In other words, ‘We are in power and we do what we like’. A corollary to this claim is, ‘Don’t you mess with us’.

  • The whole point of distinguishing between the transitive and intransitive dimensions of reality is to remind us that sense-experiences alone cannot be used to define what is real. In accepting that there is ontological depth to reality, realists reject any causal explanations that are based simply on patterns of events.

  • Cabral understood that the extension and domination of capitalism depends critically on dehumanizing the colonial subject. And central to the process of dehumanization has been the need to destroy, modify or recast the culture of the colonized, for it is principally through culture, “because it is history”, that the colonized have sought to resist domination and assert their humanity. For Cabral, and also for Fanon, culture is not some aesthetic artefact, but an expression of history, the foundation of liberation, and a means to resist domination. At heart, culture is subversive.

  • I discuss how neocolonial regimes have attempted to disarticulate culture from politics, a process that neoliberalism has exacerbated. But as discontent after nearly forty years of austerity (a.k.a. “structural adjustment programs”) in Africa rises, as governments increasingly lose popular legitimacy, there is a resurgence of uprisings and protests, and once again culture is re-emerging as a mobilizing and organizing force.
  • This attempt to erase the culture of Africans was a signal failure. For while the forces of liberalism destroyed the institutions, cities, literature, science and art on the continent, people’s memories of culture, art forms, music and all that is associated with being human remained alive, and were also carried across on the slave ships to where African slaves found themselves, and where that culture evolved in their new material conditions to become a basis for resistance.
  • “After the slave trade, armed conquest and colonial wars,” wrote Cabral, “there came the complete destruction of the economic and social structure of African society.   • What is important here is the assertion that Africans are not only human beings, but that their history, struggle and experiences are part of the struggle for a universal humanity that “belong[s] to the whole world.” “We must have the courage to state this clearly,” wrote Cabral. “No one should think that the culture of Africa, what is really African and so must be preserved for all time, for us to be Africans, is our weakness in the face of nature.” This is in marked contrast to the ideology of “Negritude” that emerged in the 1930s and 1940s in Paris and was to become associated with the writings of Léopold Sédar Senghor and Aimé Césaire.
  • Movements that had sought a radical agenda to advance the people’s interests were systematically removed through coups d’état and assassinations (for example, Lumumba in Congo, Nkrumah in Ghana, Sankara in Burkina Faso). As stated earlier, Cabral too was assassinated by a group of his own comrades, apparently with the support of the Portuguese secret police (PIDE), on 20 January 1973.

Social and economic improvements would come, the nationalist leaders said, with patience and as a result of combined national effort involving all. In this early post-independence period, civil and political rights soon came to be seen as a “luxury”, to be enjoyed at some unspecified time in the future when “development” had been achieved. For now, said many African presidents, “our people are not ready” — echoing, ironically, the arguments used by the former colonial rulers against the nationalists’ cries for independence a few years earlier.

  • Culture never has the translucency of custom. Culture eminently eludes any form of simplification. In its essence it is the very opposite of custom, which is always a deterioration of culture. Seeking to stick to tradition or reviving neglected traditions is not only going against history, but against one’s people.

  • While notable exceptions exist, the overall tendency of most accounts has been to compartmentalize and classify. Middle-Eastern resistance to dictatorship, Northern Mediterranean unrest against externally enforced austerity measures, and an Anglo-American revolt against the tyranny of the financial sector, have been analyzed as discrete cases each with their own structural and contingent dynamics. The results of this compartmentalization are all too predictable. Two years on, instead of a single image of global rebellion, we are left with fractured portraits of localized discontent.
  • Rather than view these uprisings within the recently sanitized history of revolution and an increasingly ineffectual grammar of social movements, it is high time to call the global occupations of public space what they are: social arrests.

  • these responses are the latest manifestation of a silent yet powerful recalibration of the terms democracy and revolution within our collective imaginations, a recalibration that has been ongoing since 1989. The revolutions of 1989 and their afterlives inaugurated a historical taming of the term, a taming that has carried over into the 21st century. This historical taming consists of two interrelated “police operations” conducted by Western liberal democracies: the first involving a particular way of talking about non-democratic revolutions, the second consisting of a conservative periodization of their own foundational pasts.
  • From a 21st century perspective, these revolutions are increasingly being judged not by what they achieved (the overthrow of the previous socio-political order) but by the new regime’s convergence or divergence from a free-market liberal democratic state.

