The Environmental Justice Small Grants (EJSG) Program provides funding directly to community-based organizations for projects that help residents of underserved communities understand and address local environmental and public health issues. For purposes of this announcement, the term "underserved community" refers to a community with environmental justice concerns and/or vulnerable populations, including minority, low income, rural, tribal, indigenous, and homeless populations that may be disproportionately impacted by environmental harms and risks. In general, the EJSG program awards grants that support community-driven projects designed to engage, educate, and empower communities to better understand local environmental and public health issues and develop strategies for addressing those issues, building consensus in the community, and setting community priorities. Community-driven projects are projects that include activities where community residents and/or representatives are integrally involved in the thinking behind and execution of those activities. Therefore, applying organizations should have a direct connection to the underserved community impacted by environmental harms and risks.

The National Council on Disability (NCD) will seek proposals for a project which is intended to examine how, when and why persons with disabilities are institutionalized during and after natural disasters and provide recommendations to the appropriate federal agencies, states, local municipalities and others to mitigate institutionalization of persons with disabilities in future disasters. This report will illustrate the multiple scenarios in which persons with various types of disabilities are institutionalized instead of sheltered in the community or placed back into their community post disaster. This report will examine the systemic issues which continue to cause institutionalization of persons with disabilities to occur, such as misperceptions of the abilities of people with disabilities (assuming they need more assistance than is required); lack of actual physical access to shelters, and lack of staff and expertise at shelters and biased intake procedures. This report will also seek data to illuminate and quantify the occurrence of this issue. The National Council on Disability (NCD) expects this report to discuss the grave short and long-term implications institutionalization wreaks on a person with a disability, physically, mentally, and monetarily, and the financial burden it places on the community versus supporting a person with a disability within the community. The estimated contract period is 7 months. NCD will distribute its Institutionalization During and After Disasters Notice of Funding Opportunity to interested parties on May 8, 2018. NCD will expect interested parties to submit their responses by COB (close of business) June 5, 2018. Research!America is pleased to announce an exciting new program to introduce and engage early-career scientists in research advocacy and science policy. The 2013 Research!America Advocacy Academy is a unique opportunity for postdoctoral fellows in the health and biomedical sciences to learn about how to best incorporate advocacy and effective communications into their role as a scientist. The 2013 class of up to 12 Research!America advocates will participate in a two-day Washington, DC, program from September 11-12, 2013. Participants will learn about the federal budget and appropriations process, tools for effective science communication and outreach as well as how to engage with elected representatives on scientific and research issues. The program includes visiting Capitol Hill to meet with policy makers and congressional staff members, providing participants with a first-hand experience advocating for health research. Rounding out this unique Washington experience, participants will attend Research!America's National Health Research Forum where top leaders in government, industry, academia and patient organizations engage in moderated conversations on issues of importance to the research ecosystem. Upon completion of the program, participants will become Science Advocates for Research!America. Advocates will remain engaged with Research!America staff, receive ongoing action alerts and learn about ways to involve their home institution's research community in effective science advocacy. All travel expenses (transportation, lodging and meals) will be provided and arranged by Research!America through an educational grant provided by Pfizer. This year's program is limited to 12 exceptional postdoctoral researchers with a dedicated interest in becoming active advocates for science.

The purpose of the Crop Protection and Pest Management program is to address high priority issues related to pests and their management using IPM approaches at the state, regional and national levels. The CPPM program supports projects that will increase food security and respond effectively to other major societal challenges with comprehensive IPM approaches that are economically viable, environmentally sound and will help protect human health. The CPPM program addresses IPM challenges for emerging issues and existing priority pest concerns that can be addressed more effectively with new and emerging technologies. The outcomes of the CPPM program are effective, affordable, and environmentally sound IPM practices and strategies supporting more vital communities.

This notice announces the availability of funds and solicits proposals from nonprofits (including universities). The purpose of the assistance agreement is to fund research, training and technical assistance to promote and stimulate information exchange among State officials managing solid, hazardous and brownfields response programs (response programs), and EPA officials, to jointly resolve Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), Section 128(a) "co-implementor and co-regulator" issues, and identify emerging response program issues that are of interest to States.

NIFA initiates a new challenge area to address critical water resources issues such as drought, excess soil moisture, flooding, quality and others in an agricultural context. Funding will be used to develop management practices, technologies, and tools for farmers, ranchers, forest owners and managers, public decision makers, public and private managers, and citizens to improve water resource quantity and quality. NIFA's approach will link social, economic, and behavioral sciences with traditional biophysical sciences and engineering to address regional-scale issues with shared hydrological processes and meteorological and basin characteristics.

