The Office of Cooperative Threat Reduction (CTR), part of the Department's Bureau of International Security and Nonproliferation (ISN), sponsors foreign assistance activities funded by the Nonproliferation, Anti-terrorism, Demining and Related Programs (NADR) account, and focuses on mitigating proliferation risk in frontline states and regions where terrorist threats are on the rise, such as in the Middle East, Africa and Asia. ISN/CTR administers the Chemical Security Program (CSP) in partnership with government, security, academic, and industrial communities to strengthen their ability to prevent chemical attacks. CSP secures chemical weapons-related assets (such as chemicals, equipment, technologies, expertise, and infrastructure) against terrorist networks and proliferant states intent on conducting chemical attacks. To accomplish this mission, CSP sponsors efforts to identify and address chemical security vulnerabilities and to detect and investigate early warning signs of chemical attacks. CSP focuses its resources in countries where non-state actors and returning foreign fighters have demonstrated an ability or interest in using chemical weapons, and seeks to instill sustainable chemical security capabilities in partner countries.

The U.S. Department of State, Bureau of Democracy, Human Rights and Labor (DRL) announces an open competition for organizations interested in submitting applications for projects that support the research, development, and implementation of secure human rights (HR) documentation solutions. In support of the 2017 National Security Strategy, DRL's goal is to promote accountability for perpetrators of genocide and mass atrocity. Further, in support of the U.S. government's policy to "promote an open, interoperable, reliable, and secure internet that fosters efficiency, innovation, communication, and economic prosperity, while respecting privacy and guarding against disruption, fraud, and theft," as described in E.O. 13800, DRL supports the development of secure communications tools and platforms, as well as digital safety training. These goals will be advanced through research, development, and implementation of secure human rights documentation solutions. DRL invites organizations interested in potential funding to submit proposals outlining program concepts that reflect this goal.

The Fiscal Year (FY) 2020 Port Security Grant Program (PSGP) is one of four grant programs that constitute the Department of Homeland Security (DHS)/Federal Emergency Management Agency's (FEMA's) focus on transportation infrastructure security activities. These grant programs are part of a comprehensive set of measures authorized by Congress and implemented by DHS to help strengthen the Nation's critical infrastructure against potential terrorist attacks. PSGP provides funds to state, territorial, local, and private sector partners to support increased port-wide risk management and protect critical surface transportation infrastructure from acts of terrorism. Among the five basic homeland security missions noted in the DHS Quadrennial Homeland Security Review, PSGP supports the goal to Strengthen National Preparedness and Resilience. The 2018-2022 FEMA Strategic Plan creates a shared vision for managing the risks posed by terrorism and sets an ambitious, yet achievable, path forward to unify and further professionalize emergency management across the country. PSGP supports the goals of Building a Culture of Preparedness and of Readying the Nation for Catastrophic Disasters. UTSAM invites applications for up to nine-month Doctoral Residency Fellowship starting in a mutually decided time after securing the founding. We are interested in proposals that involve comparative perspectives and methods of understanding security (conceptual and practical), Islamphobia and rising far right in general, and terrorism in particular.  UTSAM is an interdisciplinary forum for innovative research on socio-economic, political, and cultural explanations and analysis of security in global perspective, with a focus on the Middle East and Europe. The main goal of the UTSAM is to encourage research on security in a comparative perspective.

CTR will prioritize proposals that efficiently meet NOFO and programmatic goals at the lowest technically acceptable cost.ISN/CTR sponsors foreign assistance activities funded by the Nonproliferation, Anti-terrorism, Demining and Related Programs (NADR) account, and focuses on mitigating proliferation risk in frontline states and regions where the terrorist threat is on the rise, such as South Asia, the Middle East, and North Africa. ISN/CTR administers the Partnership for Nuclear Threat Reduction (PNTR) which works to prevent states and terrorist groups from diverting, acquiring, or proliferating nuclear material, technology, or expertise that could be used to attack the United States. In particular, PNTR works to strengthen nuclear security practices and mitigating threats from radicalized or coerced personnel at sensitive nuclear facilities. All known cases of theft involving nuclear material have been led or abetted by insiders. To address this threat, PNTR focuses efforts to prevent radicalized, disgruntled, or coerced insiders from diverting nuclear material, technology, and expertise. PNTR does not provide physical security upgrades or guard force training. ObjectivesPNTR partners with nuclear scientists, technicians, and engineers, security personnel, institutional trainers, and technical organization decision-makers to promote technical cooperation and enhance nuclear security best practices. PNTR projects broadly fall into one of three categories, listed in no particular order: * Insider Threat Mitigation: Activities to develop and implement trustworthiness programs and related regulatory guidance (i.e. human reliability program, fitness-for-duty, etc.) at a facility, organizational, or national level and/or mitigate the risk of an insider threat.