In the new American Republic, the crushing of the Whiskey and Shay’s Rebellions have been seen as the (necessary) assertion of federal power and sovereignty, while in France the continued intrusions of the will of the French people into the National Assembly after 1789 are commonly cited as causes of the descent of the French Revolution into demagoguery and terror.
  • To get an idea of what differentiates the 2011 uprisings from previous forms of popular political struggle, let’s start with a short vignette from a protest action that typified the expression of extra-parliamentary discontent with governments before the 2011 uprisings.
  • But this anecdote underscores, albeit in hyperbolic fashion, the effective crisis in the theory and practice of social movements that defined the closing decades of the 20th century — a crisis linked to the very category of motion itself. It was the death rattle of a type of politics which — from the calls to abolish world slavery to the struggle for gender equality, from communism to civil rights — has defined contentious political struggle over the past 200 years through the category of movement. Instead of asking what kind of movement the new uprisings of the 21st century represent, the time has come to review the relevance and efficacy of the term itself. To do so we need to reconsider, both epistemologically and in praxis, the kinetics of contentious political struggle.
  • Althusser’s image of the hailing of the police officer speaks of a state apparatus (and a correlative subjectivity) that is premised on the idea of arrest. The policeman’s shout essentially stops whoever hears it in his/her tracks, freezes the comings and goings of people.
  • In its place, as another French political theorist, Jacques Rancière, has pointed out, has come an altogether different policing function, one encapsulated by the police officer urging bystanders to “move along!”, that “there is nothing to see here.” While the former is predicated on disruption, the latter above all ensures the constant circulation of people, goods, and services: “The police say there is nothing to see, nothing happening, nothing to be done but to keep moving, circulating; they say that the space of circulation is nothing but the space of circulation.”

In this light, the very names given to struggle — the environmental movement, the anti-globalization movement, the slow food movement — become at best oxymoronic and at worst open to co-optation by the very forces they oppose (green-washing, the fair trade industry, etc.). We need to ask ourselves: why do we — and should we — still use the term movement to characterize contentious politics? What political conceptions and practices does this term privilege? What forms and histories of resistance has it obfuscated?
  • The police conception of revolution and the crisis in the theory and practice of social “movements” form the dual backdrops for the global uprisings of 2011. Beginning in January of that year, a new form of revolt emerged in North Africa and spread, within months, around many parts of the globe. What actually took place at the sites of these revolts, in Zuccotti and Gezi Park, in the squares of Tahrir, Puerta del Sol and Syntagma, offered a seismic challenge to both the police conception of revolution and the theory and practice of political struggle. What happened in these squares was not movement but arrest, not dispersal but permanent occupation.
  • Alain Badiou once wrote, “In the midst of a revolutionary event, the people is made up of those who know how to solve the problems that the event imposes on them.” The people of Tahrir organized and orchestrated their own security, dealt with human and regular waste, and opened and operated a kindergarten so that mothers with small children could come to the square. They converted a Hardees restaurant into a free kitchen, a Kentucky Fried Chicken into a free clinic, organized networks for digital and print information, set up a pharmacy, handled hired agitators, and protected each other’s religious practices.
  • It became, through the life of the occupation, the stage on which the new Egyptian society was performed and presented. In their generosity, their tolerance, their humor, camaraderie, and song, the Egyptian people asserted their values and boundaries both to themselves and the whole world.
  • There is as much attention devoted to how political and social life should be structured in the square — the ban on party and union insignia, the drawing of lots and time limits governing speech in the assembly, the coordination of meetings with public transit to assure greater participation, etc. — as there is to the what: articulating political manifestos and the position of the Assembly to its outside (whether in relation to the protests in the upper square or to Greek society more broadly).
  • n the first week of June 2013, the actions taken by a coalition of activists against the destruction of a public park in central Istanbul spread to more than 60 cities and provinces, bringing several million people onto the streets. By June 8, the police had withdrawn from Taksim Square, leaving it at least temporarily in the hands of protesters. The protesters erected networks of makeshift barricades at 50 meter intervals along all major routes leading to the square. Within a week, Taksim and the adjacent Gezi Park became a “liberated zone”, a fragile oasis amidst the ongoing and increasingly violent clashes with police forces throughout much of Turkey.
  • There is no doubt that the Greeks, Egyptians, Americans, Spaniards, Tunisians, and Turks first occupied the public spaces of their urban centers to voice political opposition. They came, as Stathis Gourgouris has pointed out, to “withdraw their consent” from the forces governing their lives. As the days passed, however, people had to figure out how to live and act together inside a square in order to sustain a revolt outside of it. In these sometimes very quotidian decisions, they came to define themselves by how they occupied and existed together.
  • The 800+ plus murders committed by the Egyptian security forces unfortunately paled in comparison to the atrocities later carried out in Libya and Syria, respectively, by Muammar Gaddafi and Bashar al-Assad. Overt police brutality, by contrast, is usually the last resort of well-functioning liberal democratic regimes. It appears when the movies, the football rivalries, and the soul-deadening holiday music no longer suffice. Its entrance into the mainstream spotlight, in the United States, in Turkey, Greece, and Spain, is an indication that the urban occupations pose a fundamental challenge to representative democratic states and the clearest signal that its “soft” ideological apparatus is malfunctioning.
  • Yet, within two months of the birth of OWS and over 1.000 sister occupations throughout the US, the federal government coordinated a collective assault on these democratic spaces. The FBI and the Bureau of Homeland Security, in conjunction with the mayors and police departments of over 18 cities, forcibly evicted every major occupation throughout the US.
  • That the monitoring and entrapment of non-violent dissidents has been funded and conducted under the banner of counter-terrorism task forces is an even greater cause for alarm. These signs of an emergent police state within liberal democratic regimes (or more aptly: its passage from shadowed ghettos to front-page visibility) are the strongest testament to the novelty and latent strength of the 2011 uprisings.
  • Yet there is also no denying that almost all of these uprisings have ended in failure. The urban occupations have been dismantled and the aims of the occupiers have either been largely ignored (representative democracies), brutally suppressed (Libya, Syria), or their victories shown to be premature (Egypt).
  • Contacts between the global occupations, formed during the height of the uprisings, have persisted after their evictions. The common form of these occupations has allowed participants not only the opportunity to escape their individual isolation by talking and acting collectively, but more importantly, to draw connections across national grammars of discontent.

