WorkRise, a research-to-action network for jobs, workers, and mobility, is launching a drive to rapidly develop and share actionable evidence on what works to shore up workers' economic security during the COVID-19 crisis and promote their longer-term upward mobility as they rebuild their lives. This initiative will provide up to $2 million for research on pilot or existing programs, policies, and practices to rapidly develop rigorous evidence that can inform and drive effective action toward a labor market that boosts workers' mobility; create a clearinghouse for innovative responses to the current labor market crisis taken by the private sector, civil society, and government; and elevate promising policies and practices to key decisionmakers, including philanthropic leaders; local, state, and federal policymakers; worker advocates; and business leaders. To achieve these objectives, WorkRise is issuing both a request for proposals (RFP) and a request for information (RFI) to identify and accelerate innovative solutions-including programs, policies, and practices-that both provide immediate economic relief to struggling workers and create pathways for long-term economic security and upward mobility.

Rule of Law (ROL) Advocacy to Increase Citizen Security in Nicaragua

The mission of the U.S. Department of State's Bureau of Conflict and Stabilization Operations (CSO) is to help U.S. diplomats anticipate, prevent, and respond to conflicts that undermine U.S. interests or national security. CSO accomplishes this with sophisticated analysis and data visualization, strategic and operational planning capability, civilian operational surge capability, targeted programming, and diplomatic efforts to identify, understand, and address critical conflicts. CSO announces an open competition for organizations interested in submitting applications for a program addressing violent extremism (VE) in the Philippines. The goal of the program is to reduce drivers of VE and increase community resilience in targeted areas where VEO recruitment and radicalization to violence has taken place. To achieve this goal, the program seeks to increase the capacity of a small set of targeted LGUs and local community NGOs to understand and mitigate factors contributing to violent extremist messaging and recruiting within specific vulnerable segments of local populations

The Smith Richardson Foundation seeks to contribute to important public debates and to address serious public policy challenges facing the United States as well as help ensure the vitality of social, economic, and governmental institutions, and assist with the development of effective policies that enable the United States to compete internationally and advance U.S. interests and values abroad. To that end, the foundation is accepting applications for its annual Strategy and Policy Fellows grant competition. Through the program, at least research grants of $60,000 will be awarded in support of research by young scholars and policy thinkers working in the area(s) of American foreign policy, international relations, international security, military policy, and diplomatic and military history that leads to the writing of a book.

The Political Science Program in the Directorate for Social, Behavioral and Economic Sciences (SBE) will continue to engage panels to review grant proposals, using the two National Science Board approved merit review criteria (Intellectual Merit and Broader Impacts).  Panels will also be asked to provide input on whether proposals meet one or both of the additional criteria required for exceptions under P.L. 113-6, i.e., promoting national security or the economic interests of the United States.

This Russell Sage Foundation initiative will support innovative social science research on the social, economic and political effects of the Affordable Care Act. We are especially interested in funding analyses that address important questions about the effects of the reform on outcomes such as financial security and family economic well-being, labor supply and demand, participation in other public programs, family and children's outcomes, and differential effects by age, race, ethnicity, nativity, or disability status. We are also interested in research that examines the political effects of the implementation of the new law, including changes in views about government, support for future government policy changes, or the impact on policy development outside of health care.

The U.S. State Department, Bureau of Intelligence and Research (INR), Office of Outreach, invites organizations with substantial and wide-reaching experience in administration of research and training programs to apply for funding to conduct nationwide competitive programs supporting U.S. scholars, students, and institutions in advanced research and language training on the countries of Eastern Europe and the independent states of the former Soviet Union. U.S.-based nonprofit organizations and educational institutions may submit proposals for the Program for Research and Training on Eastern Europe and the Independent States of the Former Soviet Union (Title VIII) that 1) support and sustain American expertise on the countries of Eastern Europe and the independent states of the former Soviet Union, 2) bring American expertise to the service of the U.S. government, and 3) further U.S. foreign policy goals. All proposals must make an explicit connection to U.S. foreign or national security policy, and demonstrate how the proposed program will contribute to U.S. knowledge, expertise, and national capability. The program also aims to support outreach and build relationships with the U.S. academic and nonprofit communities. Intelligence Community analysts and State Department policy makers benefit from engagement with those communities to explore new ideas and perspectives and create new knowledge and research.

The MURI program supports basic research in science and engineering at U.S. institutions of higher education (hereafter referred to as "universities") that is of potential interest to DoD. The program is focused on multidisciplinary research efforts where more than one traditional discipline interacts to provide rapid advances in scientific areas of interest to the DoD. As defined in the DoD Financial Management Regulation:Basic research is systematic study directed toward greater knowledge or understanding of the fundamental aspects of phenomena and of observable facts without specific applications towards processes or products in mind. It includes all scientific study and experimentation directed toward increasing fundamental knowledge and understanding in those fields of the physical, engineering, environmental, and life sciences related to long-term national security needs.

The National Science Foundation is announcing its intentions to build upon the success of previous Early Concept Grants for Exploratory Research (EAGERs) in the area supported by the Secure and Trustworthy Cyberspace (SaTC) program (see solicitation 13-578: http://www.nsf.gov/pubs/2013/nsf13578/nsf13578.htm) and to accept additional EAGER proposals that encourage novel interdisciplinary research resulting from new collaborations between one or more Computer and Information Science and Engineering (CISE) researchers and one or more Social, Behavioral and Economic Science (SBE) researchers. (Research teams with a history of collaborating together should instead submit directly to the SaTC solicitation.) The proposed research should fit both the Trustworthy Computing (TWC) and the Social, Behavioral and Economic (SBE) Sciences perspectives within the SaTC solicitation.

