The Naval Research Laboratory is interested in receiving innovative proposals that offer potential for advancement and improvement in the technical topic areas listed. 

The objective of this BAA is to provide research for the three core technology areas of propulsion research located at WPAFB: 1) aircraft gas turbine engines; 2) energy, aerospace power and thermal management; and 3) advanced propulsion. Proposals are requested by the date stated in the BAA.

The NSF Partnerships for Innovation (PFI) program within the Division of Industrial Innovation and Partnerships (IIP) is an umbrella for two complementary subprograms, Accelerating Innovation Research (AIR) and Building Innovation Capacity (BIC). In the final analysis, both programs are concerned with the movement of academic research discoveries into the marketplace although each focuses on different stages along the innovation spectrum. The subject of this solicitation is PFI: AIR Technology Translation (TT) only. The PFI: AIR-TT solicitation is intended to help bridge the funding gap between existing research discoveries that validate relevant science and engineering fundamentals and their translation through proof-of-concept, prototype, or scale-up along a path toward commercialization and engage faculty and students in entrepreneurial/innovative thinking.

To potentially support the full-scale testing of MHK wave energy devices, the Water Power Program intends to evaluate site locations, designs, and estimated costs for an open water, fully energetic domestic wave test facility. It is expected that a viable grid-connected facility will be capable of testing both scaled prototypes and full-scale (utility-scale) wave energy conversion devices in order to evolve reliable, low cost, renewable energy alternatives to fossil fuel. Prototype testing is essential to mature existing wave technologies, validate performance against analytic models, demonstrate compliance with applicable design standards and thereby mitigate the technical and financial risk of developing and deploying mass-produced wave energy devices, plants, technologies and related products. Construction and operation of a full-scale domestic wave test facility will assist the U.S. industry by identifying design and manufacturing deficiencies early in the development cycle and validate modifications and improvements prior to commercial deployment. Ultimately, this new testing capability will improve the country?s competitiveness in MHK energy technology, encourage domestic manufacturing, job creation, and provide a new technology that utilizes an untapped renewable resource to help achieve the nation?s energy goals. This FOA is intended to identify possible site locations and evaluate the potential to establish a national wave testing facility within U.S. territorial waters. 

NIST is soliciting applications for financial assistance under the following Engineering Laboratory programs: (1) Disaster Resilience of Buildings, Infrastructure, and Communities; (2) Sustainable Construction and Manufacturing; and (3) Smart Firefighting.

DARPA is seeking innovative ideas and disruptive technologies that offer the potential for significant capability improvement across the Strategic Technology Office (STO) focus areas. This includes system and technology development related to Battle Management (BM), Command and Control (C2), Communications, Intelligence, Surveillance, and Reconnaissance (ISR), Electronic Warfare (EW), and Positioning, Navigation and Timing (PNT). Technologies of particular interest would address challenges of operating in contested, denied, and/or austere environments.

The Materials Engineering and Processing (MEP) program supports fundamental research addressing the interrelationship of materials processing, structure, properties and/or life-cycle performance for targeted applications. Research proposals should be driven by the performance or output of the material system relative to the targeted application(s). Research plans driven by scientific hypotheses are encouraged when suitable. Materials in bulk form or focus on special zones such as surfaces or interfaces that are to be used in structural and/or functional applications are appropriate. All material systems are of interest including polymers, metals, ceramics, semiconductors, composites and hybrids thereof. Analytical, experimental, and numerical studies are supported and collaborative proposals with industry (GOALI) are encouraged.

The purpose of this Dear Colleague Letter is to advise you about funding opportunities at the National Science Foundation for the research community to propose research projects or workshops that will gather data on the implementation and impacts of recent science policy initiatives including, but not limited to those noted earlier.  Especially encouraged are proposals that will: Develop new, or improve existing, analytical frameworks for evaluating the impacts of federal science policy initiatives; Explore different agencies' approaches to the implementation of particular policies to examine how variations in approach affect the achievement of intended policy outcomes; Collect case-study or quantitative data that facilitate identification of best practices in science and innovation policy implementation.

he Department of Energy (DOE) seeks input from the public related to improving the manufacturing process for both marine and hydrokinetic (MHK) and hydropower technologies. An emphasis on design for manufacturing could transition a nascent MHK industry from its current focus on performance prototypes towards manufacturing cost competitive production units. Advanced materials and manufacturing processes for hydropower turbines could result in cost reduction across the entire power plant that will have significant impact on the levelized cost of energy (LCOE) of hydropower. Investment in materials and manufacturing will drive an increase of U.S. domestic manufacturing content in clean energy technologies. With this Funding Opportunity Announcement (FOA), DOE is accepting new applications for projects proposing to demonstrate and deploy hydrogen and fuel cell technologies in Topics 1-3, and for research and development of hydrogen meters in Topic 4. Only applications that are responsive to one of these topics will be accepted, and only one topic may be addressed per application. Applicants may submit more than one application, provided that the multiple applications are clearly for separate and distinct projects. For Topics 1-3, the primary objective of each proposed project must be to demonstrate and deploy hydrogen and fuel cell technologies in real-world environments. Research and Development (R and D) of these technologies is not the focus of this effort and will not be funded through this announcement, except to the extent that some vehicle systems integration (for Topic 1) and engineering development (for Topics 2 and 3) may be acceptable. For Topic 4, R and D is acceptable.

The Office of Naval Research (ONR), with the Office of the Secretary of Defense Manufacturing Technology Office, plans to conduct a Proposers' Day conference on 09 July 2013 to present an upcoming Broad Agency Announcement (BAA) for a Lightweight and Modern Metals Manufacturing Innovation (LM3I) Institute.

The ARI is a joint Domestic Nuclear Detection Office (DNDO) and National Science Foundation (NSF) program seeking novel cross-cutting research that will enhance the nation's ability to detect and interdict nuclear or radiological material outside of regulatory control, and otherwise help prevent nuclear or radiological attacks.  This year's solicitation topics will encompass a range of subjects, with an emphasis on unconventional, multidisciplinary approaches to threat detection. A number of small to medium awards are intended in the areas of novel approaches to extremely low-cost threat detection, orthogonal and informatics approaches to threat detection, deterrence analytics, and advanced forensics techniques. A single large award is intended for an integrated, multidisciplinary approach to shielded special nuclear material detection.  Primary objectives of the ARI include advancing fundamental knowledge in the above areas and developing intellectual capacity in scientific fields relevant to long-term advances in these areas. 

This opportunity aims to facilitate the translation of NSF's technology investments in Engineering Research Centers (ERC) and in Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) projects into the market place. Furthermore, in instances where an ERC is funded with a mission to support the public good through the implementation of critical public engineering systems (the infrastructure), this includes facilitating implementations that realize the intended public benefit. The Sensors and Sensing Systems (SSS) program will be conducting a proposal review pilot test of a modified proposal review process utilizing proposals submitted to the SSS program for the October 1, 2013, proposal submission deadline.  Submission of a proposal to this program for this deadline will imply your willingness to participate in the process.  The purpose of this pilot is to seek new approaches to proposal review that can lower the cost of the review process, improve the quality of reviews, and reduce the workload on the reviewer community, while not discouraging the submission of collaborative or highly innovative proposals.