Pambazuka - Resistance beyond borders: Irish lessons and international workers' solidarity - 0 views

  • The internalisation of whiteness by the Irish workers broke the solidarity in the ranks of the working people. Consequently, sections of the Irish workers became part of the most rabid racists in some parts of the USA. But the realities of the moment have shown that capitalists’ oppression against the working class people knows no borders. There are already projections that the financial crisis will induce a new mass emigration from Ireland. Progressives in Ireland must intensify the ideological and political work inside Ireland to educate these potential émigrés against joining the wave of counter-revolution and racism that is now sweeping North America. It is in this context that we call for an international resistance that transcends national borders and racial categorisation. It is such resistance that is needed to save our common humanity from dehumanisation and plunder by the capitalist class, whose drive for exponential profits is pathological.

  • These austerity measures and the consequent resistance bring home to the Western workers what the African peoples have been enduring for more than 30 years of neoliberal plunder. It was the African workers that have been at the forefront of the delegitimisation of the IMF structural adjustment programmes. In Africa, the intellectuals have exposed the capitalist interests that dismantle popular social programmes of access to health and education and strip wealth from workers, placing profits before and above human beings.
  • In Ireland itself, international capitalists such as Peter Sutherland established intellectual institutes within Trinity College Dublin to divert attention from the kind of research that could expose the speculative bubbles that were being heralded as the success story of Ireland. Mainstream economists accepted the propaganda about unbridled capitalist globalisation while proclaiming Ireland as the ‘Celtic Tiger’. Ireland was presented in textbooks all over the world as the example of the benefits of foreign direct investments and capitalist globalisation.

  • In Europe, students have joined the rank of demonstrators against the attempt to mortgage their future. Worker–student alliances in France and in England are intensifying the struggle against the capitalists. In particular, British students exposed the activities of the Vodafone companies that avoided paying billions of dollars in taxes. The students have been at the forefront of using new tools of education to bypass the mainstream media to alert workers
  • Even a capitalist such as Warren Buffet has called on other capitalists to pay their fair share of taxes. Buffet said that the US government should tax the rich more, saying ‘people at the high end, people like myself should be paying a lot more in taxes. We have it better than we've ever had it.’
  • The crisis of capitalism is not simply a question of taxes. Restructuring taxation is only one manifestation of the systematic change to the economic, political and ideological structures that came into being as a result of financialisation. This financialisation hollowed out the real production economy in the US and elsewhere. And in Ireland, the bankers from Frankfurt, London and New York descended on the Irish workers to sweep out the real economy that had been built by the Irish working people.
  • Africans must pay close attention to the capitalist events surrounding the economic depression because the same IMF and World Bank are going into African societies promoting fianancialisation and the destruction of trade unions. This is especially the case in countries such as South Africa, Ghana, Angola, Nigeria and Kenya, where the efforts are geared towards scooping up surpluses in the real economy in order to consolidate the neoliberal stranglehold. The same alliance between African workers and African intellectuals which delegitimised the IMF must be strengthened to undermine the alliance between African capitalists and Western capitalists who are bent on introducing the speculative economy. All over Africa, there have been bank bailouts to save capitalists in the face of reductions in spending on health, education and other social services.

