“This cyber-safety bill is a critical step toward protecting Kentuckians from the very real threats that come with 21st century innovations and toward helping to prevent further abuses of these technologies,” said Beshear. “Kentucky families will be safer because of this bill.”HB 315, which was authored by Conway and primarily sponsored by Bell, makes it a Class D felony to solicit a minor for sexual activity through electronic communication. Through this legislation it is unlawful to “cyberstalk,” which is defined as intentionally alarming, annoying, intimidating or harassing a person with no legitimate purpose through electronic communication. This bill also includes tougher regulations for sex offenders when they use electronic communication.

The worrying extent of the use of technology to bully school and college staff was revealed today with the release of survey results by the Association of Teachers and Lecturers (ATL) and Teacher Support Network.One in seven respondents said they had experienced cyberbullying and almost one in five said they knew of colleagues who had become victims.

"There's a whole field of law emerging which is online media liability law and the question is how much liability do we place on companies that host information other people post online," said John Palfrey, a Harvard Law School professor.

Not only is their goal to ensure the safety of minors but also to protect particular adult groups such as gender-specific, age-specific and multi-cultural groups.

Financial identity theft: This most commonly occurs when the Social Security Number (SSN) and name is used to establish new lines of credit.

Criminal identity theft: This typically occurs when a person “borrows” the information of the minor to get a driver’s license or uses the child’s identity when caught in a criminal act. This person may be an illegal immigrant who bought the information or a relative who has had a license suspended or revoked.

Identity Cloning: Cloning is when a identity thief uses an identity for financial, criminal, and governmental purposes. Most frequently, profilers have people in positions where they are able to collect information about minors and then sell it on the black market. The most frequent purchasers of this information, in our experience, are illegal immigrants or people who are trying to “restart” their lives and avoid arrest
