[Review] Progress in research on Chinese urbanization - 0 views

On the basis of the concept and connotation of Chinese urbanization defined by Chinese scholars, the paper systematically collects the research results on the issues concerning urbanization in China from the different approaches of demography, geography, city planning, economics and history, reviewing the process of research on Chinese urbanization made both domestically and internationally. In this paper, the domestic studies fall into five periods as follows: the initial period of research on urbanization in China (1978-1983); the period with both domestically constructed and borrowed theories on urbanization (1984-1988); the period of research on leading urbanization factors and localization (1989-1997); the period with the research greatly promoted by the government (1998-2004); and the period featuring flourishing studies on the science of urbanization in China (2005 till today). In contrast, the overseas research on Chinese urbanization can be divided into three periods: the period studying the history of urbanization in China (before the 1970s); the systematic research on Chinese urbanization (1970-1999); and the comprehensive research on Chinese urbanization (2000 till today). This article presents the results of the project SECHURBA, financed by European funds, whose purpose was to examine the potential of environmental protection and sustainability in historic cities, documenting barriers and prospects of various historical communities with diversity in Europe. Critical objectives which were achieved, such as 'Historic Community Climate Change Strategies', assessment tools, route maps to intervene in areas such culturally sensitive, are under implementation in historic urban areas in Popular Republic of China. Through the application to some typical towns and villages in the Chinese province of Zeijang the outcomes of SECHURBA will developed to outline a set of actions and tools that will call 'Historic Cities Regeneration by Climate Change Strategies'. Low-Carbon Development Patterns: Observations of Typical Chinese Cities - 0 views

    Abstract: Threatened by the huge pressure caused by climate change, low-carbon cities have become an inevitable part of urban evolution. It is essential to evaluate urban low-carbon development levels to smoothly promote the construction of low-carbon cities. This paper proposes an evaluation index system for urban low-carbon development from the points of view of economic development and social progress, energy structure and usage efficiency, living consumption, and development surroundings. A weighted sum model was also established. Selecting 12 typical Chinese cities as cases studies, an integrated evaluation was conducted based on the index system and the assessment model. The development speed and limiting factors of different cities were also analyzed. The 12 cities were ultimately classified into three groups in terms of their low-carbon development patterns by integrating all of the analysis results. Furthermore, suitable regulation and management for different patterns were suggested. This study both aids in assessing the executive effect of low-carbon city construction and helps to determine existing problems and suggest effective solutions.

    Data gaps hobbling trial carbon markets Xu Nan Liu Shuang August 09, 2012 Seven Chinese regions are due to launch emissions-trading schemes next year. They will struggle to do so, write Liu Shuang and Xu Nan. Late last October, China's top economic planning body - the National Development and Reform Commission - instructed the cities of Beijing, Tianjin, Shanghai, Chongqing and Shenzhen, plus Hubei and Guangdong provinces, to get ready to run carbon-trading trials. These are not China's first experiments with emissions trading. In fact, the country has of late seen a proliferation of exchanges: according to Chinese newspaper 21st Century Business Herald, by the time of last year's announcement, many provinces and cities were already setting up their own carbon exchanges, or "energy and environment exchanges" - which in almost all cases include trading of emissions rights. But to date, the platforms up and running are either voluntary or tied into the UN clean development mechanism. Some places, including Chengdu, Ningxia and Xinjiang, are either considering similar exchanges, or planning to host branches of the Shanghai Environment and Energy Exchange, though these tend to mean nothing more than one employee in a single office.     This paper describes the structure and challenges facing the domestic Chinese hotel industry at the start of the second decade of the twenty-first century. It notes the progress that has been made and the increasing internationalization of the industry and Chinese chains as they commence to raise capital overseas and begin a period of mergers and acquisitions of foreign based chains. An analysis of the balance between demand and supply is provided for different cities throughout China. The challenges facing the Chinese domestic industry and for foreign chains operating in China are classified and a commentary is provided for each of these categorisations.

Thomas Ng, Martin Skitmore Paru dans : Habitat International, Volume 36, Issue 1, January 2012, Pages 47-56 Abstract Many governments world-wide are increasingly encouraging the involvement of interested individuals, groups and organisations in their public infrastructure and construction (PIC) projects as a means of improving the openness, transparency and accountability of the decision-making process and help improve the projects' long-term viability and benefits to the community. In China, however, the current participatory mechanism at the project level exists only as part of the environmental impact assessment (EIA) process. With an increasing demand for PIC projects and social equality in China, this suggests a need to bring the participatory process into line with international practice. The aim of this paper, therefore, is to identify the weaknesses of EIA-based public participation in China and the means by which it may be improved for the whole lifecycle of PIC schemes. To do this, the results of a series of interviews with a diverse group of experts is reported which analyse the nature and extent of existing problems of public participation in EIA and suggestions for improvement. These indicate that the current level of participation in PIC projects is quite limited, particularly in the crucial earlier stages, primarily due to traditional culture and values, uneven progress in the adoption of participatory mechanisms, the risk of not meeting targets and lack of confidence in public competence. Finally, a process flowchart is proposed to guide construction practitioners and the community in general. Air quality management in China: Issues, challenges, and options - 0 views

    [ScienceDirect, via Biblio-SHS] Auteur : Shuxiao Wang, Jiming Hao Paru dans : Journal of Environmental Sciences, Volume 24, Issue 1, January 2012, Pages 2-13 Abstract This article analyzed the control progress and current status of air quality, identified the major air pollution issues and challenges in future, proposed the long-term air pollution control targets, and suggested the options for better air quality in China. With the continuing growth of economy in the next 10-15 years, China will face a more severe situation of energy consumption, electricity generation and vehicle population leading to increase in multiple pollutant emissions. Controlling regional air pollution especially fine particles and ozone, as well as lowering carbon emissions from fossil fuel consumption will be a big challenge for the country. To protect public health and the eco-system, the ambient air quality in all Chinese cities shall attain the national ambient air quality standards (NAAQS) and ambient air quality guideline values set by the World Health Organization (WHO). To achieve the air quality targets, the emissions of SO2, NOx, PM10, and volatile organic compounds (VOC) should decrease by 60%, 40%, 50%, and 40%, respectively, on the basis of that in 2005. A comprehensive control policy focusing on multiple pollutants and emission sources at both the local and regional levels was proposed to mitigate the regional air pollution issue in China. The options include development of clean energy resources, promotion of clean and efficient coal use, enhancement of vehicle pollution control, implementation of synchronous control of multiple pollutants including SO2, NOx, VOC, and PM emissions, joint prevention and control of regional air pollution, and application of climate friendly air pollution control measures.
