By Justin Miller On August 25, 2008, two little boys walked into public elementary schools in Southeast Washington, D.C. Both boys were African American fifth-graders. The previous spring, both had tested below grade level in math. One walked into Kimball Elementary School and climbed the stairs to Mr. William Taylor's math classroom, a tidy, powder-blue space in which neither the clocks nor most of the electrical outlets worked. The other walked into a very similar classroom a mile away at Plummer Elementary School. In both schools, more than 80 percent of the children received free or reduced-price lunches. At night, all the children went home to the same urban ecosystem, a zip code in which almost a quarter of the families lived below the poverty line and a police district in which somebody was murdered every week or so. The creator of this map has had the interesting idea to break down that gigantic US GDP into the GDPs of individual states, and compare those to other countries' GDP. What follows, is this slightly misleading map - misleading, because the economies both of the US states and of the countries they are compared with are not weighted for their respective populations.

Two years ago, the U.S. Chamber of Commerce, the Center for American Progress, and Frederick M. Hess of the American Enterprise Institute came together to grade the states on school performance. In that first Leaders and Laggards report, we found much to applaud but even more that requires urgent improvement. In this follow-up report, we turn our attention to the future, looking not at how states are performing today, but at what they are doing to prepare themselves for the challenges that lie ahead.

A new report suggests that many schools are not adequately preparing students to be safe in today's digitally connected age, and it cites basic online safety and ethics as two areas in which students need more education. The report, "State of K-12 Cyberethics, Cybersafety, and Cybersecurity Curriculum in the United States," was published by the National Cyber Security Alliance (NCSA) and sponsored by Microsoft.

Children work online in real time liaising with community professionals to solve an internet-themed problem. The activity is based in the school environment, and brings together a number of agencies with an interest in promoting online safety for young people, including State and Federal Police, internet industry representatives and child welfare advocates.

"ON my first day as principal of Cherbourg State School it was freezing and windy. I decided to wear a tie, thinking that if kids at other schools see their principal wearing a tie, then these kids deserve to see their principal dressed up nice, too. I parked my car in the designated spot and took a few breaths, sizing up the situation that I was in charge of now. There were some kids sitting around in the sun trying to get warm, while others were running around and playing cricket."
