The U.S. Embassy Vientiane Public Diplomacy Section announces an open competition for organizations to submit project proposals for funding under the U.S. Embassy's 2018 Public Diplomacy Small Grants Program. This Notice of Funding Opportunity (NOFO) solicits proposals for projects that further the U.S. Mission's public diplomacy goals of strengthening people-to-people ties between Laos and the United States, expanding educational opportunities for Lao people to better engage with the United States and ASEAN, and building and strengthening local partners through the specific objectives listed below. Proposals for projects must focus on one of the priority areas specified below. Applicants should pay close attention to the Public Diplomacy Section's goals, priority program objectives, and target audiences when developing their proposals. The Office of Research on Women's Health (ORWH) announces the availability of administrative supplements to support interdisciplinary, transdisciplinary and multidisciplinary research focused on the effect of sex/gender influences at the intersection of several social determinants, including but not limited to: race/ethnicity, socioeconomic status, education, health literacy and other social determinants in human health and illness. This research includes preclinical, clinical, behavioral and translational studies with the specific purpose to provide Administrative Supplements to active NIH parent grants for one year to address health disparities among women of populations in the US who are understudied, underrepresented and underreported in biomedical research. The proposed research must address an area specified within Goal 1 and 2 of the new Trans-NIH Strategic Plan for Women's Health Research "Advancing Science for the Health of Women". These goals focus on advancing rigorous research that is relevant to the health of women (Goal 1) and developing methods and leveraging data sources to consider sex and gender influences that enhance research for the health of women (Goal 2). Projects must include a focus on one or more NIH-designated health disparities populations, which include Blacks/African Americans, Hispanics/Latinos, American Indians/Alaska Natives, Asian Americans, Native Hawaiians and other Pacific Islanders, socioeconomically disadvantaged populations, underserved rural populations, and sexual and gender minorities (SGM). Combinations of one or more populations is also encouraged, e.g. socioeconomically disadvantaged sexual and gender minorities.

This program supports research and extension projects that have robust collaborations to increase the participation of women and underrepresented minorities from rural areas in science, technology, engineering, and mathematics fields that are relevant to USDA priorities identified by the Secretary: (i) Promotion of a safe, sufficient, and nutritious food supply for all Americans and for people around the world; (ii) Sustainable agricultural policies that foster economic viability for small and mid-sized farms and rural businesses, protect natural resources, and promote value-added agriculture; (iii) national leadership in climate change mitigation and adaptation; (iv) Building a modern workplace with a modern workforce; and (v) Support for 21st century rural communities.

The Presidential Awards for Excellence in Science, Mathematics, and Engineering Mentoring (PAESMEM) is a Presidential award established by the White House in 1995. The purpose of the award is to recognize U.S. citizens or permanent residents and U.S. organizations that have demonstrated excellence in mentoring individuals from groups that are underrepresented in science, technology, engineering, and mathematics (STEM) education and workforce. Groups that are underrepresented in STEM include women, people with disabilities, underrepresented racial and ethnic minorities, as well as individuals from low socio-economic backgrounds and some geographic regions such as urban and rural areas. The PAESMEM program is administered by the National Science Foundation (NSF) on behalf of the White House Office of Science and Technology Policy (OSTP). Nominations, including self-nominations, are invited for Individual and Organizational PAESMEM awards. Individuals and organizations in all public and private sectors are eligible including industry, academia, primary and secondary education, military and government, non-profit organizations, and foundations. Nominations are encouraged from all geographical regions in the U.S., its territories or possessions, particularly jurisdictions designated by Congress under NSF's Experimental Program to Stimulate Competitive Research (EPSCoR).

CAREER: The Faculty Early Career Development (CAREER) Program is a Foundation-wide activity that offers the National Science Foundation's most prestigious awards in support of junior faculty who exemplify the role of teacher-scholars through outstanding research, excellent education and the integration of education and research within the context of the mission of their organizations. Such activities should build a firm foundation for a lifetime of leadership in integrating education and research. NSF encourages submission of CAREER proposals from junior faculty members at all CAREER-eligible organizations and especially encourages women, members of underrepresented minority groups, and persons with disabilities to apply.

