  • Nigeria's acting president should make sure that the massacre of at least 200 Christian villagers in central Nigeria on March 7, 2010, is thoroughly and promptly investigated and that those responsible are prosecuted, Human Rights Watch said today.
  • The latest killings in Nigeria's restive Plateau State took place in the early morning hours of March 7, when groups of men armed with guns, machetes, and knives attacked residents of the villages of Dogo Nahawa, Zot, and Ratsat, 10 kilometers south of Jos, the capital of Plateau State.   • Witnesses interviewed by Human Rights Watch said the attacks were committed by Muslim men speaking Hausa and Fulani against Christians, mostly of the Berom ethnicity. Civil society leaders in Jos said that the attacks appeared to be in retaliation for previous attacks against Muslim communities in the area and the theft of cattle from Fulani herdsmen. On January 19, more than 150 Muslim residents were killed in an attack on the nearby town of Kuru Karama.
  • Witnesses to the killings, community leaders from Jos, and journalists who visited the villages told Human Rights Watch that they saw bodies, including corpses of young children and babies, inside houses, strewn around the streets, and in the pathways leading out of the villages. A Christian leader who participated today in a mass burial of 67 bodies in Dogo Nahawa said that about 375 people are dead or still missing. Journalists and community leaders who visited the town said that many homes, cars, and other property were burned and destroyed.

Human Rights Watch documented 133 cases of unlawful killings by members of the security forces in responding to the 2008 violence. Sectarian clashes broke out again in Jos on January 17 and quickly spread to neighboring communities, including Kuru Karama.

Education failures fan the flames in the Arab world « World Education Blog - 1 views

  • Education is a key ingredient of the political crisis facing Arab states. Superficially, the education profile of the region is starting to resemble that of East Asia. The past two decades have witnessed dramatic advances in primary and secondary school enrollment, with a step-increase in tertiary education. Many governments have increased public spending on education. The 7% of GDP that Tunisia invests in the sector puts the country near the top of the global league table for financial effort.
  • In Egypt, the education group most likely to be unemployed is university level and above, followed by post-secondary. Around one quarter of the country’s male university graduates are unemployed, and almost half of its female graduates.
  • For all the expansion of access and investment in education, the Arab states have some of the world’s worst performing education systems. The problems start early. In this year’s Global Monitoring Report we carry a table showing the distribution of performance across different countries in reading test scores at grade 4. In Kuwait, Qatar and Morocco, over 90% of students scored below the lowest benchmark, indicating that they lacked even basic comprehension.  In fact, these countries held the bottom three positions in a group of 37 countries covered.

  • The median (or middle-performing) student in Algeria, Egypt and Syria scores below the low-benchmark; in Tunisia they score just above. In other words, half of the students in each country have gone through eight years of school to arrive at a level that leaves them with no working knowledge of basic math. In Saudi Arabia and Qatar, over 80% of students fall below the low benchmark. The median student in both performs at around the same level as their counterpart in Ghana and El Salvador – and Qatar is the worst performing country covered in the survey.
  • Why are education systems in the Middle East and North Africa performing so badly? In many countries, teachers are poorly trained – and teaching is regarded as a low-status, last-resort source of employment for entrants to the civil service. There is an emphasis on rote learning, rather than solving problems and developing more flexible skills. And education systems are geared towards a public sector job market that is shrinking, and for entry to post-secondary education. Most don’t make it. And those who do emerge with skills that are largely irrelevant to the needs of employers.
  • Moreover, many Arab youth view their education systems not as a source of learning and opportunity, but as a vehicle through which autocratic rulers seek to limit critical thinking, undermine freedom of speech and reinforce their political control.
  • To a large extent, the protest movement across the Arab States has been led by educated youth and adults frustrated by political autocracy and limited economic opportunity. This has deflected attention from an education crisis facing low-income households in primary education – and from the needs of adolescents and youth emerging from school systems with just a few years of sub-standard education.
  • The Arab states have an unfinished agenda on basic education.  They still have 6 million primary school age children out of school – around 16% of the world’s total. Despite the vast gap in wealth between the two countries, Saudi Arabia has a lower primary school enrolment rate than Zambia. The Arab world also has some very large gender disparities: in Yemen, primary school enrolment rates are 79% for boys, but just 66% for girls.
  • Consider the case of Egypt. On average, someone aged 17-22 years old in the country has had around nine years of education. That’s roughly what might be anticipated on the basis of the country’s income. Scratch the surface, though, and you get a different picture: around 12% of Egyptians have had less than two years of education.
  • High dropout rates from primary and lower secondary school are symptomatic of parental poverty, poor quality education, and a sustained failure on the part of the Egyptian government to tackle the underlying causes of inequality. Adolescents from poor backgrounds entering labor markets without a secondary education are carrying a one-way ticket to a life of poverty, insecurity and marginalization.
  • The political crisis sweeping Arab states is the product of many years of political failure. The aspirations and hopes of young people – who are increasingly connected to each other and the outside world through the Internet – are colliding with an atrophied political system governed by complacent, self-interested elites who are disconnected from the population.

