    A. Purpose and Priorities The National Food Safety Training, Education, Extension, Outreach, and Technical Assistance Program will award grants that increase the understanding and adoption of established food safety standards, guidance, and protocols. Grants awarded through this program will be carried out in a manner that facilitates the integration of food safety standards and guidance with a variety of agricultural production systems, including conventional, sustainable, organic, and conservation and environmental practices carried out by the eligible entities. The assistance provided by these programs, to the extent practicable, shall be coordinated with and delivered in cooperation with similar services or assistance by other federal agencies or programs serving those eligible entities. The U.S. Food and Drug Administration (FDA) and the U.S. Department of Agriculture's National Institute of Food and Agriculture (NIFA) have joined in a collaborative partnership to administer and manage the National Food Safety Training, Education, Extension, Outreach, and Technical Assistance Program. This program is designed to develop a comprehensive food safety training, education and technical assistance program for those affected by the FDA Food Safety Modernization Act (FSMA). Specifically, this program will address the needs of owners and operators of small and medium-sized farms, beginning farmers, socially disadvantaged farmers, small processors, and small fresh fruit and vegetable merchant wholesalers. The joint program will award competitive grant funds that enable awardees to establish a National Coordination Center (NCC) for Food Safety Training, Education, Extension, Outreach, and Technical Assistance and Regional Centers (RC) for Food Safety Training, Education, Extension, Outreach, and Technical Assistance across the country for food safety training, education, and technical assistance.     This announcement solicits applications for the Rural Health Care Coordination Network Partnership Program (Care Coordination Program). The purpose of the Rural Health Care Coordination Network Partnership Program is to support the development of formal, mature rural health networks that focus on care coordination activities for the following chronic conditions: diabetes, congestive heart failure (CHF) and chronic obstructive pulmonary disease (COPD). Care coordination in the primary care practice involves deliberately organizing patient care activities and sharing information among all of the participants concerned with a patient¿s care to achieve safer and more effective care. Rural Americans are unhealthier, with higher rates of chronic illnesses, such as diabetes, CHF, and COPD and have higher rates of high-risk behaviors such as smoking, physical inactivity, and poor nutrition.[1],[2],[3],[4] These high-risk behaviors cause many of the illnesses, suffering and deaths due to chronic diseases and conditions.[5] The increasing prevalence of chronic diseases and the high cost of health care in the U.S. bring treatment of the ¿whole¿ person to the forefront, especially as there are often psychosocial (psychological and social) issues related to chronic diseases; for example, there is a link between diabetes and depression. In addition, more mental health problems are seen in the primary care setting than other health care settings; thus, integrating behavioral health care into primary care helps address both the physical and psychosocial aspects of health and wellness. Reviews and reports from the Agency for Healthcare Quality and Research (AHRQ) have shown a positive impact from integrating a team approach to care for a variety of disease conditions.[6] Health care coordination for people living with chronic conditions is vital to providing high quality care, especially in rural areas where access to health care is an issue.     Pursuant to the Foreign Assistance Act of 1961, as amended (FAA), the United States Agency for International Development (USAID) requests applications from qualified and eligible organizations to manage and implement the TRANSFORM/PRIMARY HEALTH CARE UNIT (PHCU) as described in Section I of this RFA. The overall goal of the program is to support the Government of Ethiopia (GOE) through the implementation of its new Health Sector Transformation Plan (HSTP) to End Preventable Child and Maternal Deaths (EPCMD). Hence there is a need to be better prepared for such pandemics. We need to solve problems ranging from predictive analytics innovative devices for saving lives to technology for devising voting machines. The social and economic impact for the above areas is huge and some of the work can be transformative and save lives. Areas of interest to us include, but are not limited to: - Mathematical models for spread and the impact of pandemics. - Scalable simulation techniques for pandemics (e.g. with multi agents). - Biomedical/Nano sensor devices for detecting symptoms and agents. - Algorithms for rapid exploration of the drug screening and discovery workflows (e.g. use reinforcement learning) - Advanced computational biology techniques for sequencing, detecting viral evolution (e.g. in COVID-19). - Algorithms and systems for contact tracing (with privacy preserving). - Algorithms and recommendation systems for curating media and news. - Collaboration techniques for more effective health, and efficiency during pandemics.     The Office of Rural Health Policy (ORHP) will fund a cooperative agreement to support a Rural Assistance Center (RAC). The RAC is a gateway to information on rural health for residents in rural areas of the United States and for all others interested in the issue. Through daily interactions and responding to inquiries and concerns, the RAC will be able to ensure that ORHP and the Department of Health and Human Services are informed of developing and ongoing grass-roots issues in the rural U.S. The role of ORHP as the Department of Health and Human Service¿s focal point for rural information allows its staff to identify key regulatory and statutory issues. The staff of ORHP will work collaboratively with the RAC to prioritize key issues and develop information resources to share with callers and web users. It is also expected that RAC staff will produce publications to respond to emerging issues. ORHP and Department staff will review RAC proposals for publications to ensure that critical issues are appropriately identified. When publications are prepared for release, ORHP and Department staff will review them for accuracy and completeness. The awardee must be able to identify and facilitate access to information from a wide range of sources that deal with aspects of rural health care. ORHP will also coordinate information sharing between the RAC and the Rural Health Research Centers, the Rural Recruitment and Retention Network, State Offices of Rural Health, and other projects that are funded by the Office. RAC staff will work with ORHP to develop strategies for dissemination of key research findings and for providing synthesis of key research findings.     The Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Mental Health Services (CMHS) and Center for Substance Abuse Treatment (CSAT) is accepting applications for fiscal year (FY) 2015 Statewide Peer Networks for Recovery and Resiliency (Short Title: Statewide Peer Networks for R&R) grants. The purpose of this grant program is to create and/or enhance statewide networks that represent mental health and addictions recovery communities to improve access to and the quality of behavioral health systems, services, treatment and recovery supports statewide. Formal SAMHSA-funded networks already exist in many states for specific recovery and family communities; this program is designed specifically to bridge and unify recovery networks for mental health consumers, families of children with serious emotional disturbance and youth, as well as those in recovery from addictions. Current SAMHSA-funded Recovery Community Services Program-Statewide Networks (RCSP-SNs), and current and formerly-funded Statewide Consumer Networks (SCNs) grants and Statewide Family Networks (SFNs) will work together to enhance and promote cross-service system, peer workforce, and infrastructure development that is recovery-focused and resiliency-oriented.     The intent of the FY17 ERP IDA is to solicit research to understand the magnitude and underlying mechanisms of PTE. The FY17 ERP IDA offers two levels of funding. Funding Level I is intended to support high-risk or high-gain research from Principal Investigators (PIs) at or above the level of a postdoctoral fellow (or equivalent), but below the level of Assistant Professor (or equivalent). Note that PIs submitting Funding Level I applications will be required to verify their eligibility for this award. Funding Level II is intended to support a more mature, hypothesis-driven research project. To be considered for an FY17 ERP IDA Funding Level II, the PI must be an independent investigator at or above the level of Assistant Professor (or equivalent). While not required, applications to either Funding Level I or II should provide relevant preliminary data. Preliminary data for either Funding Level may come from the PI's published work, pilot data, or from peer-reviewed literature.     The United States Department of Agriculture (USDA) Food and Nutrition Service (FNS), through the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC), is responsible for providing Federal grants to States for supplemental foods, health care referrals, and nutrition education (including breastfeeding promotion and support) for low-income pregnant, breastfeeding, and non-breastfeeding postpartum women, and to infants and children up to age five who are found to be at nutritional risk. The legislative authority for this grant announcement is contained in the Child Nutrition Act of 1966 Section 17 (g) (5)[1] as amended and Section 1472 of the National Agriculture Research, Extension, and Teaching Policy Act of 1977, 7 U.S.C. 3318, codified at 7 CFR 2.19(a)(3)(x) in January 2009. This is an announcement of the availability of funds for one new cooperative agreement for FY 2017-2019 with a public or private Academic or Research Institution. In this funding cycle, the USDA anticipates awarding up to $1,000,000 in grant funding to support the creation of a Participant Research Innovation Laboratory for administering and awarding sub-grants for researcher-initiated projects that develop and test strategies to encourage retention of children in WIC. Developed strategies should focus on WIC service delivery sites or retail environments. Further, strategies must acknowledge the social and cultural diversity of WIC participants and those eligible for the Program.

