Correspondingly, while there is a substantial literature on global civil society and transnational advocacy networks (TANs), this scholarship offers limited analysis of corporate interests within transnational movements (Pattberg 2005).
  • Keck and Sikkink (1999) identify three categories of transnational actor, motivated either by (1) instrumental goals, for example transnational corporations and banks; (2) shared causal ideas, as in scientific groups or epistemic communities; or (3) shared principled ideas or values (Keck and Sikkink 1998).
  • Finally, ideational power is central to the purpose and operations of TANs, as their primary function is to mobilize and disseminate information across societies for the purpose of influencing policy making. TANs are most prevalent in issue areas where information plays a key role, and where there is an opportunity to foment informational uncertainty.
  • This creates a perception that TANs are inherently public-interest oriented. However, Scholte (2004) argues that the involvement of such coalitions in global policy is not necessarily benign. Such movements can also reflect coercive power structures, claim authority without representation, and may promote harmful, unhealthy, undemocratic or oppressive ideas and interests.

To date, analyses of corporate political activities aimed at developing relationships with third parties have focused on efforts to influence national policy or individual organizations. There has been limited attention paid to the potential benefits corporations derive from relationships with transnational networks.
  • We began by systematically searching the website of each signatory to the letter that ICAPP sent to the WHO for information about the purpose, funding sources and relationships of each of these with other organizations. Relationships were defined as partnerships (as listed on websites and in annual reports), having collaborated on projects, or having shared personnel.

  • A fatal problem with New Labour – now questioned by thoughtful Labour party members such as John Denham – was that its strategy of encouraging the capitalist market with the aim of redistributing some of the results treated private corporations as ‘wealth creators’ rather than as concentrations of power. This includes power over the workers who create the wealth pocketed or controlled by the shareholders.
  • Corporate power has grown as regulation has receded, so that most markets are now controlled by three or four companies whose assets dwarf those of many nation states. The outsourcing of public services has played a major part in this growth of private economic power.

  • The apartment blocks on my street in downtown Cairo have accommodated many cycles of Egypt’s political tumult in the past 18 months. A stone’s throw from Tahrir Square, they have been enveloped in teargas, pockmarked by Molotov cocktails, pressed into use as urban barricades by both revolutionaries and pro-Mubarak militias and provided the backdrop for some of the post-Mubarak military generals’ most violent assaults on the citizens they swore to protect.
  • There are a million empirical holes that could be picked in this chronicle – the only results we have so far (from Egyptians voting abroad) put Moussa and Shafiq in fourth and fifth places respectively while the lazy insistence of characterising Aboul Fotouh as an unreconstructed Islamist (and hence automatically anti-Tahrir) bears little relation to the substance of his support on the ground.

  • The first is that the metric of revolutionary success lies solely in the formal arena of institutional politics and the development of democratic mechanisms within it. The second is that Tahrir, along with the ludicrously titled “Facebook youth” who populated the square in January and February last year, is the only alternative space in which pressure on the formal arena is thrashed out.
  • And it’s that energy, that those who benefit from the status quo, from western governments to multinational corporations, really fear. The library of work on intergovernmental organizations illuminates how public authorities are designed by states seeking to cooperate with or dominate each other, and how they have internal conflicts over political and technocratic interests (Kentikelenis and Seabrooke 2017).
  • In general, elites are actors who have disproportionately high levels of influence on their social structure.

The outcomes of these games lead to policies that have an effect on wealthy states and especially on poorer states (Dezalay and Garth 2002).

Three processes are helping this: what they call the securitization of dissent, the privatization of social life, and the institutionalisation of activism.

  • The greatest danger would seem to be the rather obvious one (though that may be with hindsight): that ordinary consumers, brought up in a consumerist, capitalist, society, and addicted to what they consume, are assured that things are going well, and in the right direction, and will continue to do so, so long as we keep buying and consuming the right things. And doing the right things: we should ride a bike for cancer research, win a prize and help save the countryside we all love, buy a coke and save a polar bear ... But isn't this akin to sidelining what we say we are concerned about, and having a good time? Isn't this just very 'lazy environmentalism'?