  • When the provincial government in which Levin served was elected, the Ontario school system was in trouble. In Canada each province has sole responsibility for education, and previous administrations had made structural changes, slashed funding, over promoted testing and gone to war with the unions. Perhaps most important, Levin writes: "The government was vigorously critical of schools and teachers in public." The result was industrial unrest, plummeting teacher morale, low parental confidence and stagnating pupil achievement. Maybe not surprisingly, in 2003 a new government was elected on a platform of renewing and improving public education. Today Ontario is widely acclaimed, not least by both the Programme for International Student Assessment (Pisa) and the OECD for its rare combination of excellence and equity for all.
  • The Ontario government chose a few targeted and ambitious, but not unusual, objectives: raising standards for all, narrowing gaps, increasing participation rates, and growing public confidence in state schools.     Scores of professors and researchers from 16 universities throughout the Chicago metropolitan area have signed an open letter to the city's mayor, Rahm Emanuel, and Chicago school officials warning against implementing a teacher evaluation system that is based on standardized test scores. This is the latest protest against "value-added" teacher evaluation models that purport to measure how much "value" a teacher adds to a student's academic progress by using a complicated formula involving a standardized test score. Researchers have repeatedly warned against using these methods, but school reformers have been doing it in state after state anyway.

  • In a landmark ruling, the ECOWAS Community Court of Justice in Abuja yesterday ordered the Federal Government to provide as of right, free and compulsory education to every Nigerian child.
  • It submitted that the right to education could be enforced before the court and dismissed all objections brought by the Federal Government, through the UBEC that education is "a mere directive policy of the government and not a legal entitlement of the citizens".

Panel Releases Proposal to Set U.S. Standards for Education - NYTimes.com - 0 views

The standards, posted on the panel’s web site, lay out the panel’s vision of what American public school students should learn in math and English, year by year, from kindergarten to high school graduation.

  • JOS, Nigeria, March 7 (Reuters) - More than 100 people were killed in clashes on Sunday between Islamic pastoralists and Christian villagers near the central Nigerian city of Jos, where sectarian violence killed hundreds in January, witnesses said.

Pam Dantong, medical director of Plateau State Hospital in Jos, showed reporters 18 corpses that had been brought from the village, some of them charred.   • More than a third of students who start teacher training are still not working in state schools six months after courses finish, it was revealed. Figures show just 62 per cent of students end up in state education as others either drop out of courses, shun the teaching profession altogether or get jobs in private schools. It comes despite the fact that graduates are eligible for Government bursaries of up to £9,000 a year to train as school teachers in England.
  • Out of 39,103 students who started training that year, just 71.5 per cent were in teaching six months after courses finished. Around 11 per cent failed to complete courses on time and a further 17.4 per cent were not in teaching, although some may have secured jobs after the six-month cut-off.
  • “We know that we need to improve retention rates - that’s why we are reforming initial teacher training so that more time is spent in the classroom with a focus on the core skills a teacher needs, and ensuring there’s a better link between training and employment,” a spokesman said.

As a result of this program, TWB’s Peace Education program has been endorsed as an official teacher professional development program throughout the state of Baja California. In the coming months, the program will be scaled through a partnership between Teachers Without Borders and the Baja California Department of Education and will reach 12,000 state teachers and, initially, 1,500 schools in the city of Tijuana. The Department also plans to work with Teachers Without Borders to develop Peace Education as a middle school subject.

This is the second IITE publication within the series of case studies summarizing best practices of OER development in non-English-speaking countries. The study contains an overview of the Brazilian educational landscape, national educational policy and the strategies of ICT use in education. The author describes existing open digital content repositories with due emphasis on the copyright situation and considers several examples of successful international OER projects which involved Brazilian partners. The book is destined for those who study OER initiatives and projects on a national scale as well as promotion of OER movement worldwide.
