Under this solicitation EPA is seeking grant applications from eligible applicants to support environmental education projects that promote environmental stewardship and help develop knowledgeable and responsible students, teachers, and citizens. This grant program provides financial support for projects that design, demonstrate, and/or disseminate environmental education practices, methods, or techniques, as described in this notice, and that will serve as models that can be replicated in a variety of settings. Under this solicitation EPA expects to award environmental education grants from the 10 EPA Regional offices and from Headquarters.

In September, Miami received notice from the government that our new F&A rates are: 44.5% for On Campus Organized Research 44.0% On Campus Sponsored Instruction 39.0% On Campus Other Sponsored Activities 26.0% Off Campus All Programs These rates are effective beginning September 1, 2014. Awards received beginning in September and all proposal submissions going forward will be required to use the new rates.

This notice announces the availability of funds and solicits proposals for projects designed to assist state, local and tribal communities in identifying and profiling air toxics sources, assessing emerging measurement methods, characterizing the degree and extent of local air toxics problems, and tracking progress of air toxics reduction activities.

The Small Business Liability Relief and Brownfields Revitalization Act ("Brownfields Law", P.L. 107-118) requires the U.S. Environmental Protection Agency (EPA) to publish guidance to assist applicants in preparing proposals for grants to assess and clean up brownfield sites. EPA's Brownfields Program provides funds to empower states, communities, tribes, and nonprofits to prevent, inventory, assess, clean up, and reuse brownfield sites. EPA provides brownfields funding for three types of grants: 1. Brownfields Assessment Grants - provides funds to inventory, characterize, assess, and conduct planning (including cleanup planning) and community involvement related to brownfield sites. 2. Brownfields Revolving Loan Fund (RLF) Grants - provides funds for a grant recipient to capitalize a revolving fund and to make loans and provide subgrants to conduct cleanup activities at brownfield sites. 3. Brownfields Cleanup Grants - provides funds to conduct cleanup activities at a specific brownfield site owned by the applicant. Under these guidelines, EPA is seeking proposals for Assessment Grants only. If you are interested in requesting funding for Cleanup Grants, please refer to announcement EPA-OSWER-OBLR-14-08 (Cleanup Grant guidelines) posted separately on www.grants.gov and www.epa.gov/brownfields. Note: A solicitation for new Revolving Loan Fund Grants will not be issued in FY15. EPA expects to solicit requests from existing, high performing RLF grantees 2 through a Federal Register notice for supplemental RLF funding in early 2015.

This notice announces the availability of funds and solicits applications from eligible entities to compete for financial assistance through the Targeted Air Shed Grant Program. This program will assist local, state and/or tribal air control agencies in developing plans, conducting demonstrations, and implementing projects in order to reduce air pollution in nonattainment areas that EPA determines are the top five most polluted areas relative to ozone (O3) or annual average fine particulate matter (PM2.5) National Ambient Air Quality Standards (NAAQS). The overall goal of the Targeted Air Shed Grant program is to reduce air pollution in the Nation's areas with the highest levels of ozone and PM2.5 ambient air concentrations.

The Fox River Green Bay Natural Resource Trustees restore natural resources injured by the release of polychlorinated biphenyls (PCBs) into the Lower Fox River and Green Bay, WI. The Trustees allocate funding, provided by settlement dollars from responsible parties, to restoration projects that fulfill the natural resource objectives of the 2003 Joint Restoration Plan and Environmental Assessment for The Lower Fox River and Green Bay Area and the 2016 Restoration Plan Update under the authority of the Comprehensive Environmental Response, Compensation and Liability Act. A copy of the Restoration Plan and Update can be found at foxrivernrda.org or provided by the agency contact by request. This is not a conventional grants program, in that it does not solicit for projects through a formal request for proposals on Grants.gov; instead, project idea forms are developed strategically in coordination with the Trustee Council. Projects that are funded through the NRDA program must be within the PCB affected area and must replace, restore, or acquire the equivalent of natural resources injured by the release of PCBs. Projects undergo a selection process based on the criteria outlined in the Notice of Funding Opportunity (NOFO). Following the review process, if a project is selected a grant will be awarded. The Service will also award single source grant agreements based on the criteria outlined in Section VI without competition under justification 505DM 2.14.B.4 as appropriate. This award will utilize grants and cooperative agreements; in the situation where a cooperative agreement is awarded the Service will be substantially involved in the project.