  • Protesters hurled creative abuse at the black limousines rolling past towards the Chantilly Marriott Hotel entrance, and to protect them, police arrested a few activists who dared step onto the road. These particular masters of the universe first met at a hotel (The Bilderberg) in Holland in 1954, co-hosted by Dutch royalty, Uniliver and the US Central Intelligence Agency. The obscure brainstorming session would become an annual intellectual and ideological “testing grounds for new initiatives for Atlantic unity,” according to Sussex University scholar Kees van der Pijl, perhaps the world’s most rigorous scholar of transnational ruling classes.
  • On this year’s agenda were “Transatlantic Relations, Evolution of the Political Landscape in Europe and the US, Austerity and Growth in Developed Economies, Cyber Security, Energy Challenges, the Future of Democracy, Russia, China and the Middle East.”

  • So there is no doubt that world banker domination – which should have been reduced by the 2008-09 financial melt – will continue. Only the occasional sovereign default – Argentina (2002), Ecuador (2008), Iceland (2008) and maybe Southern Europe this year – or imposition of exchange controls (as rediscovered by Malaysia in 1998 or Venezuela in 2003) reduces the banksters’ grip.

  • Second, even if the potential impact is modest, there’s a good argument for the legislation if they have a high probability of success. Here there is another clear argument from Enough: There are numerous other pressure points that the international community should help address… But the conflict minerals issue resonates with a potent group of actors in the United States, namely, advocates and concerned consumers who do not want their purchases to fund armed groups in Congo, a handful of dedicated members of Congress and leaders in the Obama administration who see a lasting solution to the Congo conflict as part of their personal priorities and legacies, and increasingly, leaders in the electronics industry itself, which is responding to the moral and consumer pressure to take on this issue. For a small advocacy organization, we would stop here. For one of the largest and most influential human rights campaigners in the country, I hope for more. This is Enough, after all, not Good Enough. Let’s campaign for policies that are powerful, not just popular. Enough has mentioned peacekeeping support among a host of tougher, more effective-seeming solutions. Are these so unattainable?

      Given how difficult it is to get any kind of topic onto the U.S. media radar screen (except for Tiger Wood's marital problems), the Enough Project's argument is more plausible.
  • What I’m really trying to get to is that monitoring, the law and audits, along with public shaming, have almost certainly got as far as they’re capable of getting in hte supply chain and I cannot see Enough as doing anything other than creating lots of jobs for people authorised by Enough to work as supply chain auditors…to no effect other than a paycheque.
  • China is the world’s largest consumer of tin, and most of the smelting happens in southeast Asia. However, most of the trading companies that purchase Congolese tin ore are based in Europe – Amalgamated Metal Corp (AMC) used to buy around half of the Kivu’s tin production, and Belgium-based Traxys and Trademet buy a fair chunk of the rest. Pressure them last year had a significant impact: they suspended all exports from the Kivus after allegations that they were indirectly financing rebel groups. While they may very well try to hide behind front companies in BRIC countries, that might eventually be more of a nuisance than just complying with basic due diligence.

ENOUGH worked on a policy that resonated with US constituencies AND was directly material to the US Congress AND could be implemented through US legislation. So they can’t just advocate for any policy at all, but policies that are relevant in the US. Importantly, you ignore that ENOUGH does campaign on all sorts of other issues, including support for peacekeepers. This is not absent from their campaign materials. It was absent from the legislation, because that clearly would not be material to a financial reform bill. This is also a matter of facts. We can see ENOUGH’s support for peacekeepers, and we will see that in the future. On point three, it is not a question of facts. It is clearly stated as a counterfactual. “What if Congress doesn’t pay attention to other important issues?” I’m not sure what facts one can appeal to. I also find it highly unlikely that this legislation will distract Congressional attention from other DRC issues in the future. I suspect it is much more likely that it will RAISE the profile of the DRC in foreign affairs issues for Congress as a result of extensive lobbying. The “advocacy space” is not fixed. In fact, it might be expanded by the result of lobbying. But regardless, there is no “fact” to appeal to resolve this argument. Finally, Jason is right that the legislation creates an incentive structure for responsible supply chains, which in the long run will likely be a good thing.

