For free content, with few exceptions (notably MIT Open Courseware), there is no infrastructure for anybody else to do the cataloging. Thus, this type of static metadata is essentially useless, and educators cannot find the content they need.

    Vor zehn Jahren hat sich ein UNESCO-Forum quasi offiziell auf den Begriff "Open Educational Resources" (OER) zur Bezeichnung offener - im Sinne von offen lizenzierter - Lehr- und Lernunterlagen geeinigt. Diesen Monat findet in Paris der "World Open Educational Resources Congress" statt, in dessen Rahmen auch eine Deklaration ("Paris Declaration") verabschiedet werden soll, die Regierungen zur Entwicklung und Nutzung offener Lernunterlagen auffordert. Ein Entwurf der Deklaration (PDF) liegt nun in englischer Sprache mit der Bitte zur Kommentierung vor.

  • Die Möglichkeit, OER frei neu zusammenzustellen und zu verändern, erlaubt die Aufbereitung zielgruppengerechter Lernmodule
  • Indem E-Government-Experten aus ganz Deutschland ihre jeweiligen Fachkenntnisse einarbeiten, kann mit OER eine fachlich umfassende E-Government-Bildung geboten werden.
  • Von vielen Lehrenden gemeinsam erstellte und gepflegte Materialien können leichter aktuell gehalten werden als Insellösungen.
  • Da jedoch keine Folgekosten in Form von Nutzungsgebühren entstehen, sind OER vergleichsweise kostengünstig.

  • Politische Wohlwollensbekundungen müssen daher mit konkreten Fördermöglichkeiten für OER unterfüttert werden
  • So hat beispielsweise im März 2013 die Piratenfraktion im Berliner Abgeordnetenhaus beantragt, den Einsatz von OER im Berliner Bildungswesen zu prüfen.
  • Während CDU und FDP OER in ihren Wahlprogrammen nicht erwähnen, sprechen sich SPD, Grüne, Linkspartei und die Piraten mehr oder weniger eindeutig für OER aus.
  • Dazu kann unter anderem der Aufbau von „Open Educational Ressources“ (OER), also den gemeinschaftlich und selbstbestimmt von Pädagogen/innen, Schüler/innen und Studierenden erstellten und frei nachnutzbaren Lehr- und Lernmaterialien einen Beitrag leisten. DIE LINKE setzt sich deshalb für ein Förderprogramm des Bundes ein, dass OER-Pilotprojekte finanziert, koordiniert und die Konzeptionierung wissenschaftlich begleitet.”
