"Responding to rapid and steep increases in the cost of scientific journals, a growing number of scholars and librarians have advocated "open access" (OA) to the scientific literature. OA publishing models are having a significant impact on the dissemination of scientific information. Despite the success of these initiatives, their impact on researchers in the developing world is uncertain. This article analyses major OA approaches adopted in the industrialized world (so-called Green OA, Gold OA, and OA mandates, as well as non-OA information philanthropy) as they relate to the consumption and production of research in the developing world. The article concludes that while the consumption of scientific literature by developing world researchers is likely to be significantly enhanced through such programs, promoting the production of research in the developing world requires additional measures. These could include the introduction of better South-focused journal indexing systems that identify high-quality journals published in the developing world, coupled with the adjustment of academic norms to reward publication in such journals. Financial models must also be developed to decrease the reliance by institutions in the developing world on information philanthropy and to level the playing field between OA journals in industrialized and developing countries."

The analysis identifies several substantive factors which influence the credibility of scientific communication. Open Access repositories promote the widespread dissemination of scientific and scholarly production. Researchers and teachers publish free on line digital assets for claiming their activity and for sharing research results with other researchers. In particular universities, research centres, libraries and, for limited subsets of their collections, museums, administrative archives and other cultural institutions are promoting open access. In the future, a considerable section of scholarly, academic and cultural institutions memory will be formed by born-digital assets, stored in open access archives. Their digital collections will have an ever growing relevance in making up the scientific and information heritage of the next generations. In order to ensure that these objects will survive and continue to be cited, scholarly and academic communities should be committed to the long term preservation of their repositories.

Scientific journals are surely important. They provide the most effective means for disseminating and archiving scientific results, and so are a key part of an enterprise on which our health, security, and prosperity ultimately depend. Publications are used by universities, funding agencies, and others as a primary measure of research productivity and impact. They play a decisive role in hiring, promotion, and salary decisions, and in the ranking of departments, institutions, even nations. With big rewards tied to publication, it is not surprising that some people engage in unethical behavior, abuse, and downright fraud.

I think there are real benefits to make the research available to everybody. Because. most of those research works are financed with tax payers money directly or indirectly. So why should there be this private monopolies milking the society and the scientists and blocking the knowledge to be spread?!!!

Scientific publishing. Quality vs quantity?

I think the quality of a scientific publication brings more benefits than an amount of irrelevant matters.

I agree! Open publishing is highly important, but having tons of low quality material doesn't serve any good. There should be some guidelines or measures that would ensure accuracy.

Opening knowledge is great. Sharing knowledge is vital. In the past, publishers were the sole mediators for the dissemination of knowledge in printed form. In our, digital age, sharing has become easier thanks to the internet. Yet, although all areas of society have embraced the internet as THE sharing medium, scientific publishing has lagged far behind.

LaTex is a document preparation system programmed in free software. It is also a document markup language. It is a very useful tool to create scientific documents in many fields, but especially appropriate to write mathematical expresions. Among its advantages, it has different dictionaries for many languages, it can be adapted to any style class and gives a professional look to any document you write. In addition, manage of bibliography references is quite simple and flexible. Latex comprises a collection of TeX macros and program to process TeX documents and convert them in PDF documents, but also in HTML, PS, EPS, DVI, etc. The other main advantage is that LaTex document scan be opened with any text editor since they consist of plain text and do not contain hidden formatting codes or binary instructions.
