  • The answer is that whenever you have a network operating over distance, accurate timekeeping is essential for synchronisation. And the faster the speed of travel, the more accurate the timekeeping must be. Hence in the modern world, where information travels at almost the speed of light down wires or through the air, accuracy is more important than ever. What caesium has done is to raise the standards for the measurement of time exponentially.
  • As the electron moves out into the wider orbit it absorbs energy, and as it jumps back in it releases it in the form of light, fluorescing very slightly. That means you can tell when you've hit the sweet spot of 9,192,631,770 Hz. It's because this transition frequency is so much higher than the resonant frequency of quartz that a caesium clock is so much more accurate. The caesium fountain at NPL, Szymaniec tells me proudly, is accurate to one second in every 158 million years. That means it would only be a second out if it had started keeping time back in the peak of the Jurassic Period when diplodocus were lumbering around and pterodactyls wheeling in the sky.

GPS satellites carry synchronised caesium clocks that enable them collectively to triangulate your position and work out where on earth you are. And the practical applications do not end there.   • Mr Lobo's biggest target is the financial markets, which these days are dominated by computers programmed to place thousands of trades per second, transmitted down wires at almost the speed of light. In this world, the equivalent of a train crash would be ill-timed bets that rack up millions of dollars in losses, and might even briefly sink the market in the process. Unsurprisingly, financial regulators increasingly require a super-accurate timestamp on every transaction.

These are universal moral concerns: Lying, breaking promises, murder and other assaults are regarded everywhere as bad. But what about actions that can be viewed as victimless, most especially sexual transgressions, such as consensual incest between adult siblings?
  • He’s particularly insightful on “trolley problems” a currently much-discussed form of thought experiment in which the subject is asked to make a choice between letting a runaway train kill five individuals strapped to the tracks or flipping a switch that will divert it to a track on which only one person is strapped.   • A famous slogan in statistics is that correlation does not imply causation. We know that there is a statistical correlation between eating ice cream and drowning incidents, for instance, but ice cream consumption does not cause drowning. Where any two factors –  A and B – are correlated, there are four possibilities: 1. A is a cause of B, 2. B is a cause of A, 3. the correlation is pure coincidence and 4., as in the ice cream case, A and B are connected by a common cause. Increased ice cream consumption and drowning rates both have a common cause in warm summer weather.
  • We know that smoking causes cancer. But we also know that many people who smoke don’t get cancer. Causal claims are not falsified by counterexamples, not even by a whole bunch of them. Contraceptive pills have been shown to cause thrombosis, but only in 1 of 1000 women. Following Popper, we could say that for every case where the cause is followed by the effect there are 999 counterexamples. Instead of falsifying the hypothesis that the pill causes thrombosis, however, we list thrombosis as a known side-effect. Causation is still very much assumed even though it occurs only in rare cases.
  • One could understand a cause, for instance, as a tendency towards its effect. Smoking has a tendency towards cancer, but it doesn’t guarantee it.. Contraception pills have a tendency towards thrombosis but a relatively small one. However, being hit by a train strongly tends towards death. We see that tendencies come in degrees, as do causes, some strongly tending towards their effect and some only weakly.

  • Correlation does not imply causation. At best it might be taken as indicative or symptomatic of it. And perfect correlation, if this is understood along the lines of Hume’s constant conjunction, does not indicate causation at all but probably something quite different.

With the advances being made in robotics, data analysis, and artificial intelligence, Brynjolfsson and McAfee argue, we are on the cusp of a third industrial revolution.
  • The U.S. military appears to be moving in the direction of eliminating pilots, albeit tentatively. The Pentagon and the C.I.A. have long operated unmanned drones, including the Predator, which are used for reconnaissance and bombing missions. In 2013, the U.S Air Force successfully tested the QF-16 fighter-bomber, which is practically identical to the F-16, except that it doesn’t have a pilot onboard. The plane is flown remotely. Earlier this year, Boeing, the manufacturer of the QF-16, delivered the first of what will be more than a hundred QF-16s to the Air Force. Initially, the planes will be used as flying targets for F-16 pilots to engage during training missions. But at least some military observers expect the QF-16 to end up being used in attack missions.