The purpose of the initiative is to improve the time to diagnosis and treatment for babies undergoing newborn screening (NBS) who receive a presumptive positive result. This initiative will fund one organization that will facilitate and coordinate collaborative learning and quality improvement (QI) activities by newborn screening programs using strategies that improve newborn screening timeliness. The overall goal for this initiative is to increase the number of states that meet the Secretary¿s Advisory Committee on Heritable Disorders in Newborns and Children (SACHDNC or Committee) recommendations on timeliness and the number of infants receiving timely diagnosis and treatment. The SACHDNC¿s duties include providing advice and recommendations to the Secretary concerning grants and projects awarded under section 1109 of the PHS Act and making systematic evidence-based and peer-reviewed recommendations to the Secretary that include the heritable disorders that have the potential to significantly affect public health, for which all newborns should be screened. In order to achieve the best outcomes for babies, the Committee has discussed the following time periods to improve notification of results*: 1) Presumptive positive results for time-critical conditions should be communicated immediately to the child¿s healthcare provider but no later than the fifth day of life. 2) All presumptive positive results for all other conditions should be communicated to the child¿s healthcare provider as soon as possible but no later than seven (7) days of life. 3) All NBS results should be reported within seven (7) days of life. *On February 12, 2015, the DACHDNC will finalize these recommendations.     The Foundation for Women's Wellness, a nonprofit charity dedicated to improving women's health by raising support for innovative early stage research and education, is accepting Letters of Inquiry for small short-term studies with potential for improving medical knowledge in the area of women's health. Through the FWW Research Awards program, the foundation will award grants of up to $25,000 for research projects, with an emphasis on cardiovascular disease, female cancers, the role of hormones in disease, and/or stage-of-life health concerns such as pregnancy and menopause and diseases disproportionately affecting women. This may include disease prevention or treatment; clarification of gender differences; and/or quality-of-life concerns. Priority will be given to projects or studies that have direct clinical application in preventing and/or treating disease, and have the potential to yield results that will attract larger sources of funding for further study and/or influence long-term research and clinical care directions. To be eligible, lead investigators must be an MD and/or PhD with a faculty appointment at an accredited medical institution in the United States.     The purpose of this Funding Opportunity Announcement (FOA) is to solicit applications for the Vaccine and Treatment Evaluation Units (VTEUs) to implement clinical site protocols (clinical research, clinical trials) for evaluating vaccines, other preventive biologics, therapeutics, diagnostics, including prognostic and predictive markers, and devices for the treatment and prevention of infectious diseases as part of NIAID Infectious Diseases Clinical Research Consortium (IDCRC). The VTEUs coordinate with the Leadership Group (LG) for the IDCRC, a program which provides for overall administrative and scientific leadership for the clinical research and clinical trials conducted. This initiative seeks to fund additional VTEUs with a specific focus on enhancing capability and capacity of current research in controlled human infection models for malaria and influenza, and implementation of treatment and prevention trials in endemic areas for malaria and neglected tropical diseases. While the scientific focus will be on product evaluation for NIAID priorities for this FOA, including malaria/neglected tropical diseases, the VTEUs must also provide capacity to perform clinical research on sexually transmitted infections, respiratory infections, and enteric diseases in infected patients and healthy volunteers, in addition to providing surge capacity to address emerging infectious diseases.