The program focuses on areas of strategic importance to U.S. national security policy. It seeks to increase the Department's intellectual capital in the social sciences and improve its ability to address future challenges and build bridges between the Department and the social science community. Minerva brings together universities, research institutions, and individual scholars and supports multidisciplinary and cross-institutional projects addressing specific topic areas determined by the Department of Defense. The Minerva Research Initiative aims to promote research in specific areas of social science and to promote a candid and constructive relationship between DoD and the social science academic community.

The Department of Homeland Security (DHS) Science and Technology Directorate (S&T) Office of University Programs (OUP) requests applications from U.S. colleges and universities to serve as a partner institution to the Center for Borders, Trade and Immigration Research (CBTIR). If you answered yes to any of the above questions, then you may be an excellent candidate for the 2014-2015 Individual Advanced Research Opportunities program. The Individual Advanced Research Opportunities Program (IARO) supports in-depth, primary source research in Eastern Europe and Eurasia. This research is broadly disseminated to targeted policymakers, think tanks and academic institutions in the United States and abroad. The IARO program plays a vital role in building national security, as well as supporting the emergence of a dedicated and knowledgeable cadre of U.S. researchers and specialists who can enrich the U.S. understanding of current, regional issues of importance to the United States.

The Political Science Program at NSF will be holding its regular and dissertation competitions this spring. As usual, the deadline for both competitions is January 15th with results being announced between the middle of May and early June. When developing proposals for these two competitions, please keep in mind that the Consolidated and Further Continuing Appropriations Act of 2013 (P.L. 113-6, enacted on March 26, 2013) stipulates that projects funded through the Political Science Program must either promote national security or the economic interests of the United States. The relationship of the proposed research to these goals should be addressed both in the broader impacts section of the project summary and within the project description.

The Office of Citizenship (OoC), within U.S. Citizenship and Immigration Services (USCIS), Department of Homeland Security (DHS), is charged with promoting instruction and training on the rights and responsibilities of citizenship. USCIS recognizes that naturalization is an important milestone in the civic integration of immigrants. Naturalization requirements, such as knowledge of English and of U.S. history and civics, encourage civic learning and build a strong foundation upon which immigrants can exercise their rights and responsibilities. Through preparing for naturalization, immigrants will gain the tools to become successful citizens-ready to exercise their rights and meet their responsibilities as United States citizens. The goal of the Citizenship and Integration Grant Program is to expand the availability of high quality citizenship preparation services for lawful permanent residents in communities across the nation. Additional activities that support this goal include making citizenship instruction and naturalization application services accessible to low-income and other underserved lawful permanent resident populations; developing, identifying, and sharing promising practices in citizenship preparation; supporting innovative and creative solutions to barriers faced by those seeking naturalization; increasing the use of and access to technology in citizenship preparation programs; working with local libraries which serve as a vital resource for immigrant communities; and incorporating strategies to foster welcoming communities as part of the citizenship and civic integration process.

The Study of the U.S. Branch, Office of Academic Exchange Programs, Bureau of Educational and Cultural Affairs (ECA), invites proposal submissions for the design and implementation of five different Study of the U.S. Institutes for Scholars and Secondary Educators to take place over the course of five to six weeks at U.S. academic institutions beginning in June 2016, pending the availability of FY 2016 funds. These Institutes should provide multinational groups of experienced foreign university educators, scholars, teachers, and other professionals with a deeper understanding of U.S. society, culture, values, and institutions. Four of these Institutes will be for groups of 18 foreign university level faculty, focusing on the themes of Journalism and Media, U.S. Culture and Society, U.S. Foreign Policy, and U.S. National Security Policymaking, each with a total duration of six weeks.

INL is part of the Department of State's multi-faceted response to transnational criminal activity. Dedicated to strengthening criminal justice systems, countering the flow of illegal narcotics, and minimizing transnational crime, INL plays a key role in leading the development and synchronization of U.S. international drug and crime assistance. INL's technical support is tailored to support partner countries through multilateral, regional, and country-specific programs and prevent victimization of vulnerable populations. To support further progress in Costa Rica, INL has allocated funds for a program to increase police, local governments and community security by creating a Capacity Enhancement Program on Domestic Violence prevention, increasing vulnerable populations' awareness, and victim's assistance in the 15 cantons in Costa Rica.

Eligible topics for projects are broadly defined to include democracy and human rights, security and foreign policy issues, economic and civic development, and support for regional stability in Southeastern Europe. Typically grant awards range from $3,000 to $5,000, though some exceptional projects are funded up to $10,000, and supplement other funding. The deadline for submitting proposals is August 1, 2017. New grantees will be given priority over previous grantees. Funding for NGO grants is decided through a competitive application process, and each proposal is reviewed by an internal embassy committee. Eligibility for this NOFO is limited to: Slovenian not-for-profits/NGOs/social enterprises, Slovenian educational and research institutions and public entities.

To that end, the fund invites applications from organizations and individuals working to build a safe, secure, nuclear weapons-free world. Grants will be awarded to individuals and organizations in support of efforts to promote the reduction and eventual elimination of nuclear weapons, prevent the emergence of new nuclear states, and regional peace.
