This article posits a definition and theory for "Library 2.0". It suggests that recent thinking describing the changing Web as "Web 2.0" will have substantial implications for libraries, and recognizes that while these implications keep very close to the history and mission of libraries, they still necessitate a new paradigm for librarianship. The paper applies the theory and definition to the practice of librarianship, specifically addressing how Web 2.0 technologies such as synchronous messaging and streaming media, blogs, wikis, social networks, tagging, RSS feeds, and mashups might intimate changes in how libraries provide access to their collections and user support for that access.

Quick, incremental updates, along with heavy user involvement, are key characteristics of an emerging software development paradigm championed by a new generation of Web 2.0 start-ups. The new process, which some champions call "application development 2.0," contrasts markedly with the traditional corporate waterfall process that separates projects into several distinct phases, ranging from requirements to maintenance. Nonetheless, application development 2.0 can bring significant benefits to corporate IT shops if managers and developers are willing to change.

As I will explain in this paper, Web 2.0 can itself be understood fully only by locating its emergence and significance within the broad movement of convergence of old and new media forms.

So here's the real trick: cloud computing is real. Everything is moving into the cloud, in whole or in part. The utility layer of cloud computing will be just that, a utility, without outsized profits. But the cloud platform, like the software platform before it, has new rules for competitive advantage. And chief among those advantages are those that we've identified as "Web 2.0", the design of systems that harness network effects to get better the more people use them.

MOAT (Meaning Of A Tag) provides a Semantic Web framework to publish semantically-annotated content from free-tagging. While tags are widely used in Web 2.0 services, their lack of machine-understandable meaning can be a problem for information retrieval, especially when people use tags that can have different meanings depending on the context. MOAT aims to solve this by providing a way for users to define meaning(s) of their tag(s) using URIs of Semantic Web resources (such as URIs from dbpedia, geonames … or any knowledge base), and then annotate content with those URIs rather than free-text tags, leveraging content into Semantic Web, by linking data together. Moreover, tag meanings can be shared between people, providing an architecture of participation to define and exchange potential meanings of tags within a community of users. To achieve this goal, MOAT relies on an architecture that can be deployed for any organisation or community and that involves a lightweight ontology, a MOAT server, and some third-party clients .

Faviki is a social bookmarking tool that allows users to annotate the contents of web pages by Wikipedia concepts. Using Wikipedia as a source of a universal controlled vocabulary, it provides so-called 'semantic tags' which are standardized and computer-interpretable. In this way, Faviki is able to solve some common problems related to classic 'folksonomy' tags, in particular: polysemy, synonymy, different lexical forms, and lack of a commonly agreed meaning of terms. In a wider perspective, Faviki aims to speed up the transition from Web 2.0 to the Semantic Web.

LODr is a RDF-based (re-)tagging service, that allows people to weave their Web 2.0 tagged data into the Linked Data Web and provides a dedicated browsing interface.
