    Open government initiatives are either aimed at providing greater transparency, usually as a reaction to an accusation or perception of excessive secrecy, or at engaging citizens in specific problem solution as well as service delivery. It is probably fair to say that the US federal initiatives are closer to the former, while UK initiatives are closer to the latter. In both cases, though, there is a fundamental lack of confidence - or blatant distrust - in the government workforce. This is rooted in a mixture of reality and perception: laziness, risk aversion, self-preservation, lack of incentives, low salaries, a culture of job security, and so forth, do not contribute to creating a pretty picture of government employees. In countries that are struggling with their finances and economy, civil servants are seen as a cost to be reduced in order to recover resources that should help reignite the economy. At the same time many agree that the retirement or dismissal of experienced government workers may make the situation even worse in areas where government services will be in greater demand going forward (think about education, social care, health care, public safety).

In part, this is because the use of mobile phones and computers is growing in these developing nations, the report said. But less than a quarter of the surveyed health programs used e-health technologies, and their reliance on private donors -- which provided nearly half of their financing -- is one factor limiting their expansion, the WHO report said.

    "tartups tend to be discreet when they're raising money. Often it's because entrepreneurs are universally paranoid about revealing any details of their business. But there's also a very real reason to keep things hush-hush: the Securities and Exchange Commission has a ban on "general solicitation," left over from the days when crooks would go door to door selling imaginary oil fields to the gullible and overly optimistic. The 30-year-old ban restricts startups, and other issuers of equity in exchange for money, from pitching to anyone but "accredited investors" who meet a magic combination of criteria. That ban is about to be lifted, however, thanks to the Jumpstart Our Business Startups Act (JOBS Act) that passed in April. Soon, there will be no impediment to plastering "we're raising a $1 million seed round, invest in us" in the middle of a startup's homepage, and there's no doubt that some zealous entrepreneur will. The SEC was charged with hammering out specific rules and adding investor protections related to general solicitation, and it released a proposed rule at the end of August. But critics have joined voices in vehement dissent, saying the agency's proposal merely parrots the vague phrasing in the JOBS Act without adding in any protections against predatory pitching."