  • For much of the twentieth century, it was easier to talk of an overarching socialist framework, a "grand vision" within which more specific debates were conducted.  Of course there were many strands of socialism, however defined, and there were also fierce and occasionally violent struggles between them.  Even so, they shared more than a common historical lineage -- they also shared a fundamental perception or basic vision.  At the risk of crude simplification, this vision can be summarised in terms of perceiving the working class to be the most fundamental agent of positive change, capable (once organised) of transforming not only existing property and material relations but also wider society and culture through its own actions.
  • But in recent times the very idea of a grand vision has been in retreat, battered not just by the complexities and limitations of "actually existing Socialism" in its various incarnations, but more recently and thoroughly by the ferocious triumphalism of its opposite.  Indeed, it may be fair to say that, insofar as any grand vision has existed at all in recent times, the one that increasingly came to dominate public life almost everywhere in the world by the late 20th century was that of the market as a self-regulating and inherently efficient mechanism for organising economic life.  This idea had already fallen by the wayside a century previously, before it was resurrected and dusted off for use in a slightly more "post-modern" format that became the theoretical underpinning for the vast explosion of global economic integration under the aegis of finance capital that has marked the period of globalisation.
  • The association of the ideology of supposedly free markets with strong tendencies towards greater concentration of capital and the use of the state to further accentuate these tendencies and aggrandise capital has been laid bare for all to see.  That the material processes unleashed by such a trajectory of unevenly shared burdens of crisis are no longer seen as socially acceptable is also becoming evident, in many parts of the developing world that have experienced quiet or not-so-quiet revolutions, as well as currently in the European continent.

  • A basic lack of confidence in anything other than capitalism as a way of organising economic life still permeates popular protests in Europe and the United States, such that the purpose of the Left is seen to be to somehow exert a restraining influence on the worst excesses of current capitalism -- the Left as a civilising and moderating force, not so much a transformative (much less revolutionary) force.
  • But elsewhere, in Asia, Latin America and Africa, the discourse is becoming quite different.  There is much more dynamism within the global Left than is often perceived, and there are variegated moves away from tired ideas of all kinds.  So the rejection of capitalism also tends to be accompanied not only by imagining alternatives, but also by shifting views about what constitutes the desirable alternative.  This in turn has meant interrogation of some previously standard tenets of socialist understanding.
  • Some critical areas of commonality of these diverse tendencies can be identified.  I would like to point to seven common threads that appear in what I have described as "the emerging Left" in what are otherwise very distinct political formations and in very dissimilar socio-economic contexts.
  • The first is the attitude to what constitutes democracy.  In contrast to some earlier socialist approaches in which the concept of the dictatorship of the proletariat was misinterpreted (and, in some cases, still continues to be so used) to suppress formal democracy, there is much greater willingness of the emerging Left to engage with and even rely upon formal democratic processes and the procedures and institutions associated with "bourgeois democracy": elections; referenda; laws delivering rights and related judicial processes.
  • While this tendency is not universal, there is evidence that within emerging Left groups there is increasingly a trend towards the rejection of top-down models of party organisation (such as is exemplified in the idea of democratic centralism in Communist parties, for example) and moving towards more open, democratic forms of parties and coalition building, such that, within an overarching framework and set of goals, a plurality of opinions within the Left is not just tolerated but even respected.
  • The second relatively "new" feature is the rejection of over-centralisation.
  • It is also true that material conditions have changed to make largeness less desirable or necessary in some respects.  First, there is the recent experience of the downsides of largeness (such as banks that are too big to fail, MNCs that become so big that they are unaccountable and untaxable, and so on).  Second, technology -- especially the convergence of ICT and energy technologies -- is opening up new possibilities of productivity growth in decentralised settings, which increase the possibilities for a locally managed, decentralised, but globally connected post-carbon economy.
  • the third major difference of the emerging Left from earlier models of socialism that did away with all private property and only recognised personal property.  New Leftist thinking is generally vague or ambivalent about private property -- disliking it when it is seen as monopolising or highly concentrated (for example in the form of multinational corporations) but otherwise not just accepting of it but even (in the case of small producers, for example) actively encouraging it.  Increasingly there has been explicit recognition or incorporation of other forms of property rights, particularly communal property associated with traditional, indigenous or autochthonous "communities" who in turn are no longer derided as pre-modern relics that have to be done away with.
  • Just as the emerging Left tendencies in the emerging world engage more positively with formal democratic institutions and processes, so they also tend to speak more and more in the language of "rights".  This is the fourth relatively new tendency.  These rights are not seen in the individualistic sense of libertarian philosophy.  Rather, rights are more broadly defined in terms of entitlements as well as through recognising the need for social and political voice -- not just of citizens, but also of communities and groups, in the manner described earlier.
  • Fifth, the emerging Left goes far beyond traditional Left paradigms in recognising various different and possibly overlapping social and cultural identities that shape economic, political and social realities.  The standard socialist paradigm that emerged in the 19th century and was developed in the 20th century saw class as the fundamental contradiction within societies, with imperialism as the defining feature of relations across countries.
  • the resilience of such socially determined patterns, as well as the capitalist system's remarkable ability to incorporate patterns of linguistic/ethnic/social exclusion and discrimination as factors in commercial activity and labour markets, has forced a more nuanced understanding.  This has led to the realisation that addressing issues only in class terms is not sufficient, and many strands of the emerging Left are now much more explicitly (even dominantly) concerned with addressing the inequalities, oppression and exploitation that arise from such non-economic forces.  It is a moot point whether this shift in focus is always justified, especially as class and imperialism still remain such powerful determining forces, but certainly this is an important characteristic of many emerging Left movements.
  • The most significant such social/material attribute is gender, which forms the next important aspect that is explicitly incorporated into many emerging Left tendencies.  
  • Finally, the relationship of human societies with nature is undergoing much more comprehensive interrogation than ever before.  
  • Consider this passage from the new Constitution of Ecuador, which (like Bolivia) grants rights to nature independent of people: "Nature, . . . where life is reproduced and occurs, has the right to integral respect for its existence and for the maintenance and regeneration of its life cycles, structure, functions and evolutionary processes.
  • these seven features of the emerging Left do represent some departures from the traditional Left paradigm in the ways outlined.  But there are some crucial features of strong continuity: most significantly, the attitude to the significance and role of the nation-state, and the attitude to imperialism.  It is intriguing that despite the many economic, social and cultural changes wrought by globalisation, these concerns have remained especially in the developing world.
  • At one level, of course, the focus on the nation state is obvious: the demand for rights of individual or communities or Nature must be defined in relation to the locus whereby such rights will be ensured, and the nation-state remains the basic location for such demands and negotiation.
  • The fundamental premises of the socialist project remain as valid: the unequal, exploitative and oppressive nature of capitalism; the capacity of human beings to change society and thereby alter their own future in a progressive direction; and the necessity of collective organisation to do so.  The fecundity of the socialist alternatives cropping up in different parts of the world suggests that -- whatever we may think to the contrary in what are generally depressing times -- that project is still very dynamic and exciting.