In the language of game theory, this makes the aircraft’s commitment to safety more credible. Without a human flight crew, how could airlines send the same signal?

Why Emotional Learning May Be As Important As The ABCs : NPR Ed : NPR - 0 views

  • He and his colleagues launched the FastTrack Project to see if they could change students' life trajectory by teaching them what researchers like to call social-emotional intelligence. Back in 1991, they screened 5-year-olds at schools around the country for behavior problems. After interviewing teachers and parents, the researchers identified 900 children who seemed to be most at risk for developing problems later on. Half of these kids went through school as usual — though they had access to free counseling or tutoring. The rest got PATHS lessons, as well as counseling and tutoring, and their parents received training as well — all the way up until the students graduated from high school. By age 25, those who were enrolled in the special program not only had done better in school, but they also had lower rates of arrests and fewer mental health and substance abuse issues. The results of this decades-long study were published in September in the American Journal of Psychiatry. The findings prove, Dodge says, "In the same way that we can teach reading literacy, we can teach social and emotional literacy."

  • Today, machines seem to get better every day at digesting vast gulps of information—and they remain as emotionally inert as ever. But since the nineteen-nineties a small number of researchers have been working to give computers the capacity to read our feelings and react, in ways that have come to seem startlingly human. Experts on the voice have trained computers to identify deep patterns in vocal pitch, rhythm, and intensity; their software can scan a conversation between a woman and a child and determine if the woman is a mother, whether she is looking the child in the eye, whether she is angry or frustrated or joyful. Other machines can measure sentiment by assessing the arrangement of our words, or by reading our gestures. Still others can do so from facial expressions. Our faces are organs of emotional communication; by some estimates, we transmit more data with our expressions than with what we say, and a few pioneers dedicated to decoding this information have made tremendous progress. Perhaps the most successful is an Egyptian scientist living near Boston, Rana el Kaliouby. Her company, Affectiva, formed in 2009, has been ranked by the business press as one of the country’s fastest-growing startups, and Kaliouby, thirty-six, has been called a “rock star.” There is good money in emotionally responsive machines, it turns out. For Kaliouby, this is no surprise: soon, she is certain, they will be ubiquitous.

  • Salzman first became interested in wine when he was a graduate student at Stanford University studying neuroscience (Ph.D.) and psychiatry (M.D.). “I was corrupted by some people who were very serious about wine,” he told me. Together, they would host wine tastings and travel to vineyards. Over time, as his interest in wine grew, he began to think about the connections between his tastings and the work he was doing on the ways in which emotion colors the way our brains process information. “We study how cognitive and emotional processes can affect perception,” he said. “And in the case of something like wine, you have the perfect example: even before you open a bottle to experience the wine itself, you already have an arbitrary visual stimulus—the bottle and the label—that comes with non-arbitrary emotional associations, good and bad.” And those emotional associations will, in turn, affect what we taste.
  • In one recent study, the Caltech neuroscientist Hilke Plassman found that people’s expectations of a wine’s price affected their enjoyment on a neural level: not only did they report greater subjective enjoyment but they showed increased activity in an area of the brain that has frequently been associated with the experience of pleasantness. The same goes for the color and shape of a wine’s label: some labels make us think that a wine is more valuable (and, hence, more tasty), while others don’t. Even your ability to pronounce a winery’s name can influence your appreciation of its product—the more difficult the name is to pronounce, the more you’ll like the wine.
  • For experts, though, the story is different. In 1990, Gregg Solomon, a Harvard psychologist who wrote “Great Expectorations: The Psychology of Expert Wine Talk,” found that amateurs can’t really distinguish different wines at all, but he also found that experts can indeed rank wines for sweetness, balance, and tannin at rates that far exceeded chance. Part of the reason isn’t just in the added experience. It’s in the ability to phrase and label that experience more precisely, a more developed sensory vocabulary that helps you to identify and remember what you experience. Indeed, when novices are trained, their discrimination ability improves.