Shell is a leading oil and gas producer in the deepwater Gulf of Mexico, a recognized pioneer in oil and gas exploration and production technology and one of America's leading oil and natural gas producers, gasoline and natural gas marketers and petrochemical manufacturers. Focus on energy awareness with special publics, increasing interest in technical careers among students and professional development in science and math among educators. We support K-12 programs that boost math and science skills, as well as university programs that aid engineering and geoscience students and departments. Shell funds projects at vocational and technical schools where chemical and refinery operators and technicians are trained. We are especially interested in supporting educational outreach in math, science and technology to women/minority students and academic institutions with ethnically diverse enrollments. Focus on biodiversity initiatives with support to programs that restore critical ecosystems, address water, air quality research, preserve wetlands and sponsor wetlands initiatives. As part of our commitment to environmental stewardship, we support projects that restore and protect critical ecosystems. In addition to restoration and preservation efforts, we fund research projects for threatened wildlife and/or habitats.

The Centers of Research Excellence in Science and Technology (CREST) program provides support to enhance the research capabilities of minority-serving institutions (MSI) through the establishment of centers that effectively integrate education and research. CREST promotes the development of new knowledge, enhancements of the research productivity of individual faculty, and an expanded presence of students historically underrepresented in science, technology, engineering, and  mathematics (STEM) disciplines. HBCU-RISE awards specifically target HBCUs to support the expansion of institutional research capacity as well as the production of doctoral students, especially those from groups underrepresented in STEM,  at those institutions.

The Dr. Nancy Foster Scholarship Program provides support for master's and doctoral degrees in oceanography, marine biology, maritime archaeology, and all other science, engineering, social science, and resource management disciplines involving ocean and coastal areas, and particularly encourages women and members of minority groups to apply. Individuals who are U.S. citizens or permanent residents, or citizens of U.S. territories, and are applying to or have been accepted to a graduate program at a U.S. accredited institution, may apply. Prospective scholars do not need to be enrolled in a graduate program at the time of application, but must be admitted to a graduate level program in order to be awarded this scholarship. Scholarship selections are based on academic excellence, letters of recommendations, research and career goals, and financial need. Applicants must have a cumulative 3.30 grade point average to be eligible to apply and maintain a minimum cumulative and term grade point average of 3.30 for every term and for the duration of their award. Dr. Nancy Foster Scholarships may provide, subject to appropriations, yearly support of up to $42,000 per student (a 12-month stipend of $30,000 in addition to an education allowance of up to $12,000) and up to $10,000 of support for a 4-6 week program collaboration at a NOAA facility. Based on available funding, completion of one (1) program collaboration may be required for every doctoral scholarship award, with a second recommended, but not required. For master's degree level scholars, completion of a program collaboration is strongly recommended but is not required. The Dr. Nancy Foster Scholarship funds cannot be used toward research costs.

The Environmental Justice Small Grants (EJSG) Program provides funding directly to community-based organizations for projects that help residents of underserved communities understand and address local environmental and public health issues. For purposes of this announcement, the term "underserved community" refers to a community with environmental justice concerns and/or vulnerable populations, including minority, low income, rural, tribal, indigenous, and homeless populations that may be disproportionately impacted by environmental harms and risks. In general, the EJSG program awards grants that support community-driven projects designed to engage, educate, and empower communities to better understand local environmental and public health issues and develop strategies for addressing those issues, building consensus in the community, and setting community priorities. Community-driven projects are projects that include activities where community residents and/or representatives are integrally involved in the thinking behind and execution of those activities. Therefore, applying organizations should have a direct connection to the underserved community impacted by environmental harms and risks.

OPUS: Mid-Career Synthesis. This track aims to provide a mid-career researcher, defined as a candidate at the associate professor rank (or equivalent), with new capabilities to enhance their productivity, improve their retention as a scientist, and ensure a diverse scientific workforce that remains engaged in active research (including more women and minorities at high academic ranks). This track provides an opportunity for the mid-career scientist to enable a new synthesis of their ongoing research. Synthesis is achieved by developing new research capabilities through collaboration with a mentor to enable new understanding of the research system and questions of interest. OPUS: Core Research Synthesis. This track provides an opportunity for an individual or a group of investigators to revisit and synthesize a significant body of their prior research in a way that will enable new understanding of their research system and questions of interest. This track would also be appropriate early enough in a career to produce unique, integrated insight useful both to the scientific community and to the development of the investigator's future career. All four clusters within the Division of Environmental Biology (Ecosystem Science, Evolutionary Processes, Population and Community Ecology, and Systematics and Biodiversity Science) encourage the submission of these proposals enabling researchers to expand understanding and develop new insights in their research.