Section 104g of the Water Resources Research Act of 1984 requires that this competitive grant program focus on water problems and issues of a regional or interstate nature beyond those of concern only to a single State and which relate to specific program priorities identified jointly by the Secretary of the Interior and the water resources research institutes. Objectives of this program also include the following A. Promote collaboration between the USGS and university scientists in research on significant national and regional water resources issues. Proposals exhibiting substantial collaboration between the USGS and the applicant are encouraged and will receive extra weight in the evaluation and selection process. Collaborative proposals should describe in detail the respective roles of the USGS and the applicant in the proposed work. Nanomanufacturing is the production of useful nano-scale materials, structures, devices and systems in an economically viable manner. The NSF Nanomanufacturing Program supports fundamental research in novel methods and techniques for batch and continuous processes, top-down (addition/subtraction) and bottom-up (directed self-assembly) processes leading to the formation of complex heterogeneous nanosystems. The program supports basic research in nanostructure and process design principles, integration across length-scales, and system-level integration. The Program leverages advances in the understanding of nano-scale phenomena and processes (physical, chemical, electrical, thermal, mechanical and biological), nanomaterials discovery, novel nanostructure architectures, and new nanodevice and nanosystem concepts. It seeks to address quality, efficiency, scalability, reliability, safety and affordability issues that are relevant to manufacturing. To address these issues, the Program encourages research on processes and production systems based on computation, modeling and simulation, use of process metrology, sensing, monitoring, and control, and assessment of product (nanomaterial, nanostructure, nanodevice or nanosystem) quality and performance.The Program seeks to explore transformative approaches to nanomanufacturing, including but not limited to: micro-reactor and micro-fluidics enabled nanosynthesis, bio-inspired nanomanufacturing, manufacturing by nanomachines, additive nanomanufacturing, hierarchical nanostructure assembly, continuous high-rate nanofabrication such as roll-to-roll processing or massively-parallel large-area processing, and modular manufacturing platforms for nanosystems. The Program encourages the fabrication of nanomaterials by design, three-dimensional nanostructures, multi-layer nanodevices, and multi-material and multi-functional nanosystems. The Nation faces an increasing set of water resource challenges. Aging infrastructure, rapid population growth, depletion of groundwater resources, impaired water quality associated with particular land uses and land covers, water needed for human and environmental uses, and climate variability and change all play a role in determining the amount of fresh water available at any given place and time. Water shortages and water-use conflicts have become more commonplace in many areas of the United States, even in normal water years. As competition for water resources grows-for crop irrigation, growing cities and communities, energy production, and the environment-the need for information and tools to aid water resource managers also grows. Water issues and challenges are increasing across the Nation, but particularly in the West, due to prolonged drought. These water issues are exacerbating the challenges facing traditional water management approaches which by themselves no longer meet today's needs. The U.S. Department of the Interior's (Department) WaterSMART (Sustain and Manage America's Resources for Tomorrow) Program establishes a framework to provide Federal leadership and assistance on the efficient use of water, integrating water and energy policies to support the sustainable use of all natural resources, and coordinating the water conservation activities of various Department bureaus and offices. Through the WaterSMART Program, the Department is working to achieve a sustainable water management strategy to meet the Nation's water needs.

The US Fish and Wildlife Service, Region 7 intends to award a single source financial assistance agreement as authorized by 505 DM 2.14 (B) to the Cooperative Ecosystem Studies Unit (CESU) at the University of Alaska Fairbanks. This notice is not a request for proposals and the Government does not intend to accept proposals. This financial assistance opportunity is being issued under the Cooperative Ecosystem Studies Unit (CESU) Network: (http://www.cesu.psu.edu/materials/partners.htm). The CESU network provides research, technical assistance, and education to federal land management, environmental, and research agencies and their partners. The partners serve the biological, physical, social, cultural, and engineering disciplines needed to address natural and cultural resource management issues at multiple scales and in an ecosystem context. The purpose of this agreement is to provide support and assistance to University of Alaska Fairbanks to conduct research on the history of land use and environmental conditions on Selawik Refuge in the early to mid 20th century. This will include information on traditional family settlements, historic resource distribution and abundance, muskrat hunting and trading, and other key subsistence activities. Both oral history interviews with northwest Alaska elders and archival materials research at University of Alaska Fairbanks and other repositories will be used in this project. Oral histories and archival materials can shed light on historic environmental conditions, critical habitat (locations of seasonal family settlements were in key resource areas), changes in land use and resource distribution, and important areas for cultural resources.

In 2018, the NextGen Committee at the Atlanta-based Ray C. Anderson Foundation, a private family foundation committed to advancing the legacy of its namesake by supporting environmental sustainability initiatives, issued a Request for Proposals focused on measurably reducing concentrations of greenhouse gases in the atmosphere, ultimately awarding one $90,000 grant. Building on the success of that process, and with the desire to increase the breadth of quality proposals, the committee is issuing a new call for proposals for projects that can help reverse global warming, whether through direct carbon avoidance, climate communication, climate education, industry engagement, or other means. Under this call, the foundation will award a single grant of $100,000.

This Funding Opportunity Announcement (FOA) is soliciting applications to develop Solid Oxide Fuel Cell Technology in order to support fuel cells system manufacturers in addressing issues related to cost and reliability of fuel cells systems. Applications are sought in two areas of interest (AOI) that include AOI 1 - Solid Oxide Fuel Cells (SOFC) Core Technology Research and AOI 2 - Core Technology Research and Development (R&D) in Support of Near-Term SOFC Power Systems Prototype Tests. AOI 1 is supporting transformational technologies that are focused on early-stage laboratory-scale R&D. Successful projects will result in validation of concepts at a laboratory-scale. Collaboration with a fuel cell system manufacturer is encouraged. AOI 2 will seek projects that address reliability issues facing 2nd Generation SOFC power systems in an operational environment. This AOI will require a team approach where the participation of at least one fuel cell system manufacturer as a prime or a sub-recipient in the team is required. Teams should be able to take the technology developed during the award to the point that it can be validated in an operational system. Fuel cell technology other than SOFC will be considered non-responsive to both AOIs.