The Bureau of Oceans and International Environmental and Scientific Affairs' (OES) Office of Conservation and Water (ECW) at the Department of State, announces the Notice of Funding Opportunity ("NOFO") for Mapping and Analysis of Illegally Harvested Timber and Forest Products in Global Trade, to work with developing countries and partners to gather data and build capacity to identify, analyze, and map illegal timber and forest products trade in key regions for forest production and trade. The results aim to influence policy makers in these regions, and will inform ongoing U.S. programs and the design and implementation of future interventions to assist developing countries in combating illegal logging and associated trade (ILAT). Eligibility is limited to U.S. non-profit/nongovernmental organizations subject to section 501(c)(3) of the U. S. tax code, foreign not-for-profit/nongovernmental organizations, and educational institutions. A cooperative agreement (CA) for up to $492,500 U.S. Dollars (USD) in FY 2017 Economic Support Funds (ESF) will be awarded for work that will support data analysis of global ILAT, including species of concern, drivers of the trade, trade routes and other relevant intelligence at the global, regional, national and subnational levels. The initial period of performance will be for 24 months. Funding authority rests in the Foreign Assistance Act of 1961, as amended.

This notice announces the availability of funds and solicits proposals to improve water quality, habitat and environmental education through the demonstration of improved crop or land management involving new, novel, or experimental technologies, methods, approaches or techniques. The project is designed to support farmer-led or farm focused organizations in the Gulf of Mexico watershed within the Continental United States.

The US Fish and Wildlife Service, Region 7 intends to award a single source financial assistance agreement as authorized by 505 DM 2.14 (B) to the Cooperative Ecosystem Studies Unit (CESU) at the University of Alaska Fairbanks. This notice is not a request for proposals and the Government does not intend to accept proposals. This financial assistance opportunity is being issued under the Cooperative Ecosystem Studies Unit (CESU) Network: (http://www.cesu.psu.edu/materials/partners.htm). The CESU network provides research, technical assistance, and education to federal land management, environmental, and research agencies and their partners. The partners serve the biological, physical, social, cultural, and engineering disciplines needed to address natural and cultural resource management issues at multiple scales and in an ecosystem context. The purpose of this agreement is to provide support and assistance to University of Alaska Fairbanks to conduct research on the history of land use and environmental conditions on Selawik Refuge in the early to mid 20th century. This will include information on traditional family settlements, historic resource distribution and abundance, muskrat hunting and trading, and other key subsistence activities. Both oral history interviews with northwest Alaska elders and archival materials research at University of Alaska Fairbanks and other repositories will be used in this project. Oral histories and archival materials can shed light on historic environmental conditions, critical habitat (locations of seasonal family settlements were in key resource areas), changes in land use and resource distribution, and important areas for cultural resources.

The U.S. Embassy Vientiane Public Diplomacy Section announces an open competition for organizations to submit project proposals for funding under the U.S. Embassy's 2018 Public Diplomacy Small Grants Program. This Notice of Funding Opportunity (NOFO) solicits proposals for projects that further the U.S. Mission's public diplomacy goals of strengthening people-to-people ties between Laos and the United States, expanding educational opportunities for Lao people to better engage with the United States and ASEAN, and building and strengthening local partners through the specific objectives listed below. This notice solicits applications that accelerate substantial solutions or propose innovative ways of capturing, using, and reusing materials such as: (1) advancing the sustainable management of food (organics) through prevention, donation or recycling; (2) expanding, capturing and/or reusing glass cullet or the glass recycling infrastructure; (3) advancing recycling market development using clear marketing strategies for material reuse opportunities within the Southeast; and (4) advancing Sustainable Materials Management (SMM) in the built environment (including buildings, infrastructure, and resiliency). Priorities for this solicitation are economically-driven strategies to drive SMM of food, glass, recycling markets, and the built environment.

