    The U.S. Embassy Vientiane Public Diplomacy Section announces an open competition for organizations to submit project proposals for funding under the U.S. Embassy's 2018 Public Diplomacy Small Grants Program. This Notice of Funding Opportunity (NOFO) solicits proposals for projects that further the U.S. Mission's public diplomacy goals of strengthening people-to-people ties between Laos and the United States, expanding educational opportunities for Lao people to better engage with the United States and ASEAN, and building and strengthening local partners through the specific objectives listed below. Proposals for projects must focus on one of the priority areas specified below.     The Office of Research on Women's Health (ORWH) announces the availability of administrative supplements to support interdisciplinary, transdisciplinary and multidisciplinary research focused on the effect of sex/gender influences at the intersection of several social determinants, including but not limited to: race/ethnicity, socioeconomic status, education, health literacy and other social determinants in human health and illness. This research includes preclinical, clinical, behavioral and translational studies with the specific purpose to provide Administrative Supplements to active NIH parent grants for one year to address health disparities among women of populations in the US who are understudied, underrepresented and underreported in biomedical research. The proposed research must address an area specified within Goal 1 and 2 of the new Trans-NIH Strategic Plan for Women's Health Research "Advancing Science for the Health of Women". These goals focus on advancing rigorous research that is relevant to the health of women (Goal 1) and developing methods and leveraging data sources to consider sex and gender influences that enhance research for the health of women (Goal 2). Projects must include a focus on one or more NIH-designated health disparities populations, which include Blacks/African Americans, Hispanics/Latinos, American Indians/Alaska Natives, Asian Americans, Native Hawaiians and other Pacific Islanders, socioeconomically disadvantaged populations, underserved rural populations, and sexual and gender minorities (SGM). Combinations of one or more populations is also encouraged, e.g. socioeconomically disadvantaged sexual and gender minorities.

    The Presidential Awards for Excellence in Science, Mathematics, and Engineering Mentoring (PAESMEM) is a Presidential award established by the White House in 1995. The purpose of the award is to recognize U.S. citizens or permanent residents and U.S. organizations that have demonstrated excellence in mentoring individuals from groups that are underrepresented in science, technology, engineering, and mathematics (STEM) education and workforce. Groups that are underrepresented in STEM include women, people with disabilities, underrepresented racial and ethnic minorities, as well as individuals from low socio-economic backgrounds and some geographic regions such as urban and rural areas. The PAESMEM program is administered by the National Science Foundation (NSF) on behalf of the White House Office of Science and Technology Policy (OSTP).     The Centers of Research Excellence in Science and Technology (CREST) program provides support to enhance the research capabilities of minority-serving institutions (MSI) through the establishment of centers that effectively integrate education and research. CREST promotes the development of new knowledge, enhancements of the research productivity of individual faculty, and an expanded presence of students historically underrepresented in science, technology, engineering, and  mathematics (STEM) disciplines.     The Dr. Nancy Foster Scholarship Program provides support for master's and doctoral degrees in oceanography, marine biology, maritime archaeology, and all other science, engineering, social science, and resource management disciplines involving ocean and coastal areas, and particularly encourages women and members of minority groups to apply. Individuals who are U.S. citizens or permanent residents, or citizens of U.S. territories, and are applying to or have been accepted to a graduate program at a U.S. accredited institution, may apply. Prospective scholars do not need to be enrolled in a graduate program at the time of application, but must be admitted to a graduate level program in order to be awarded this scholarship. Scholarship selections are based on academic excellence, letters of recommendations, research and career goals, and financial need. Applicants must have a cumulative 3.30 grade point average to be eligible to apply and maintain a minimum cumulative and term grade point average of 3.30 for every term and for the duration of their award. Dr. Nancy Foster Scholarships may provide, subject to appropriations, yearly support of up to $42,000 per student (a 12-month stipend of $30,000 in addition to an education allowance of up to $12,000) and up to $10,000 of support for a 4-6 week program collaboration at a NOAA facility. Based on available funding, completion of one (1) program collaboration may be required for every doctoral scholarship award, with a second recommended, but not required. For master's degree level scholars, completion of a program collaboration is strongly recommended but is not required. The Dr. Nancy Foster Scholarship funds cannot be used toward research costs.

