The Consolidated Grant Program to Address Children and Youth Experiencing Domestic and Sexual Assault and Engage Men and Boys as Allies, hereafter referred to as the Consolidated Youth Program, supports activities that were previously funded under the following four OVW grant programs: Grants to Assist Children and Youth Exposed to Violence Program (CEV); Services to Advocate for and Respond to Youth Program (Youth Services); Services, Training, Education and Policies to Reduce Sexual Assault, Domestic Violence, Dating Violence, and Stalking in Secondary Schools Grant Program (STEP); and the Engaging Men and Boys in Preventing Sexual Assault, Domestic Violence, Dating Violence, and Stalking Program (Engaging Men). The Consolidated Youth Program creates a unique opportunity for communities to increase collaboration among non-profit victim service providers, violence prevention and children (0-10), youth (11-18), young adult (19-24) and men-serving organizations, tribes and tribal governments, local government agencies, schools, and programs that support men's role in combating violence against women and girls.

In addition to this funding opportunity, others included in the 2014 expansion address HIV/AIDS and substance use among the homeless and unstably housed (RFA-DA-14-009); substance use, HIV, and Black/African American women and young Men who have Sex with Men (MSM) (RFA-DA-14-010); exploratory research on comorbid HIV, chronic pain, and substance use among older adults (RFA-DA-14-012), and Seek, Test, Treat, and Retain Data Harmonization Coordinating Center (RFA-DA-14-007).

This funding opportunity announcement (FOA) is the mechanism through which the CDC-Rwanda program, under the President's Emergency Plan for AIDS Relief (PEPFAR), will support implementation of evidence-based HIV prevention interventions in key populations. Dynamics and drivers exist among key populations (KPs) in Rwanda, increasing their risk of HIV infection and its transmission to the general population. This component will implement evidence-based HIV prevention interventions in KPs, comprised mainly of female sex workers (FSWs) and men who have sex with men (MSMs). Some of the interventions will target sexual partners of these populations as well. The focus will be on the identification of KPs, provision of a comprehensive package of prevention services, implementation of a Test and Link to Care (TLC) model, initiation of treatment as prevention based upon national guidelines for HIV-positive KPs, adherence counseling, and follow-up of HIV-uninfected KPs.

The HIV/AIDS epidemic in Central America (CA) is concentrated, with low prevalence among the adult population but high prevalence among key populations (KPs), including men who have sex with men (MSM), transgender (TG) women (male to female), sex workers (SW), and certain ethnic groups, such as the Garifuna. In alignment with the IOM's recommendations, as well as the Central America Partnership Framework (PF) and the Office of the Global AIDS Coordinator's (OGAC) "Sustainability Planning Guidance Document: Advancing Country Ownership in PEPFAR III," this FOA prioritizes support for concrete efforts that assist ministries of health (MOH) in Central America to lead, manage, coordinate, and implement national responses to their respective concentrated epidemics while sustaining programmatic quality and coverage goals. Funding will support regional activities in 2 geographic clusters: Cluster A (Guatemala, Nicaragua, and Costa Rica) and Cluster B (Belize, El Salvador, Honduras, and Panama). Applicants must submit a separate application and budget for each geographic area (Cluster) they intend to implement.Cluster A - Guatemala, Nicaragua, and Costa Rica:* Regional expansion and enhancement of the Sexually-transmitted Infection Sentinel Surveillance and Control Strategy (VICITS, by its Spanish acronym), an HIV combination prevention intervention that includes improved STI diagnosis and treatment, condom promotion and distribution, HIV counseling and testing (HCT), linkage to care, and a second-generation surveillance information system.

The purpose of this funding opportunity announcement (FOA) is to assist the Government of Mali's National HIV-AIDS Control Program (CSLS-MOH) to develop the scientific data for decision making required for the PMTCT program, particularly as it relates to key populations (KP) such as professional sex workers, and female partners of men who have sex with men (MSM). The project also seeks to optimize the current EID (Early Infant Diagnosis) program, a component of the PMTCT program, to develop the appropriate laboratory linkages with the National Reference Laboratory in order to develop a patient focus approach. As such, the project seeks to serve as a pilot PMTCT program in a specific geographic area of Mali where synergies between existing HIV-AIDS Prevention and Care & Treatment programs can be optimized.

The intent of this announcement is to partner with national organizations that have a demonstrated reach and influence in one or more of the following targeted populations; the African American/Black, Hispanics/Latino, Gay, Bisexual Men Who Have Sex With Men (MSM), and Transgender population in order to assist DHAP in HIV/AIDS Prevention.

The purpose of this Funding Opportunity Announcement (FOA) is to develop and test strategies to increase the engagement of men in HIV prevention and care within global settings and among US domestic populations who have evidenced lower rates of engagement and retention in HIV prevention and care. The R01 mechanism is intended to support a discrete, specified, circumscribed project to be performed by the named investigator(s) in an area representing his or her specific interest and competencies.

Violence is a serious, yet preventable, public health problem. Sexual violence (SV) and Intimate partner violence (IPV) affects millions of women, men, and children. In the United States, 1 in 4 women and 1 in 9 men experience contact sexual violence, physical violence, and/or stalking by an intimate partner with a negative impact from this or other forms of violence in the relationship such as injury, fear, concern for safety, or needing services (Smith et al, 2017). Centers for Disease Control and Prevention's (CDC) National Intimate Partner and Sexual Violence Survey (NISVS) data show many victims of IPV began experiencing these forms of violence prior to adulthood (Smith, et al, 2017). In 2013, Congress reauthorized the Violence Against Women Act (VAWA), originally passed in 1994 to address sexual violence (SV). This legislation established CDC's Rape Prevention and Education (RPE) program, which funds state health departments to work on SV prevention activities. CDC has funded the Domestic Violence Prevention Enhancements and Leadership Through Alliances (DELTA) Program since 2002, authorized by the Family Violence and Prevention Services Act (FVPSA). The DELTA program funds State Domestic Violence Coalitions (SDVCs) to work on IPV prevention activities.

