafting positions that recognize both pros and cons, as well as points written by people who do not agree with them.