    The Environmental Justice Small Grants (EJSG) Program provides funding directly to community-based organizations for projects that help residents of underserved communities understand and address local environmental and public health issues. For purposes of this announcement, the term "underserved community" refers to a community with environmental justice concerns and/or vulnerable populations, including minority, low income, rural, tribal, indigenous, and homeless populations that may be disproportionately impacted by environmental harms and risks. In general, the EJSG program awards grants that support community-driven projects designed to engage, educate, and empower communities to better understand local environmental and public health issues and develop strategies for addressing those issues, building consensus in the community, and setting community priorities. Community-driven projects are projects that include activities where community residents and/or representatives are integrally involved in the thinking behind and execution of those activities. Therefore, applying organizations should have a direct connection to the underserved community impacted by environmental harms and risks.

All four clusters within the Division of Environmental Biology (Ecosystem Science, Evolutionary Processes, Population and Community Ecology, and Systematics and Biodiversity Science) encourage the submission of these proposals enabling researchers to expand understanding and develop new insights in their research.

    coastal areas are defined as those within coastal shoreline counties or coastal watershed counties. Coastal shoreline counties are directly adjacent to the open ocean, major estuaries, or the Great Lakes. Coastal watershed counties are located along inland rivers and streams with a significant impact on coastal and ocean resources. Please review Section I.A.1 and the evaluation criteria in Section V.A.1 to understand the preferred target species within coastal areas.Applications from individuals, federal agencies, or employees of federal agencies will not be considered.     The NSF ADVANCE program provides grants to enhance the systemic factors that support equity and inclusion and to mitigate the systemic factors that create inequities in the academic profession and workplaces. Systemic (or organizational) inequities may exist in areas such as policy and practice as well as in organizational culture and climate. For example, practices in academic departments that result in the inequitable allocation of service or teaching assignments may impede research productivity, delay advancement, and create a culture of differential treatment and rewards. Similarly, policies and procedures that do not mitigate implicit bias in hiring, tenure, and promotion decisions could lead to women and racial and ethnic minorities being evaluated less favorably, perpetuating historical under-participation in STEM academic careers and contributing to an academic climate that is not inclusive. All NSF ADVANCE proposals are expected to use intersectional approaches in the design of systemic change strategies in recognition that gender, race and ethnicity do not exist in isolation from each other and from other categories of social identity. The solicitation includes four funding tracks: Institutional Transformation (IT), Adaptation, Partnership, and Catalyst, in support of the NSF ADVANCE program goal to broaden the implementation of systemic strategies that promote equity for STEM faculty in academic workplaces and the academic profession.

    The NRCS - Texas State Office, an agency under the United States Department of Agriculture (USDA), is seeking support from and opportunities to partner with like minded natural resource conservation partners. The overall intent of this solicitation is to solicit partnerships to help enhance the implementation of key conservation objectives and priorities outlined further in this document.Proposals will be accepted from eligible entities for projects located in Texas. NRCS anticipates that the total amount awarded under this announcement in Federal fiscal year 2018 will be approximately $150,000. Proposals are requested from eligible non- profit organizations, independent school districts, institutions of higher education, and federally recognized Native American tribal governments for competitive consideration of grant awards for one year in duration.The Texas NRCS Urban Conservation Project is an effort to challenge community organizations, educational institutions and Indian tribes to establish community and school gardens across Texas. The simple act of planting a garden can help unite neighbors in a common effort and inspire locally-led solutions to challenges facing our state. Challenges that can be addressed with locally-led solutions can be diverse in an urban setting. Addressing hunger with an urban garden can bring communities together and initiate other positive outcomes for people. Pollinator habitat planned with urban gardens can provide an increase in harvest potential while providing food and habitat for declining insect communities in Texas.As part of the USDA's Urban Agriculture toolkit, the Texas NRCS Urban Conservation Project will provide technical and financial assistance to eligible entities to establish gardens for food production and for attracting and maintaining monarch butterflies and the establishment of seasonal high tunnels to extend the growing season of fruits and vegetables.