  • The dictator’s downfall, however, gave union activists more room to operate. Workers have set up over 500 independent syndicates in recent months. The majority have affiliated with two autonomous labour bodies, the Egyptian Federation of Independent Trade Unions (EFITU) led by Abu Eita, and the Egyptian Democratic Labour Congress (EDLC) headed by former steel worker Kamal Abbas.

  • Yanukovych sparked massive protests late last year when he turned down a financial deal from the European Union and chose a $15 billion aid package from Russia instead.
  • But in any case, the idea of supporting an unconstitutional overthrow of a freely elected Ukrainian government in an uprising based squarely on the volatile linguistic and cultural fault-lines that divide the country seems an obvious recipe for chaos and strife. It was also certain to provoke a severe response from Russia. It was, in other words, a monumentally stupid line of policy (as Mike Whitney outlines here).
  • Yet one of the first acts of the Western-backed revolutionaries was to pass a law declaring Ukrainian as the sole state language, although most of the country speaks Russian or Surzhyk, “a motley mix of Ukrainian and Russian (sometimes with bits of Hungarian, Romanian and Polish),” as the LRB’s Peter Pomerantsev details in an excellent piece on Ukraine’s rich cultural and linguistic complexity.

  • What’s more, the neo-fascist factions that played a leading role in the uprising are now calling for Ukraine to become a nuclear power again, having given up the Soviet nuclear weaponry on its territory in 1994. Indeed, hard-right leader Oleh Tyahnybok made nuclear re-armament one of the planks of his presidential race a few years ago. Now the party is sharing power in the Western-brokered government; will we soon see Ukraine added to the ranks of nuclear nations? With a bristling nuclearized frontier with Russia — like the hair-trigger holocaust flashpoint between India and Pakistan?
  • None of this justifies the heavy-handed muscle-flexing that Putin has been engaging in. But Russia, in post-Soviet times, with no trans-national ideology, has become a highly nationalist state.  Putin is an authoritarian leader who now bases his threadbare claims to “legitimacy” — and the dominance of his brutal clique — on his championing of Russian nationalism and “traditional values”.

What they want is dominance, to lord it over others — physically, financially, psychologically. Among those at the top in this situation, on every side, there is not the slightest regard for the common good of their fellow human beings — not even for those with whom they share some association by the accident of history or geography: language, nationality, ethnicity. The lust for loot and dominance outweighs all the rest, regardless of the heavy piety oozing from the rhetoric on all sides.

