The Smith Richardson Foundation seeks to contribute to important public debates and to address serious public policy challenges facing the United States as well as help ensure the vitality of social, economic, and governmental institutions, and assist with the development of effective policies that enable the United States to compete internationally and advance U.S. interests and values abroad. To that end, the foundation is accepting applications for its annual Strategy and Policy Fellows grant competition. Through the program, at least research grants of $60,000 will be awarded in support of research by young scholars and policy thinkers working in the area(s) of American foreign policy, international relations, international security, military policy, and diplomatic and military history that leads to the writing of a book.

The mission of the Smith Richardson Foundation is to contribute to important public debates and to address serious public policy challenges facing the United States and ensure the vitality of its social, economic, and governmental institutions. It also seeks to assist with the development of effective policies to compete internationally and to advance U.S. interests and values abroad. The foundation's Domestic Public Policy Program supports projects that aim to help the public and policy makers understand and address critical challenges facing the United States. To that end, grants will be awarded for research on and the evaluation of existing public policies and programs, as well as projects that inject new ideas into public debates. In previous years, grant amounts have ranged between $25,000 to $104,000.

It is an outstanding opportunity for exceptional midcareer health professionals and behavioral and social scientists with an interest in health and health care policy. In response to the White House and Office of Management and Budget (OMB) call to action for evidence-based reforms across the federal government, the Coalition for Evidence-Based Policy is launching a competition for low-cost randomized controlled trials (RCTs) that seek to build valid, actionable evidence about "what works" in U.S. social spending. This is designed as a high-visibility, three-year initiative, whose purpose is to demonstrate the feasibility and value of low-cost RCTs to a wide policy and philanthropic audience. In its first year, the competition will select and fund three low-cost RCTs that meet the criteria for policy importance and other factors described in the application packet. We will also be co-sponsoring a workshop on low-cost RCTs with the White House Office of Science and Technology Policy (OSTP) in mid-2014 in Washington DC, aimed at exploring wider government and philanthropic use of such studies with leading researchers, and officials of the White House and OMB, federal agencies, Congress, philanthropic foundations, state/local government, and other organizations that help shape social spending.

The goal of the FPC's International Media Reporting Programs is to engage directly with foreign media to advance U.S. foreign policy priorities by providing visiting foreign journalists with direct access to authoritative sources of information about U.S. foreign policy through informational and policy briefings, as well as local and national reporting tours. In turn, those foreign media members report on important facts and insights regarding the social, political, economic, historical, and cultural context within which U.S. foreign policy is developed via broadcast, print, and digital media.

The Robert Wood Johnson Foundation Scholars in Health Policy Research program develops and supports a new generation of creative health policy thinkers and researchers within the disciplines of economics, political science and sociology. Each year the program selects up to nine highly qualified individuals for two-year fellowships at one of three nationally prominent universities with the expectation that they will make important research contributions to future U.S. health policy.

The American Congress of Obstetricians and Gynecologists is accepting applications for the 2018 Warren H. Pearse Women's Health Policy Research Award. The annual award provides a single grant of $10,000 to support research that explores an aspect of healthcare policy that assists, defines, or restricts the ability of a physician to deliver health care to women in the general population or in a specific area. Grants are not intended to supplement physician stipends; all funds are to be directed to research costs.

The U.S. State Department, Bureau of Intelligence and Research (INR), Office of Outreach, invites organizations with substantial and wide-reaching experience in administration of research and training programs to apply for funding to conduct nationwide competitive programs supporting U.S. scholars, students, and institutions in advanced research and language training on the countries of Eastern Europe and the independent states of the former Soviet Union. U.S.-based nonprofit organizations and educational institutions may submit proposals for the Program for Research and Training on Eastern Europe and the Independent States of the Former Soviet Union (Title VIII) that 1) support and sustain American expertise on the countries of Eastern Europe and the independent states of the former Soviet Union, 2) bring American expertise to the service of the U.S. government, and 3) further U.S. foreign policy goals. All proposals must make an explicit connection to U.S. foreign or national security policy, and demonstrate how the proposed program will contribute to U.S. knowledge, expertise, and national capability. The program also aims to support outreach and build relationships with the U.S. academic and nonprofit communities. Intelligence Community analysts and State Department policy makers benefit from engagement with those communities to explore new ideas and perspectives and create new knowledge and research.

The Judene Bartley Advocacy in Action Scholarship is newly established by APIC and SHEA to enhance training and application of public policy advocacy skills of outstanding members of the respective organizations. The overall goal is to cultivate and sustain public policy skill development among rising leaders in infection prevention and healthcare epidemiology, and to thereby advance the expertise of this professional field in policy development.

Established in 2010, these funding programs award grants to scholars engaged in projects studying Congress, politics, or policy issues. The Dole Archive and Special Collections at the Dole Institute of Politics houses Senator Bob Dole's extensive collections that document his 36-year career in the House and Senate. While in residence, the Research Fellow and Travel Grant awardees will use these collections, which encompass a wide range of legislative, historical, and policy issues. The Travel Grant program is intended to defray costs associated with research-related travel to the Dole Institute. This program offers reimbursements of up to $750 to undergraduate and graduate students, post-doctoral researchers, and independent scholars.  Awards for 2013 must be used before June 30, 2013, while 2014 awards may be used after July 1, 2014. Recipients will be required to submit a final copy of any projects produced through the Travel Grant as well as submitting to the Dole Institute a 500-1000 word statement describing the research conducted here that will be used by the Dole Institute. The Dole Archive and Special Collections is now accepting applications for the 2014 Research Fellowship.  Graduate students and post-doctoral scholars are eligible to apply for this $2,500 award which will support substantial contributions to the study of Congress, politics, or policy issues on a national or international scale. The fellow will be required to conduct research at the Dole Archives for a period of 1-3 weeks between July 1, 2014, and June 30, 2015. In addition, the Fellow will be required to submit a final copy of projects produced through the Fellowship as well as submitting to the Dole Institute a 500-1000 word statement describing the research conducted here that will be used by the Dole Institute.