A stone’s throw from Tahrir Square, they have been enveloped in teargas, pockmarked by Molotov cocktails, pressed into use as urban barricades by both revolutionaries and pro-Mubarak militias and provided the backdrop for some of the post-Mubarak military generals’ most violent assaults on the citizens they swore to protect.
  • There are a million empirical holes that could be picked in this chronicle – the only results we have so far (from Egyptians voting abroad) put Moussa and Shafiq in fourth and fifth places respectively while the lazy insistence of characterising Aboul Fotouh as an unreconstructed Islamist (and hence automatically anti-Tahrir) bears little relation to the substance of his support on the ground.

  • For much of the twentieth century, it was easier to talk of an overarching socialist framework, a "grand vision" within which more specific debates were conducted.  Of course there were many strands of socialism, however defined, and there were also fierce and occasionally violent struggles between them.  Even so, they shared more than a common historical lineage -- they also shared a fundamental perception or basic vision.  At the risk of crude simplification, this vision can be summarised in terms of perceiving the working class to be the most fundamental agent of positive change, capable (once organised) of transforming not only existing property and material relations but also wider society and culture through its own actions.
  • But in recent times the very idea of a grand vision has been in retreat, battered not just by the complexities and limitations of "actually existing Socialism" in its various incarnations, but more recently and thoroughly by the ferocious triumphalism of its opposite.  Indeed, it may be fair to say that, insofar as any grand vision has existed at all in recent times, the one that increasingly came to dominate public life almost everywhere in the world by the late 20th century was that of the market as a self-regulating and inherently efficient mechanism for organising economic life.  This idea had already fallen by the wayside a century previously, before it was resurrected and dusted off for use in a slightly more "post-modern" format that became the theoretical underpinning for the vast explosion of global economic integration under the aegis of finance capital that has marked the period of globalisation.
  • The association of the ideology of supposedly free markets with strong tendencies towards greater concentration of capital and the use of the state to further accentuate these tendencies and aggrandise capital has been laid bare for all to see.  That the material processes unleashed by such a trajectory of unevenly shared burdens of crisis are no longer seen as socially acceptable is also becoming evident, in many parts of the developing world that have experienced quiet or not-so-quiet revolutions, as well as currently in the European continent.

