  • Cloud computing The banking, payment and insurance industries rely heavily on the outsourcing of various operational processes to cloud computing service providers (eg, Amazon, Google and Microsoft). The increasing reliance of the European financial sector on foreign entities has recently given French and European regulators cause for concern. In 2017, the European Banking Authority (EBA) published its "Recommendations on Outsourcing to Cloud Service Providers. These recommendations were later included in the update of the EBA Guidelines on Outsourcing Arrangements (EBA/GL/2019/02), which are fully implemented at the national level by the Prudential Supervision and Resolution Authority (ACPR). The EBA guidelines require banking and financial institutions to enter into written agreements with their service providers (including cloud service providers). These agreements should notably include provisions detailing the reporting obligations of the service provider and the audit rights of the competent authorities. In practice, the main cloud service providers are reluctant to enter into agreements which comply with the requirements of the EBA guidelines. This has prompted French and European banking and financial institutions to report these issues to their regulators. This review could lead to the drafting of a European regulation or directive determining standard contractual provisions which would be mandatorily included in agreements with cloud service providers.

Frontiers | How Risk Profiles of Investors Affect Robo-Advised Portfolios | Artificial ... - 1 views

  • Automated financial advising (robo-advising) has become an established practice in wealth management, yet very few studies have looked at the cross-section of the robo-advisors and the factors explaining the persistent variability in their portfolio allocation recommendations. Using a sample of 53 advising platforms from the US and Germany, we show that the underlying algorithms manage to identify different risk profiles, although substantial variability is evident even within the same investor types' groups. The robo-advisor expertise in a particular asset class seems to play a significant role, as does the geographical location, while the breadth of the offered investment choice (number of portfolios) across the robo-advisors under study does not seem to have an effect.

The money could be forwarded or received as cash from an M-Pesa agent.Two weeks after introducing the service, Safaricom had nearly 20,000 active M-Pesa users. After seven months, there were one million. Today,  20 million customers in Kenya are registered. More than 83,000 agents in cities and rural areas assist customers in uploading, sending and receiving money. Rural Kenyans with no banking options leaped from the agricultural age straight into the digital tomorrow.And transferring money from one cell phone to another was only the start. Today, users can pay their electricity and water bills, get cash from an ATM, buy airline tickets, add phone time, buy concert tickets, pay the taxi driver or butcher and take out a small loan, perhaps to purchase a solar panel that brings electricity to their home for the first time.

Indeed, the founders observed that when young people living in cities wanted to financially support their parents who are still in the countryside, they had to rely on risky and lengthy methods. Also, the founders observed that several million Kenyans owned a cellphone with a Safaricom number. Hence, they decided that this phone number would become a virtual bank account number to which Safaricom customers could upload money and send it to other Safaricom customers. Today, transferring money is not the only thing M-Pesa provides, since user can now pay their electricity and water bills, retrieve cash from ATMs, buy airline tickets, add phone time, buy concert tickets, pay taxi drivers or butchers or take loans, or even purchase a solar panel to bring electricity at home for the first time.