MENA governments - especially in Jordan, Lebanon, Morocco, and Tunisia - have undertaken important reform initiatives to modernize their public administrations and pass access to information laws. Several have applied to join the Open Government Partnership (OGP), an international initiative that aims to leverage capabilities of new technologies to strengthen participatory governance and fight corruption. Further actions are required to sustain this progress and implement open government principles that foster civil society collaboration with government. This project will assist governments in developing action plans to improve management and governance activities such as: budgeting, human resources management, regulatory practices, public integrity, public procurement, digital government, open government and data, risk management, and innovations. By focusing on public governance areas and creating inclusive economies and societies, this project will guide governments to benchmark their countries' progress on public sector reforms at the national and regional levels, and to compare them against international standards. Additionally, it will create the first MENA long-term strategic partnership and governance network for policy dialogue and exchange of good practices. Finally, it will deliver ad hoc policy recommendations to advance public sector reform agendas in specific sectors at the national or regional level with a focus on policies pertaining to women and youth.

The Distinguished Chair in Applied Public Policy sponsored by Flinders University and Carnegie Mellon University Australia is designed to increase the awareness of the field of applied public policy in Australia, and to promote comparative and collaborative research between Australia and the United States.

The program offers fellows the opportunity to participate in a residential track or a nonresidential track. The residential track allows fellows to participate in the policymaking process on either the Federal or state level as legislative assistants in Congress, professional staff members in executive branch agencies, or policy organizations. The nonresidential track allows fellows to remain at their home institution but work on a policy project that involves brief placement(s) throughout the year at relevant sites. Core program components focused on career development and professional enrichment are provided for fellows in both tracks.

WorkRise, a research-to-action network for jobs, workers, and mobility, is launching a drive to rapidly develop and share actionable evidence on what works to shore up workers' economic security during the COVID-19 crisis and promote their longer-term upward mobility as they rebuild their lives. This initiative will provide up to $2 million for research on pilot or existing programs, policies, and practices to rapidly develop rigorous evidence that can inform and drive effective action toward a labor market that boosts workers' mobility; create a clearinghouse for innovative responses to the current labor market crisis taken by the private sector, civil society, and government; and elevate promising policies and practices to key decisionmakers, including philanthropic leaders; local, state, and federal policymakers; worker advocates; and business leaders. To achieve these objectives, WorkRise is issuing both a request for proposals (RFP) and a request for information (RFI) to identify and accelerate innovative solutions-including programs, policies, and practices-that both provide immediate economic relief to struggling workers and create pathways for long-term economic security and upward mobility.

The Acquisition Research Program (ARP) (www.acquisitionresearch.net) conducts and supports research in academic disciplines that bear on public procurement policy and management. These include economics, finance, financial management, information systems, organization theory, operations management, human resources management, risk management, and marketing, as well as the traditional public procurement areas such as contracting, program/project management, logistics, test and evaluation and systems engineering management. The ARP is interested in innovative proposals that will provide unclassified and non-proprietary findings suitable for publication in open scholarly literature. Studies of government processes, systems, or policies should also expand the body of knowledge and theory of processes, systems, or policies outside the government. The following research areas are of special interest: Leading-edge techniques in data collection, management, visual analytics and decision-making; Robust risk modeling techniques; Performance metrics and methodologies; Collaboration and cross-functional teams; and, Model-Based Acquisition. Offerors bear prime responsibility for the design, management, direction and conduct of research. Researchers should exercise judgment and original thought toward attaining the goals within broad parameters of the research areas proposed and the resources provided. Offerors are encouraged to be creative in the selection of the technical and management processes and approaches and consider the greatest and broadest impact possible.

The purpose of the Policy for Ukraine Local Self-Governance (PULSE) activity is to strengthen local governance, deepen democracy, improve conditions for development of communities and promote stability. PULSE's objective is to support the Government of Ukraine to adopt and implement a sound decentralization policy for Ukraine.

The fiscal year (FY) 2019 Body-Worn Camera Policy and Implementation Program (BWC PIP) directly supports key priorities of the Department of Justice by promoting the safety of law enforcement officers and citizens and capturing an unbiased recording of police interactions with the public. BWCs can provide critical visual and audio records of interactions. When properly deployed, research has shown that a BWC program can reduce civilian complaints, reduce use of force, and improve justice outcomes. Through this solicitation, BJA intends to select one training and technical assistance provider for BWC PIP to support law enforcement agencies that are planning, expanding, and enhancing their BWC programs. The selected TTA provider will prioritize support to law enforcement agencies that have received funding through BJA’s Body-Worn Camera Policy and Implementation Program to Support Law Enforcement Agencies. When funding is available, the awardee must also provide TTA to nongrantees that request assistance within the scope of the BWC program.
