MarongiuKeywords:   district, territorial development, territorial governance, local systemsAbstract: Today, the analysis founded on agricultural systems is very useful in the territorial programming of characteristic regions. Using the scheme of District developed in the industrial economy studies (Marshall analysis), different kinds of models were used in the agricultural sector analysis. In Italy, national and regional laws were formulated taking into account the importance of a global and territorial approach in the local development. More specifically, the National Law 228/2001 introduces two different ways to govern the territory: the rural and agro-food district. In particular, the first is used when there are many activities carried out in the territory, while the second is applied in the presence of a sectorial specialization in some agricultural production. Consequently, the kind of interventions in the District Plan is different. Lazio has individuated a district for Monti Cimini (Viterbo Province) with the Regional Law 1/2006. In this territory, hazelnut cultivation is one of the most important sectors, characterized by a high level of specialization (from the mechanical sector to the commercialization of products). The objective of this study is to illustrate why the choice of the agro-food district for hazelnut rather than the rural district has been more adapted for Monti Cimini governance. Starting from an analysis on the rural concept, based on different indicators that measure a kind of "rurality degree" (defined using the population density and the number of services workers in the General Population Census), the study provides evidence that the most rural areas of Viterbo Province are not those in which the hazelnut sector is highly developed and specialized.     India is the first country to introduce environmental legislation in the constitution but because of lengthy legal procedures, it is very difficult to control environmental deterioration. There are many factors responsible for this deterioration. Coal mining is one such activity where deterioration is very severe and the present communication aims this aspect. Coal is the one of the most essential mineral having large reserves in India. It's mining and beneficiation produce a variety of pollutants. The main pollutants emitted during the processing of coal are green house gases, coal dust and acid mine drainage. Many reports on different aspects of coal mining are available including reports on emission of different pollutants but the present work is probably only of it's kind in which the authors have tried to determine environment liability directly in terms of economy. It was found that greenhouse liabilities, coal dust liability and sulphur liability are accounted for 12.07, 5.0 and 101.97 US$, making an overall 2.4% of the total economic gains due to coal mining. Innovation and related economic and social categories have been at the centre of policy discussions on the future of the European economy and society. Reflections on the innovative and learning region (Territorial Innovation Models; TIMs) have underpinned regional and local development policies. Yet dissatisfaction with the technologist and market-competition-led development concept of the TIMs is growing and today its shortcomings are well known. But to formulate an alternative based on a different ontology requires a multidimensional reflection on the pillars of territorial development. The first section briefly refers to the critical evaluations of the literature on regional innovation and the so-called Territorial Innovation Models. The second section returns to basic questions about the meaning of regional economic development and innovation. It puts forward community development based on social innovation as an alternative to market-led territorial development. The third section examines the consequences of the community ontology for the definition of a number of basic concepts. Categories such as capital, knowledge, learning, evolution, culture and so on receive a different meaning in a model where the economic is only one dimension of the overall dynamics of community development. The fourth section integrates the role of power relations and the articulation between various spatial scales and institutional settings into the community-development approach.     This paper outlines a conceptual approach to social housing in market economies that addresses problems with earlier frameworks. Focusing on changes in English social housing in the last 30-40 years, the paper outlines an analytical method of wider applicability. Modernisation is a contested term that has been used in a number of different ways in relation to housing. Accordingly we set out a precise definition for current purposes, based on the specification of two models: a mid 20th century public housing model and a contemporary social housing model, with modernisation defined as the process of moving from one to the other. Each model embraces three elements: the role played by social housing in the wider housing system, and aspects of both provision and consumption. It is shown that there is a consistent pattern and direction of change, which can be seen as a process of migration from the public sector towards the private market. The final part acknowledges some of the difficulties of reconciling the idea of models with an obviously dynamic housing system. In particular it is recognised that the social housing model has not reached (and may never reach) a settled state. Two future scenarios are briefly mentioned: one involving a radical transition to a more fully privatised social housing (which appears to be favoured by government), and another suggesting that there is little sign of enthusiasm for this among either provider organisations or consumers.

    In this paper we draw upon our experiences of the UK and Australian policy environments to make a series of tentative observations about the current state of housing research. We explore the political constraints that confront academic researchers by reflecting on how the changes within academia, styles of policymaking and nature of public engagement/publication affect the relative ability of academics to view themselves as progressive forces contained by these complex forces in tension. We argue that the promotion of a more critical and less politicized housing research agenda requires a more proactive response from the academic community than has hitherto been the case. We conclude that a politics of housing research production in Australia presents a distinctive set of issues that require attention; particularly a fragmented approach to social problems that has accentuated a silo approach to housing research focused on individual State responses, rather than concerted national action on social problems in this arena

    This paper examines developments in social housing management, governance and delivery in the Republic of Ireland during the last decade, using evidence from two rounds of research conducted in 1997 and 2007 on seven social rented estates, located in a variety of regions. Among the three most significant developments in this regard, the reconceptualisation of the housing management function has had the most positive impact on the views of tenants. Some aspects of the externalisation of social housing provision, such as the growth of the housing association sector and the use of PPP arrangements for social housing regeneration, have also been positive, but the future of this externalisation agenda is uncertain. The impact of the various reforms to the management of the social housing service, such as advent of strategic policy making and performance monitoring, has been uneven in some cases and uniformly low in others
