NSF and selected foreign counterpart science and technology agencies sponsor international research institutes for U.S. graduate students in seven East Asia and Pacific locations at times set by the counterpart agencies between June and August each year. The Summer Institutes (EAPSI) operate similarly and the research visits to a particular location take place at the same time. Although applicants apply individually to participate in a Summer Institute, awardees become part of the cohort for each location. Applicants must propose a location, host scientist, and research project that is appropriate for the host site and duration of the international visit. An EAPSI award provides U.S. graduate students in science, engineering, and education: 1) first-hand research experiences in Australia, China, Japan, Korea, New Zealand, Singapore, or Taiwan; 2) an introduction to the science, science policy, and scientific infrastructure of the respective location; and 3) an orientation to the society, culture, and language. It is expected that EAPSI awards will help students initiate professional relationships to enable future collaboration with foreign counterparts. The NSF award includes participation in the Pre-Departure Orientation, summer stipend of $5,000, and roundtrip airplane ticket to the host location. EAPSI partner agencies pay in-country living expenses during the Summer Institutes.

The following programs have due dates that fall between October 1 - 25, 2013, and these dates are being revised due to the Federal  government shutdown. Coastal SEES is focused on the sustainability of coastal systems. For this solicitation we define coastal systems as the swath of land closely connected to the sea, including barrier islands, wetlands, mudflats, beaches, estuaries, cities, towns, recreational areas, and maritime facilities; the continental seas and shelves; and the overlying atmosphere. Scientific understanding is foundational and must include an understanding of reciprocal feedbacks between humans and the natural environment; how people and organizations interpret, assess, and act upon scientific and other evidence; and how they weigh these interpretations against other interests to influence governance and decision-making. Thus, coastal sustainability relies on broad and intimately interconnected areas of scholarship about natural and human processes. Coastal SEES projects will be expected to lead to generalizable theoretical advances in natural sciences and engineering while, at the same time, integrating key aspects of human processes required to address issues of coastal sustainability.

The Global Innovation Initiative is a joint effort of the United States and the United Kingdom to strengthen global multilateral collaboration through grants to university consortia focusing on science, technology, engineering, and mathematics (STEM)-related issues of global significance that foster cutting-edge multinational research and strengthen institutional international partnerships.

The Science of Science & Innovation Policy (SciSIP) program supports research designed to advance the scientific basis of science and innovation policy. Research funded by the program thus develops, improves and expands models, analytical tools, data and metrics that can be applied in the science policy decision making process.

The NAVAL AIR SYSTEMS COMMAND (NAVAIR), Propulsion and Power Engineering Department, are soliciting proposal abstracts for technologies that will significantly increase the mission performance, operational capabilities, reduce the total ownership cost, and improve system readiness of Naval Air Vehicles.

The U.S. Department of Energy (DOE) is seeking input from industry, academia, national laboratories and other biofuels and bioproducts stakeholders to identify existing pilot or process development scale facilities with the capability to perform process verifications for biomass conversion pathways to biofuels, bioproducts or intermediates which integrate multiple unit operations on a scale of approximately 0.5 or greater tons of dry biomass input per day. The mission of DOE's Bioenergy Technologies Office (BETO) is to develop and transform the country's biomass resources into commercially-viable high performance biofuels, bioproducts, and biopower through targeted research, development, demonstration and deployment (RD&D) supported through public and private partnerships.

The anticipated contract will be required to provide full environmental engineering services for the National Guard installations across the CONUS and its surrounding territories.

The Fixing America's Surface Transportation Act (FAST Act; P. L. 114-94, December 4, 2015) authorizes the Secretary of Transportation to make grants to eligible non-profit institutions of higher education to establish and operate University Transportation Centers (UTCs or Centers). Non-profit institutions of higher education may include qualifying two-year institutions (20 U.S.C. § 1001(a)).  The Office of the Assistant Secretary for Research and Technology (OST-R) of the U.S. Department of Transportation (US DOT) will manage the UTC Program.

The U.S. Environmental Protection Agency (EPA), as part of the P3-People, Prosperity and the Planet Award Program, is seeking applications proposing to research, develop, and design solutions to real world challenges involving the overall sustainability of human society. The P3 competition highlights the use of scientific principles in creating innovative projects focused on sustainability. The P3 Award program was developed to foster progress toward sustainability by achieving the mutual goals of improved quality of life, economic prosperity and protection of the planet -- people, prosperity, and the planet - the three pillars of sustainability. The EPA offers the P3 competition in order to respond to the technical needs of the world while moving towards the goal of sustainability.  Within this general framework, ARPA-E seeks transformative ideas that enable the most efficient, economical, sustainable, and environmentally benign conversion of energy while minimizing exergy destruction.

The Office of Advanced Cyberinfrastructure (OAC) supports translational research and education activities in all aspects of advanced cyberinfrastructure (CI) that lead to deployable, scalable, and sustainable systems capable of transforming science and engineering research. Advanced CI includes the spectrum of computational, data, software, networking, and security resources, tools, and services, along with the computational and data skills and expertise, that individually and collectively can transform science and engineering. OAC supports advanced CI research to address new CI frontiers for discovery leading to major innovations, and supports the development and deployment processes, as well as expert services, necessary for realizing the research CI that is critical to the advancement of all areas of science and engineering research and education.

