You usually have to pay extra, but a license like this means you can print copies yourself, post your pictures on Facebook, and send them to your friends, without asking for permission and without violating your photographer's copyright. These are all good rights to have, and I highly recommend reading your contract carefully to see if you get them, and if you don't, to ask.