U.S. Embassy San Jose intends to issue five awards in an amount not to exceed $1,500,000 in total funding. The anticipated start date for this activity is September 30, 2016, and project periods should not exceed two years. This funding will support United States government objectives under the Central America Regional Security Initiative (CARSI). The Department of Homeland Security Fiscal Year (FY) 2019 Homeland Security National Training Program (HSNTP), National Domestic Preparedness Consortium (NDPC) plays an important role in the implementation of the National Preparedness System by supporting the building, sustainment, and delivery of core capabilities essential to achieving the National Preparedness Goal (the Goal) of a secure and resilient Nation. Delivering core capabilities requires the combined effort of the whole community, rather than the exclusive effort of any single organization or level of government. The FY 2019 HSNTP\/NDPC supports efforts to build and sustain core capabilities across Prevention, Protection, Mitigation, Response, and Recovery mission areas, with specific focus on addressing the training needs of our nation. Objectives: FY 2019 HSNTP\/NDPC training programs will provide training solutions to address national preparedness gaps, correlate training needs with exercise activities and outcomes, incorporate the core capabilities identified in the National Preparedness Goal, and ensure training is available and accessible to a nationwide audience.

The State Department's Bureau of International Narcotics and Law Enforcement Affairs (INL) has been working with the Government of the Republic of Tunisia to enhance the capacity of Tunisia's criminal justice system since 2011. This includes efforts to improve the capacity of civilian law enforcement to provide citizen security; improve the capacity of the corrections system to provide safe, secure, and humane treatment of inmates; and improve the capacity of the justice sector to provide access to justice and maintain the rule of law throughout the country. The goal of INL's corrections reform project is to enhance the performance and capacity of Tunisia's corrections institutions. This includes the development of a professional and sustainable corrections system that provides humane, safe, and secure imprisonment.

ISN/CTR administers the Biosecurity Engagement Program (BEP) program as part of the Global Threat Reduction (GTR) portfolio. BEP's mission involves institutionalizing biorisk management best practices, securing life science institutions and dangerous pathogens, decreasing the risk that scientists with dual-use expertise will misuse pathogens, and promoting adoption of and compliance with comprehensive international frameworks that advance U.S. biological nonproliferation objectives, including United Nations Security Council Resolution (UNSCR) 1540, the Biological Weapons Convention (BWC), the World Health Organization's International Health Regulations, and the European Committee for Standardization (CEN) / International Organization for Standardization (ISO) standards. BEP generally funds activities in three priority pillars and has a focus on long-term sustainability.

The purpose of this NOFO is to support a more efficient method for HIV surveillance jurisdictions to identify potential interstate duplicates. The recipient will develop and provide a secure, encrypted, on-going privacy data-sharing tool capable of identifying potential duplicates across jurisdictions, implement necessary data security, confidentiality and privacy protections according to CDC standards, obtain participation agreements with 59 state and local health department HIV surveillance programs that will allow on demand submission and matching of person-level HIV surveillance data, and report back to jurisdictions on matching levels in formats that are importable into local/state HIV data systems.

A free and open Indo-Pacific is crucial for global stability in the 21st century. This vision for the Indo-Pacific is not unique to the United States, but is shared by Japan and many other nations in the region. However, there are many challenges to realizing this vision, including territorial and maritime disputes, differing economic approaches, historical concerns, and various types of governance. Therefore, multilateral cooperation is needed to address these challenges and ensure economic prosperity, good governance, and peace and security become a reality for all in the Indo-Pacific. The Embassy welcomes proposals that address these issues and is particularly interested in supporting the following priority areas: maritime security, economic prosperity, civil society, disaster relief, health assistance, and rule of law. The program needs to be designed to strengthen ties between U.S. and Japanese institutions through the inclusion of U.S. experts. The program should also include participants from other countries in the Indo-Pacific region.

The Open Technology Fund's Core Infrastructure Fund strives to uphold and increase the capacity of individuals, organizations, and companies working to fortify the foundational components of demonstrably important technology relied on by people living under repressive political systems. Ideal proposals should be open and collaborative in nature, promote a broader understanding of existing challenges and limitations, be preemptive in approach, and exist at the core of the Internet ecosystem. The Office of the Public Affairs Advisor (PAA) at the U.S. Department of State's U.S. Mission to NATO (USNATO) invites not-for-profit, non-governmental organizations and think-tanks that focus on international affairs, defense and security issues, and U.S. and European relations to submit project proposals which encourage public discussions and creative public engagements in Europe on the major theme of "Turning NATO's Words into Action After the Brussels Meeting. USNATO seeks proposals that illustrate how to adapt NATO's strategic focus on deterrence and defense, and projecting stability with specific emphasis on burden sharing, counterterrorism, cyber security, and other outcomes from the Brussels May Meeting. To successfully communicate these policies, the alliance and its stakeholders will need to explain and debate these issues with policymakers, media, and their public in the coming period. USNATO is seeking proposals that will outline how the alliance can transform intent into actions and programs that NATO and its member states can implement. Specifically, we are referring to initiatives that relate to the strategic direction coming from the Brussels meeting; as well as how member states can honor their defense investment pledges, ways the alliance can support counterterrorism efforts, and novel methods to support cyber defense commitments including ways to blunt disinformation.