The Chesapeake Bay Trust, in partnership with the Maryland Department of Natural Resources and the Maryland Department of the Environment, is accepting proposals for its Watershed Assistance - Two-Year Milestone Support grant program, the purpose of which is to promote local engagement inn the state's Watershed Implementation Plan. Through grants of up to $75,000, the program supports design assistance, watershed planning, and programmatic development associated with protection and restoration programs and projects that lead to improved water quality in the Maryland portion of the Chesapeake Bay watershed, the Maryland portion of the Youghiogheny watershed, and the Maryland Coastal Bays. Projects can include but are not limited to using designs, plans, or project proposals to craft future proposals to the Maryland Chesapeake and Atlantic Coastal Bays Trust Fund; developing deliverables that assist implementation of Watershed Implementation Plan Phase II strategies; or crafting proposals for implementation funding through programs at the Chesapeake Bay Trust or other sources of support. Local government agencies and nonprofit organizations working on water-quality projects are encouraged to apply.

The Home Depot Foundation is accepting applications from nonprofit organizations using volunteers to address the physical needs of their communities. Through its Community Impact Grants program, the foundation will award grants of up to $5,000 (in the form of Home Depot gift cards that can be used to purchase tools, materials, and services) for projects aimed at repairing, modifying, weatherizing, or otherwise improving low-income and/or transitional housing or community facilities. Priority will be given to programs that use volunteers to serve veterans with home-improvement needs. Only IRS-registered 501(c)(3) nonprofit organizations and tax-exempt public service agencies (e.g., police/fire departments) in the United States are eligible to apply. In addition, grants must support work completed by community volunteers in the U.S., and projects must be completed within six months following notification that the grant has been awarded.

The Outstanding New Environmental Scientist (ONES) Award is intended to identify the most talented Early Stage Investigators (ESIs) who intend to make a long-term commitment to research in the Environmental Health Sciences and assist them in launching an innovative research program focused on the understanding of environmental exposure effects on peoples health.

This notice is not a mechanism to fund existing NOAA awards. The purpose of this notice is to request applications for special projects and programs associated with NOAA's strategic plan and mission goals, as well as to provide the general public with information and guidelines on how NOAA will select applications and administer discretionary Federal assistance under this Broad Agency Announcement (BAA). This Broad Agency Announcement is a mechanism to encourage research, education and outreach, innovative projects, or sponsorships that are not addressed through NOAA's competitive discretionary programs. This announcement is not soliciting goods or services for the direct benefit of NOAA. Funding for activities described in this notice is contingent upon the availability of Fiscal Year 2018, Fiscal Year 2019, and Fiscal Year 2020 appropriations. Applicants are hereby given notice that funds have not yet been appropriated for any activities described in this notice. Publication of this announcement does not oblige NOAA to review an application beyond an initial administrative review, or to award any specific project, or to obligate any available funds. The California B-WET Program is a competitive grant program that supports existing, high quality environmental education programs, fosters the growth of new, innovative programs, and encourages capacity building and partnership development for environmental education programs throughout the entire the San Francisco Bay, Monterey Bay, and Santa Barbara Channel watersheds. Successful projects provide Meaningful Watershed Educational Experiences (MWEEs): http://www.noaa.gov/explainers/noaa- meaningful-watershed-educational-experience for students and related professional development for teachers. These MWEEs integrate field experiences with classroom activities and instruction in NOAA-related science content.

The Dr. Nancy Foster Scholarship Program provides support for master's and doctoral degrees in oceanography, marine biology, maritime archaeology, and all other science, engineering, social science, and resource management disciplines involving ocean and coastal areas, and particularly encourages women and members of minority groups to apply. Individuals who are U.S. citizens or permanent residents, or citizens of U.S. territories, and are applying to or have been accepted to a graduate program at a U.S. accredited institution, may apply. Prospective scholars do not need to be enrolled in a graduate program at the time of application, but must be admitted to a graduate level program in order to be awarded this scholarship. Scholarship selections are based on academic excellence, letters of recommendations, research and career goals, and financial need. Applicants must have a cumulative 3.30 grade point average to be eligible to apply and maintain a minimum cumulative and term grade point average of 3.30 for every term and for the duration of their award. Dr. Nancy Foster Scholarships may provide, subject to appropriations, yearly support of up to $42,000 per student (a 12-month stipend of $30,000 in addition to an education allowance of up to $12,000) and up to $10,000 of support for a 4-6 week program collaboration at a NOAA facility. Based on available funding, completion of one (1) program collaboration may be required for every doctoral scholarship award, with a second recommended, but not required. For master's degree level scholars, completion of a program collaboration is strongly recommended but is not required. The Dr. Nancy Foster Scholarship funds cannot be used toward research costs.

EPA's Office of Transportation and Air Quality (OTAQ) is soliciting proposals nationwide for projects that achieve significant reductions in diesel emissions in terms of tons of pollution produced by diesel engines and diesel emissions exposure, particularly from fleets located in areas designated as having poor air quality. Further, priority for funding may be given to projects which result in outcomes that benefit affected communities, those that engage affected communities with respect to the design and performance of the project, and those which can demonstrate the ability to promote and continue efforts to reduce emissions after the project has ended.

U.S.-ASEAN Smart Cities Partnership (USASCP) Water-Smart Exchanges (WiSE) program will pair cities in the ASEAN Smart Cities Network (ASCN), water districts, and utilities with counterparts in the United States to expand the adoption of new technologies and innovative approaches to modernize and improve the management of water resources in order to improve water quality and to strengthen water security, sustainability and resiliency.