This NOFO will support achievement of national targets for 2018 antiretroviral therapy (ART) scale-up towards the UNAIDS Fast Track Targets in Ukraine. The recipient will implement innovative and effective recruitment and case management models for persons who inject drugs (PWID) and men who have sex with men (MSM) at the community level. These innovative changes will increase uptake of HIV community based testing and increase ART initiation for these populations. The recipient will pilot risk network-based testing using point-of-care recency assays to link recently infected PWID to care. The project will focus on the six regions with the highest HIV burden (Dnipropetrovsk, Mykolayiv, Odesa, government controlled areas (GCA) of Donetsk, Kyiv City, and Kherson) and continue to work in six additional medium burden oblasts (Cherkasy, Poltava, Chernihiv, Zaporizhzhya, Kirovohrad, and Kyiv). The recipient will also increase the capacity of the Government of Ukraine’s Center for Public Health (CPH) and regional monitoring and evaluation (M&E) centers specialists to conduct data analysis using statistical software and build institutional capacity to conduct economic evaluations of HIV interventions. Illustrative strategic information (SI) activities include development of trainings to support the Ministry of Health (MOH) and the newly established CPH in using statistical software, routine analysis of surveillance data, study design, and research protocol development.

The purpose of this announcement is to support and facilitate multidisciplinary approaches to the development of new and/or improved contraceptive methods for both men and women.  This FOA expands the scope of the former program by calling for Centers to inform contraceptive development and improve contraceptive use by integrating the biomedical research and development with behavioral and social science research, e.g., demography and other population sciences, psychology, economics, and sociology.  These Centers also will serve as a national resource for development of early stage investigators electing to pursue careers in contraceptive research.

This project will support an evaluation of up to two locally-developed or adapted and potentially effective but insufficiently evaluated, interventions that are designed to deliver a combination of HIV prevention, HIV care and treatment, and other social and structural support services to transgender persons who have sex with men who are at risk for HIV infection or who are living with HIV.

This Funding Opportunity Announcement (FOA) is intended to appeal to a broad audience of alcohol and HIV/AIDS researchers, including alcohol researchers with no prior experience in HIV/AIDS research but with a keen appreciation for the relationship between problem drinking and HIV/AIDS and a strong interest in acquiring such experience; HIV/AIDS researchers with no prior alcohol research experience who realize the importance of more intensive alcohol interventions to improving clinical outcomes among HIV-infected individuals; and those with prior research experience in the area of co-occurring HIV/AIDS and alcohol and other substance abuse. The primary objective for this announcement is to support small research projects : 1) to characterize the relative importance of reducing alcohol misuse in the prevention of acquisition and transmission of HIV in order to identify and apply appropriate alcohol and HIV interventions as public health measures; 2) to more fully understand and prevent the progression of HIV disease in the presence of continued alcohol exposure; and 3) to develop operational research frameworks for addressing the occurrence and persistence of infections in high-risk populations (e.g. minority women, young gay men, etc.), and translate findings into effective, culturally appropriate preventive and treatment interventions for these targeted populations.

This initiative seeks applications that propose to stimulate and expand research in the health of minority men. Specifically, this initiative is intended to: 1) enhance our understanding of the numerous factors (e.g., sociodemographic, community, societal, personal) influencing the health promoting behaviors of racial and ethnic minority males across the life cycle, and 2) encourage applications focusing on the development and testing of culturally and linguistically appropriate health-promoting interventions designed to reduce health disparities among racially and ethnically diverse males age 18 and older.

The purpose of this announcement is to support research to rigorously evaluate the effectiveness of primary prevention strategies for the perpetration of sexual violence. The National Center for Injury Prevention and Control's research priorities for sexual violence prevention include evaluating the efficacy and effectiveness of programs, strategies, and policies across all levels of the social ecology to prevent and interrupt the development of sexual violence perpetration. In addition, the Center's research priorities highlight the need to identify effective programs, strategies, and policies that might prevent multiple types of violence concurrently, including sexual violence, intimate partner violence, and other forms of violence, and evaluating the economic efficiency of such programs, strategies and policies. Research funded under this announcement will address these priorities by rigorously evaluating programs, strategies, or policies for their impact on rates of sexual violence perpetration in one of two areas: (a) strategies that engage boys and men, or (b) structural, environmental, and/or policy interventions. Although the primary focus of research conducted with these funds should be on reducing sexual violence perpetration, the inclusion of other violence-related outcomes (e.g., dating/intimate partner violence) is also encouraged.

This Funding Opportunity Announcement (FOA) encourages research designed to increase the public health impact of efficacious HIV/AIDS-related interventions for prevention and treatment. To maximize the public health impact of available interventions, significant progress is needed to advance science designed to get interventions to the men, women, and children who need them. The goals of this scientific agenda are to learn how best to deliver interventions more efficiently and effectively in real-world communities and clinics, to more readily transfer interventions from one setting or population to another, and to make better-informed choices for combination intervention packages. The R21 mechanism is specifically intended to encourage new exploratory and developmental research projects. These studies should break new ground or extend previous discoveries toward new directions or applications. These studies may involve considerable risk but may lead to a breakthrough in a particular area, or to the development of novel methodologies, tools, technologies, or interventions that could have a major impact on health research and practice. Unlike applications under the R01 mechanism, preliminary data are not required for R21 applications. Preliminary data may nonetheless be included if available.