This notice announces the availability of funds and solicits proposals from eligible entities, including nonprofit organizations, to deliver Environmental Workforce Development and Job Training programs that recruit, train, and place local, unemployed and under-employed residents with the skills needed to secure full-time employment in the environmental field. While Environmental Workforce Development and Job Training Grants require training in brownfield assessment and/or cleanup activities, these grants also require that Hazardous Waste Operations and Emergency Response (HAZWOPER) training be provided to all individuals being trained. EPA encourages applicants to develop their curricula based on local labor market assessments and employers' hiring needs, while also delivering comprehensive training that results in graduates securing multiple certifications.

This funding opportunity is a notice of intent to award a single source grant to Winston-Salem State University to help meet the U.S. Fish and Wildlife Service's (Service) need for information and collaboration directed at high impact questions surrounding threats to fish and wildlife resources for which management and/or mitigation is required to maintain species at healthy, sustainable, desired levels. The Service must base its decisions on the best science available, in order to defend its regulatory decisions, biological opinions and species conservation recommendations to land managers. The Service uses a science-based, adaptive framework for setting and achieving broad-scale conservation objectives that strategically address the problems fish and wildlife will face in the future. This framework, called Strategic Habitat Conservation, is based on the principles of adaptive management and uses population and habitat data, ecological models, and focused monitoring and assessment efforts to develop and implement strategies that result in measurable fish and wildlife population outcomes. This process uses the best available scientific information to predict how fish and wildlife populations will respond to changes in the environment, thus enabling the Service to focus habitat conservation and other management activities where they will be most effective.

This notice announces the availability of funds and solicits applications that support the EPA Sustainable Materials Management Program, for the benefit of States or communities within EPA Region 2 (New York, New Jersey, Puerto Rico, Virgin Islands). Sustainable materials management (SMM) is a systemic approach to using and reusing materials more productively over their entire life cycles. It represents a change in how our society thinks about the use of natural resources and environmental protection. By looking at a product's entire life cycle, we can find new opportunities to reduce environmental impacts, conserve resources and reduce costs.

Under the Resources and Ecosystems Sustainability, Tourist Opportunities, and Revived Economies of the Gulf Coast States Act of 2012 (RESTORE Act), Subtitle F of P.L. 112-141, the Gulf Coast Restoration Trust Fund was established in the Treasury of the United States. Eighty percent of the civil penalties paid after July 6, 2012, under the Federal Water Pollution Control Act in connection with the Deepwater Horizon oil spill will be deposited into the Trust Fund and invested. The RESTORE Act created five components through which funds will be disbursed. Treasury is publishing multiple funding opportunity notices as part of the RESTORE Act. This announcement applies only to the Centers of Excellence Research Grants Program. Trust Fund amounts are available to establish one or more Centers of Excellence through competitive subawards to nongovernmental entities, including institutions of higher education. Funds may be used by those Centers of Excellence to conduct research only on the Gulf Coast region in one or more of the following disciplines: 1. Coastal and deltaic sustainability, restoration and protection, including solutions and technology that allow citizens to live in a safe and sustainable manner in a coastal delta in the Gulf Coast Region; 2. Coastal fisheries and wildlife ecosystem research and monitoring in the Gulf Coast Region; 3. Offshore energy development, including research and technology to improve the sustainable and safe development of energy resources in the Gulf of Mexico; 4. Sustainable and resilient growth, economic and commercial development in the Gulf Coast Region; and 5. Comprehensive observation, monitoring, and mapping of the Gulf of Mexico.

USAID intends to award one Cooperative Agreement in the form of a Leader with Associates (LWA) mechanism pursuant to this notice of funding opportunity. This NFO seeks applications from organizations with demonstrated expertise in seed systems and proven management capabilities with the broad range of needed seed-related support services as well as innovative tools, approaches, information, and methods to develop and deploy those critical support services. The goal of Seed Systems Support Activity (S3A) is to enhance farmers' access to a full range of seed choices and options to maximize their responsive decision making and planning for production. The Activity seeks to improve functioning of national seed sector in Feed the Future countries and in countries with resilience and emergency seed security programs.

Under the 2018 EE Local Grant Program, 10 Requests for Proposals are being issued nationally, one in each of EPA's ten Regions. EPA expects to award three or four grants from each of the EPA's 10 Regional Offices for a total of approximately 30 to 35 grants nationwide. The overall goal of this cooperative agreement is to enhance tribal participation in E-Enterprise.