  • A basic lack of confidence in anything other than capitalism as a way of organising economic life still permeates popular protests in Europe and the United States, such that the purpose of the Left is seen to be to somehow exert a restraining influence on the worst excesses of current capitalism -- the Left as a civilising and moderating force, not so much a transformative (much less revolutionary) force.
  • But elsewhere, in Asia, Latin America and Africa, the discourse is becoming quite different.  There is much more dynamism within the global Left than is often perceived, and there are variegated moves away from tired ideas of all kinds.  So the rejection of capitalism also tends to be accompanied not only by imagining alternatives, but also by shifting views about what constitutes the desirable alternative.  This in turn has meant interrogation of some previously standard tenets of socialist understanding.
  • Some critical areas of commonality of these diverse tendencies can be identified.  I would like to point to seven common threads that appear in what I have described as "the emerging Left" in what are otherwise very distinct political formations and in very dissimilar socio-economic contexts.
  • The first is the attitude to what constitutes democracy.  In contrast to some earlier socialist approaches in which the concept of the dictatorship of the proletariat was misinterpreted (and, in some cases, still continues to be so used) to suppress formal democracy, there is much greater willingness of the emerging Left to engage with and even rely upon formal democratic processes and the procedures and institutions associated with "bourgeois democracy": elections; referenda; laws delivering rights and related judicial processes.
  • While this tendency is not universal, there is evidence that within emerging Left groups there is increasingly a trend towards the rejection of top-down models of party organisation (such as is exemplified in the idea of democratic centralism in Communist parties, for example) and moving towards more open, democratic forms of parties and coalition building, such that, within an overarching framework and set of goals, a plurality of opinions within the Left is not just tolerated but even respected.
  • The second relatively "new" feature is the rejection of over-centralisation.
  • It is also true that material conditions have changed to make largeness less desirable or necessary in some respects.  First, there is the recent experience of the downsides of largeness (such as banks that are too big to fail, MNCs that become so big that they are unaccountable and untaxable, and so on).  Second, technology -- especially the convergence of ICT and energy technologies -- is opening up new possibilities of productivity growth in decentralised settings, which increase the possibilities for a locally managed, decentralised, but globally connected post-carbon economy.
  • the third major difference of the emerging Left from earlier models of socialism that did away with all private property and only recognised personal property.  New Leftist thinking is generally vague or ambivalent about private property -- disliking it when it is seen as monopolising or highly concentrated (for example in the form of multinational corporations) but otherwise not just accepting of it but even (in the case of small producers, for example) actively encouraging it.  Increasingly there has been explicit recognition or incorporation of other forms of property rights, particularly communal property associated with traditional, indigenous or autochthonous "communities" who in turn are no longer derided as pre-modern relics that have to be done away with.
  • Just as the emerging Left tendencies in the emerging world engage more positively with formal democratic institutions and processes, so they also tend to speak more and more in the language of "rights".  This is the fourth relatively new tendency.  These rights are not seen in the individualistic sense of libertarian philosophy.  Rather, rights are more broadly defined in terms of entitlements as well as through recognising the need for social and political voice -- not just of citizens, but also of communities and groups, in the manner described earlier.
  • Fifth, the emerging Left goes far beyond traditional Left paradigms in recognising various different and possibly overlapping social and cultural identities that shape economic, political and social realities.  The standard socialist paradigm that emerged in the 19th century and was developed in the 20th century saw class as the fundamental contradiction within societies, with imperialism as the defining feature of relations across countries.
  • the resilience of such socially determined patterns, as well as the capitalist system's remarkable ability to incorporate patterns of linguistic/ethnic/social exclusion and discrimination as factors in commercial activity and labour markets, has forced a more nuanced understanding.  This has led to the realisation that addressing issues only in class terms is not sufficient, and many strands of the emerging Left are now much more explicitly (even dominantly) concerned with addressing the inequalities, oppression and exploitation that arise from such non-economic forces.  It is a moot point whether this shift in focus is always justified, especially as class and imperialism still remain such powerful determining forces, but certainly this is an important characteristic of many emerging Left movements.
  • The most significant such social/material attribute is gender, which forms the next important aspect that is explicitly incorporated into many emerging Left tendencies.  
  • Finally, the relationship of human societies with nature is undergoing much more comprehensive interrogation than ever before.

The same government has positioned itself as the main third world arbiter of globalization, in arenas such as trade, finance, aid, sustainable development, racism, non-aligned politics, and many others.
  • In 1976, Rhodesian prime minister Ian Smith was summoned to meet South African premier John Vorster and U.S. secretary of state Henry Kissinger in Pretoria. In an uncomfortable encounter, Smith was told that his dream of delaying black majority rule in Zimbabwe for “a thousand years” was over. Accommodation with the liberation movements would be necessary, both for the sake of the West’s legitimacy in the struggle against the Soviet Union and simply because Smith’s position—defending legalized racial domination by a quarter of a million white settlers over more than six million indigenous black people, of whom fifty thousand were in the process of taking up arms, at a time of unprecedented economic crisis—was untenable. Smith resisted the inevitable with a mix of ineffectual concessions and heightened repression, but the power that South Africa held over imports and exports was decisive. Simultaneously, guerrilla war intensified and Smith could no longer count on Pretoria’s military backing. Three years after the ultimatum from Vorster and Kissinger, Smith and his conservative black allies were forced to the Lancaster House negotiating table in London, where Zimbabwe was born. Thanks to what Smith termed “the great betrayal” by South Africa and Britain, Zanu and its allies laid down their arms and swept the first democratic election in February 1980. A quarter of a century after that fateful meeting in Pretoria, an analogous moment reappeared in the relations between Zimbabwe and South Africa. In Zimbabwe, thirteen million black Zimbabweans suffer under the rule of an undemocratic, exploitative elite and of a repressive state machinery serving the class interests of a few tens of thousands of well-connected bureaucrats, military, and paramilitary leaders. And this is in the context of unprecedented economic crisis. In South Africa, meanwhile, it is not difficult to posit a similar trajectory of material decline, ruling-party political illegitimacy, and ascendant opposition, as the rand crashed by more than 50 percent over a two-year period and trade union critiques of neoliberal policies harden.
