The National Council on Disability (NCD) will seek proposals for a project which is intended to examine how, when and why persons with disabilities are institutionalized during and after natural disasters and provide recommendations to the appropriate federal agencies, states, local municipalities and others to mitigate institutionalization of persons with disabilities in future disasters. This report will illustrate the multiple scenarios in which persons with various types of disabilities are institutionalized instead of sheltered in the community or placed back into their community post disaster. This report will examine the systemic issues which continue to cause institutionalization of persons with disabilities to occur, such as misperceptions of the abilities of people with disabilities (assuming they need more assistance than is required); lack of actual physical access to shelters, and lack of staff and expertise at shelters and biased intake procedures. This report will also seek data to illuminate and quantify the occurrence of this issue. The National Council on Disability (NCD) expects this report to discuss the grave short and long-term implications institutionalization wreaks on a person with a disability, physically, mentally, and monetarily, and the financial burden it places on the community versus supporting a person with a disability within the community. The estimated contract period is 7 months. NCD will distribute its Institutionalization During and After Disasters Notice of Funding Opportunity to interested parties on May 8, 2018. NCD will expect interested parties to submit their responses by COB (close of business) June 5, 2018. Copies of the Notice of Funding Opportunity will be available on grants.gov and ncd.gov and may be requested by mail or picked up at NCD on or after the issue date of May 8, 2018.

Purpose of Program: The purpose of the RERC program is to improve the effectiveness of services authorized under the Rehabilitation Act by conducting advanced engineering research on and development of innovative technologies that are designed to solve particular rehabilitation problems or to remove environmental barriers. RERCs also demonstrate and evaluate such technologies, facilitate service delivery system changes, stimulate the production and distribution of new technologies and equipment in the private sector, and provide training opportunities. The purpose of this particular RERC is to conduct research, development, and related activities toward innovative technological solutions, new knowledge, and new concepts that are intended to improve the lives of people aging with long-term disabilities.

The Presidential Awards for Excellence in Science, Mathematics, and Engineering Mentoring (PAESMEM) is a Presidential award established by the White House in 1995. The purpose of the award is to recognize U.S. citizens or permanent residents and U.S. organizations that have demonstrated excellence in mentoring individuals from groups that are underrepresented in science, technology, engineering, and mathematics (STEM) education and workforce. Groups that are underrepresented in STEM include women, people with disabilities, underrepresented racial and ethnic minorities, as well as individuals from low socio-economic backgrounds and some geographic regions such as urban and rural areas. The PAESMEM program is administered by the National Science Foundation (NSF) on behalf of the White House Office of Science and Technology Policy (OSTP). Nominations, including self-nominations, are invited for Individual and Organizational PAESMEM awards. Individuals and organizations in all public and private sectors are eligible including industry, academia, primary and secondary education, military and government, non-profit organizations, and foundations. Nominations are encouraged from all geographical regions in the U.S., its territories or possessions, particularly jurisdictions designated by Congress under NSF's Experimental Program to Stimulate Competitive Research (EPSCoR).

CAREER: The Faculty Early Career Development (CAREER) Program is a Foundation-wide activity that offers the National Science Foundation's most prestigious awards in support of junior faculty who exemplify the role of teacher-scholars through outstanding research, excellent education and the integration of education and research within the context of the mission of their organizations. Such activities should build a firm foundation for a lifetime of leadership in integrating education and research. NSF encourages submission of CAREER proposals from junior faculty members at all CAREER-eligible organizations and especially encourages women, members of underrepresented minority groups, and persons with disabilities to apply.

The Fuel Cell Technologies Office (FCTO) is a key component of the Department of Energy?s (DOE) Office of Energy Efficiency and Renewable Energy (EERE) portfolio. The FCTO aims to provide clean, safe, secure, affordable, and reliable energy from diverse domestic resources, providing the benefits of increased energy security and reduced criteria pollutants and green-house gas emissions by adopting a technology?neutral approach toward applied research, develoment, and demonstration to address both key technical challenges for fuel cells and hydrogen fuels (i.e. hydrogen production, delivery and storage) and institutional barriers such as hydrogen codes and standards. This Funding Opportunity Announcement (FOA) covers a broad spectrum of the FCTO portfolio with areas of interest ranging from research and development (R&D) to demonstration and deployment projects. In particular, the R&D areas of interest for this FOA include hydrogen production via microbial biomass conversion; low pla tinum group metals (PGM) catalyst development for polymer electrolyte membrane (PEM) fuel cell applications; development of an integrated intelligent hydrogen dispenser; and fuel cell and hydrogen manufacturing R&D focusing on hydrogen delivery pipeline manufacturing R&D. This FOA also includes demonstration subtopics that will help to accelerate adoption of hydrogen and fuel cell technologies with specific interest in mobile hydrogen refuelers, fuel cell powered range extenders for light-duty hybrid electric vehicles, and a Communities of Excellence subtopic featuring hydrogen and fuel cell technologies. The recreation resources managed by the BLM provide a diversity of recreation facilities, visitor centers, and competitive activities that directly benefit the public. Wilderness values are identified and protected. The public receives fair market value for commercial ventures conducted on public lands. Use and entrance fees are used to benefit the public. Recreation planning and visitor use monitoring are conducted. Trails, access, and rivers management including off-highway vehicle, public access, and comprehensive travel and transportation are managed. Visitor services include information, interpretation, stewardship education, health and safety considerations, and accessibility for persons with disabilities. Recreation and community support partnerships develop marketing outreach and educational interpretation utilizing volunteer groups and youth.

The U.S. Embassy Vientiane Public Diplomacy Section announces an open competition for organizations to submit project proposals for funding under the U.S. Embassy's 2018 Public Diplomacy Small Grants Program. The increasing shortage of affordable housing creates a multitude of economic issues, including the inability of households and individuals to establish financial stability and plan for the future. As housing costs consume a growing share of income, it forces decisions that make it virtually impossible to build credit and pay off student debt. To help address those issues, the TD Charitable Foundation, the charitable giving arm of TD Bank, is seeking solutions to expanding the stock of affordable rental units and plans to award grants totaling $3.75 million to thirty local housing nonprofit organizations to refurbish existing housing stock and create safe, healthy, and affordable rental units for families, individuals, the elderly, new Americans, veterans, the disabled, women, and youth.

The MCA offers an opportunity for scientists and engineers at the Associate Professor rank (or equivalent) to substantively enhance and advance their research program through synergistic and mutually beneficial partnerships, typically at an institution other than their home institution. Projects that envision new insights on existing problems or identify new but related problems previously inaccessible without new methodology or expertise from other fields are encouraged. Partners from outside the PI's own sub-discipline or discipline are encouraged, but not required, to enhance interdisciplinary networking and convergence across science and engineering fields. By (re)-investing in mid-career investigators, NSF aims to enable and grow a more diverse scientific workforce (more women, persons with disabilities, and underrepresented minorities) at high academic ranks, who remain engaged and active in cutting-edge research.
