    Attitudes of mainstream teachers towards the inclusion of children with special needs in the ordinary school were surveyed soon after the release of the Green Paper. The survey was carried out in one Local Education Authority in the south-west of England and the sample comprised of 81 primary and secondary teachers. The analysis revealed that teachers who have been implementing inclusive programmes, and therefore have active experience of inclusion, possess more positive attitudes.

    Abstract An educational resource targeting children with learning difficulties should be based on special teaching aids to achieve its educational purposes. Teaching supported by new technologies should guarantee the accessibility of the contents introduced over the web, as well as through the use of software applications. In this paper, we present a methodology for creating such resources and its application to the Proyecto Aprender (Learn Project). This project involves developing an accessible web site targeting teachers and the public (parents, families, researchers...) generally, and developing an accessible application targeting learners in particular. The whole process of design, preparation and construction is conceived to meet learners' special educational needs.

    O conceito de Necessidades Educativas Especiais (NEE) foi utilizado pela primeira vez pelo «Special Educational Needs: Report of the Committee of Enquiry into the Education of Handicapped Children and Young People» (London: Her Majesty's Stationery Office, 1978), presidido por Mrs. Hellen Mary Warnock, conhecido como Relatório Warnock para reavaliar o atendimento aos alunos com deficiência. As concepções desenvolvidas pelo Relatório Warnock vieram alterar decisivamente a organização da educação especial, nomeadamente das respostas educativas para os alunos com NEE, o que significou uma mudança de primazia do paradigma médico-psicológico para a do paradigma educativo.