coastal areas are defined as those within coastal shoreline counties or coastal watershed counties. Coastal shoreline counties are directly adjacent to the open ocean, major estuaries, or the Great Lakes. Coastal watershed counties are located along inland rivers and streams with a significant impact on coastal and ocean resources. Please review Section I.A.1 and the evaluation criteria in Section V.A.1 to understand the preferred target species within coastal areas.Applications from individuals, federal agencies, or employees of federal agencies will not be considered. Individuals and federal agencies are strongly encouraged to work with states, non-governmental organizations, municipal and county governments, and others that are eligible to apply. Involvement of other federal agencies should be clearly described in the project proposal. Foreign governments are not eligible to apply for funding under this announcement.The Department of Commerce and NOAA are strongly committed to increasing the participation of Minority Serving Institutions (MSIs), i.e., Historically Black Colleges and Universities, Hispanic-serving institutions, Tribal colleges and universities, Alaskan Native and Native Hawaiian institutions, and institutions that work in underserved communities. This will be considered by the Selecting Official (SO) as he/she considers the balance/distribution of funds by type of institutions or partners, as described in Section V.C.

The MCA offers an opportunity for scientists and engineers at the Associate Professor rank (or equivalent) to substantively enhance and advance their research program through synergistic and mutually beneficial partnerships, typically at an institution other than their home institution. Projects that envision new insights on existing problems or identify new but related problems previously inaccessible without new methodology or expertise from other fields are encouraged. Partners from outside the PI's own sub-discipline or discipline are encouraged, but not required, to enhance interdisciplinary networking and convergence across science and engineering fields. By (re)-investing in mid-career investigators, NSF aims to enable and grow a more diverse scientific workforce (more women, persons with disabilities, and underrepresented minorities) at high academic ranks, who remain engaged and active in cutting-edge research.

The NSF ADVANCE program provides grants to enhance the systemic factors that support equity and inclusion and to mitigate the systemic factors that create inequities in the academic profession and workplaces. Systemic (or organizational) inequities may exist in areas such as policy and practice as well as in organizational culture and climate. For example, practices in academic departments that result in the inequitable allocation of service or teaching assignments may impede research productivity, delay advancement, and create a culture of differential treatment and rewards. Similarly, policies and procedures that do not mitigate implicit bias in hiring, tenure, and promotion decisions could lead to women and racial and ethnic minorities being evaluated less favorably, perpetuating historical under-participation in STEM academic careers and contributing to an academic climate that is not inclusive. All NSF ADVANCE proposals are expected to use intersectional approaches in the design of systemic change strategies in recognition that gender, race and ethnicity do not exist in isolation from each other and from other categories of social identity. The solicitation includes four funding tracks: Institutional Transformation (IT), Adaptation, Partnership, and Catalyst, in support of the NSF ADVANCE program goal to broaden the implementation of systemic strategies that promote equity for STEM faculty in academic workplaces and the academic profession.

The NRCS - Texas State Office, an agency under the United States Department of Agriculture (USDA), is seeking support from and opportunities to partner with like minded natural resource conservation partners. The overall intent of this solicitation is to solicit partnerships to help enhance the implementation of key conservation objectives and priorities outlined further in this document.Proposals will be accepted from eligible entities for projects located in Texas. NRCS anticipates that the total amount awarded under this announcement in Federal fiscal year 2018 will be approximately $150,000. Proposals are requested from eligible non- profit organizations, independent school districts, institutions of higher education, and federally recognized Native American tribal governments for competitive consideration of grant awards for one year in duration.The Texas NRCS Urban Conservation Project is an effort to challenge community organizations, educational institutions and Indian tribes to establish community and school gardens across Texas. The simple act of planting a garden can help unite neighbors in a common effort and inspire locally-led solutions to challenges facing our state. Challenges that can be addressed with locally-led solutions can be diverse in an urban setting. Addressing hunger with an urban garden can bring communities together and initiate other positive outcomes for people. Pollinator habitat planned with urban gardens can provide an increase in harvest potential while providing food and habitat for declining insect communities in Texas.As part of the USDA's Urban Agriculture toolkit, the Texas NRCS Urban Conservation Project will provide technical and financial assistance to eligible entities to establish gardens for food production and for attracting and maintaining monarch butterflies and the establishment of seasonal high tunnels to extend the growing season of fruits and vegetables.