      Regarding conflict minerals in the Congo, a good comment regarding advocacy and the idea that arguments must be simplified and highly charged to get noticed.  Nuance comes later.  In this world of corporate consumerist media, the argument makes a lot of sense.
  • The book insists mostly on grassroots causes of violence, and on the need for support to local peacebuilding, because policy and academic writing have usually ignored them. But I acknowledge the national and regional causes of violence in the book (I actually have a whole chapter on these top-down causes) and I emphasize the need for conflict resolution at all levels.   • On the second point, I think you missed a key component. There is a background constraint to the equations you did, which is what can be done by the US. ENOUGH worked on a policy that resonated with US constituencies AND was directly material to the US Congress AND could be implemented through US legislation. So they can’t just advocate for any policy at all, but policies that are relevant in the US. Importantly, you ignore that ENOUGH does campaign on all sorts of other issues, including support for peacekeepers. This is not absent from their campaign materials. It was absent from the legislation, because that clearly would not be material to a financial reform bill. This is also a matter of facts. We can see ENOUGH’s support for peacekeepers, and we will see that in the future. On point three, it is not a question of facts. It is clearly stated as a counterfactual. “What if Congress doesn’t pay attention to other important issues?” I’m not sure what facts one can appeal to. I also find it highly unlikely that this legislation will distract Congressional attention from other DRC issues in the future. I suspect it is much more likely that it will RAISE the profile of the DRC in foreign affairs issues for Congress as a result of extensive lobbying. The “advocacy space” is not fixed. In fact, it might be expanded by the result of lobbying. But regardless, there is no “fact” to appeal to resolve this argument. Finally, Jason is right that the legislation creates an incentive structure for responsible supply chains, which in the long run will likely be a good thing.

      Pressure for human rights reform certainly may lead to businesses leaving an area.  However, having no pressure has clearly not led to reform and indeed corporations often prefer to operate in unstable areas where pressure is absent.

A third category was formed by the Maoists, who, starting from the 1960s, labeled the USSR “social-fascist,” describing it as worse than US imperialism and going so far to side with Washington in some instances, such as Beijing’s stance in Southern Africa.

Consequently, Biden’s aggressive stance toward Russia, Venezuela, blind support for Israel and general hostility toward the progressive governments in Latin America signaled that belligerent U.S. policy would continue, but with an Obama-like smile.What has been response from the U.S. and Western left to Bourgeois Destabilization in Global South? Bolivian President, Evo Morales, faced a right-wing coup and instead of unrestrained mobilization the left engaged in a debate about the Bolivian process. In Europe, the liberal-left parliamentarians in the European Union awarded their Sakharav human rights prize to the Venezuelan right-wing opposition, an opposition known for burning alive dark-skinned Venezuelans assumed to be “Chavistas.” Bernie Sanders declares Hugo Chavez a “dead communist dictator” and most respectable liberal-left elements in the U.S. would not get caught dead at a pro-Venezuela demo as long as the new “authoritarian dictator,” Nicholas Maduro, is in power. Gaddafi deserved to die, Assad is a bloodthirsty tyrant, China is capitalist, and a human rights violator, and Haiti is a S…hole country that does not merit much thought or energy, let alone mobilization for.

Grounded in Western chauvinism and completely suspended from the contradictory structures and class forces in the specific, concrete realities of this historical moment, it condemns the left projects that don’t correspond to the imagery of Western leftists who see revolutionary change as some pristine project. It was also reflected in the articulations of Lenin on the “National Question” and the assemblies of colonial peoples leading to the 1928 declaration on the right to self-determination on the part of colonized peoples and the declaration that Africans in the U.S. constituted an oppressed nation with the right to self-determination.The radical Black tradition provides an invaluable approach for how a left should address its bourgeoisie.  We say that concretely it means that authentic Western leftists must join us to “turn imperialist wars into wars against imperialism.” Specifically for African revolutionaries in the U.S. we must build bottom-up organic black unity and an anti-colonial, pro-socialist movement anchored in the Black working class that must assert leadership of this movement and to the broader radical movement in the U.S.Biden and the neoliberal, neo-fascists are committed to countering the movements for national liberation and socialism by any means, including destroying the planet to maintain European imperialist power.The Western social-imperialist left that is still addicted to its material privileges and illusions of being a part of something called the “West” has a choice that it must make: either you abandon privilege and whiteness and join as class combatants against your bourgeoisie, or you will be considered part of the enemy.