ORWH is tasked with the development of a trans-NIH strategic plan for women's health research that promotes allocation of NIH resources for conducting and supporting these research efforts across NIH Institutes and Centers.This Request for Information (RFI) seeks feedback on 3 cross-cutting themes and goals under consideration for the next trans-NIH strategic plan for women's health research. These themes will stimulate new research areas, priorities, and approaches to help put science to work for the health of women.

    This notice solicits applications for Advancing Systems of Services for Children and Youth with Special Health Care Needs. The purpose of this program is to improve health and well-being for children and youth with special health care needs (CYSHCN) and their families by addressing three core systems focus areas for CYSHCN-access to patient/family-centered medical home, transition of youth into the adult health care system, and adoption of health care financing models that improve care and outcomes while achieving cost savings. This program will establish a national collaborative network of resource centers supporting state Title V programs, families of CYSHCN, child health professionals, and other stakeholders through the provision of technical assistance, training, education, partnership building, policy analysis, and research. Program Goal: The overall goal of this program is to strengthen the system of services for CYSHCN and their families by awarding three separate and distinct cooperative agreements. Cooperative agreements will be awarded to three recipients, who will collaborate to establish a national network of resource centers, with one center awarded for each of the following three focus areas: (1) Patient/family-centered medical home; (2) Transition of youth into the adult health care system; and (3) Health care financing models that improve care and outcomes while achieving cost savings. The three recipients will coordinate efforts to achieve quality care, decrease health care costs, and improve experience of care for CYSHCN and their families.     This Notice supersedes NOT-OD-15-024 about the NIH and AHRQ requirement for use of a new biosketch format and provides some latitude in the transition for those who have already been compiling biosketches for their large grant applications with deadlines in early in 2015. NIH and AHRQ encourages applicants to use the newly published biosketch format for all grant and cooperative agreement applications submitted for due dates on or after January 25, 2015, and will require use of the new format for applications submitted for due dates on or after May 25, 2015. Applicants may submit using the new biosketch format for due dates before January 25, 2015, if they wish.

Targeted Capacity Expansion: Medication Assisted Treatment-Prescription Drug and Opioid... - 0 views

    The purpose of this program is to provide funding to states to enhance/expand their treatment service systems to increase capacity and provide accessible, effective, comprehensive, coordinated care, and evidence-based medication assisted treatment (MAT) and recovery support services to individuals with opioid use disorders seeking or receiving MAT. As a result of this program, SAMHSA seeks to: 1) increase the number of individuals receiving MAT services with pharmacotherapies approved by the FDA for the treatment of opioid use disorders; 2) increase the number of individuals receiving integrated care; and 3) decrease illicit drug use at 6-months follow-up. For the purpose of this RFA, integrated care is defined as the organized delivery and/or coordination of medical, behavioral or social and recovery support services provided to individual patients in order to produce better overall health outcomes for people that may have multiple healthcare needs. MAT is defined as the use of FDA-approved opioid agonist medications (e.g., methadone, buprenorphine products including buprenorphine/naloxone combination formulations and buprenorphine mono-product formulations) for the maintenance treatment of opioid use disorder and opioid antagonist medication (e.g., naltrexone products including extended-release and oral formulations) to prevent relapse to opioid use. MAT includes screening, assessment (which includes determination of severity of opioid use disorder, including presence of physical dependence and appropriateness for MAT) and case management. MAT is to be provided in combination with comprehensive substance use disorder treatment, including but not limited to: counseling, behavioral therapies and when needed pharmacotherapy for co-occurring alcohol use disorder. MAT is to be provided in a clinically driven, person-centered and individualized setting.