The 21st century will see the End of Inequality -- but only if women absorb the habit of historical self-awareness, becoming a mass of people who, rather than do it all, decide at last to change it all. The future is ours to lose.

When we withhold belief because the evidence does not live up to the standards of science, we are skeptical. When we refuse to believe something, even in the face of what most others would take to be compelling evidence, we are engaging in denial. In most cases, we do this because at some level it upsets us to think that the theory is true.
  • So how to tell a fact from an opinion? By the time we sit down to evaluate the evidence for a scientific theory, it is probably too late. If we take the easy path in our thinking, it eventually becomes a habit. If we lie to others, sooner or later we may believe the lie ourselves. The real battle comes in training ourselves to embrace the right attitudes about belief formation in the first place, and for this we need to do a little philosophy.

He was also quoted as saying that 95% of victims of terrorism are Muslim. How accurate is this statistic?
  • When people in the West think of terrorist attacks, they may think of Charlie Hebdo, or the 7/7 London tube and bus bombs, the Madrid train bombs and of course 9/11 - and although some Muslims did die in these attacks, most of the victims wouldn't have been Muslim. The overall number of deadly terrorist attacks in France, the UK, Spain and the US, however, is very low by international standards. Between 2004-2013, the UK suffered 400 terrorist attacks, mostly in Northern Ireland, and almost all of them were non-lethal. The US suffered 131 attacks, fewer than 20 of which were lethal. France suffered 47 attacks. But in Iraq, there were 12,000 attacks and 8,000 of them were lethal.

  • There are a number of problems with teaching science as a collection of facts. First, facts change. Before oxygen was discovered, the theoretical existence of phlogiston made sense. For a brief, heady moment in 1989, it looked like cold fusion (paywall) was going to change the world. In the field of medical science, “facts” are even more wobbly. For example, it has been estimated that fewer than 10% of published high profile cancer studies are reproducible (the word “reproducible” here is a euphemism for “not total poppycock”).
  • It’s not possible for everyone—or anyone—to be sufficiently well trained in science to analyze data from multiple fields and come up with sound, independent interpretations. I spent decades in medical research, but I will never understand particle physics, and I’ve forgotten almost everything I ever learned about inorganic chemistry. It is possible, however, to learn enough about the powers and limitations of the scientific method to intelligently determine which claims made by scientists are likely to be true and which deserve skepticism. As a starting point, we could teach our children that the theories and technologies that have been tested the most times, by the largest number of independent observers, over the greatest number of years, are the most likely to be reliable.

Gladwell could just as easily have mentioned the average amount of time the best violin students had practiced by the time they were eighteen — approximately seventy-four hundred hours — but he chose to refer to the total practice time they had accumulated by the time they were twenty, because it was a nice round number.

  • Third, Gladwell didn’t distinguish between the type of practice that the musicians in our study did — a very specific sort of practice referred to as “deliberate practice” which involves constantly pushing oneself beyond one’s comfort zone, following training activities designed by an expert to develop specific abilities, and using feedback to identify weaknesses and work on them — and any sort of activity that might be labeled “practice.”

  • The final problem with the ten-thousand-hour rule is that, although Gladwell himself didn’t say this, many people have interpreted it as a promise that almost anyone can become an expert in a given field by putting in ten thousand hours of practice. But nothing in the study of the Berlin violinists implied this. To show a result like this, it would have been necessary to put a collection of randomly chosen people through ten thousand hours of deliberate practice on the violin and then see how they turned out. All that the Berlin study had shown was that among the students who had become good enough to be admitted to the Berlin music academy, the best students had put in, on average, significantly more hours of solitary practice than the better students, and the better and best students had put in more solitary practice than the music-education students.
