    The HPEM Modeling & Effects research and development effort consists of the following areas: understanding the connectivity of infrastructure and mobile targets; understanding the phenomenology of front door effects; developing a predictive effects model; developing a theoretical and empirical basis for HPEM effects ranging from the basic circuit level to the system level effects; empirical effects testing on operational targets as a function of frequency, pulsed duration, and power of the incident HPEM pulse; battle damage assessment; rapid modeling of HPEM system sources and components; improving particle-in-cell code (PIC) capabilities; first principles materials modeling; improving models for electron emission, gas desorption to enhance the predictive capability of virtual prototyping; and developing electromagnetic (EM) algorithms to propagate radio frequency (RF) from platform-specific high power RF systems to targets to assess the performance measures of effective HPEM sources. Sound software engineering and development principles must be employed for all developed software and documentation. Robust software testing, validation, and verification are critical to software development efforts. As appropriate, software must scale to large simulation sizes and be portable to massively parallel computer architecture.

The requested proposals should focus on DFBA activities and needs of the Program's other customers (AFMES, DC3, JPAC-CIL). Forensic research proposals should focus on the creation of new and improved field or laboratory functional capabilities that result in faster, more robust, more informative, less costly, or less labor-intensive recognition, identification, collection, preservation, and/or analysis of forensic evidence.     The GO Competition is a series of prize challenges to accelerate the development and comprehensive evaluation of grid software solutions. The first GO Competition, Challenge 1, is an algorithm competition focused on the security-constrained optimal power flow (SCOPF) problem for the electric power sector. Awardees under this FOA will be required to participate in Challenge 1. As described in detail in Appendix A1 to this FOA and on the GO Competition website (https://gocompetition.energy.gov/), Challenge 1 is anticipated to launch in the Fall of 2018. Participation in the GO Competition Challenge 1 will be open to anyone that satisfies the applicable requirements in Rules Document specified on the GO Competition website (https://gocompetition.energy.gov/competition-rules), not just those awarded under ARPA-E DE-FOA-0001952.     In Uganda, key and priority populations (KP/PP) have a higher prevalence of HIV and more difficulties accessing prevention and care services. This NOFO will improve the development, implementation, and monitoring of accessible, appropriate, and targeted HIV combination prevention for KP/PP in Uganda. This NOFO will result in an increased use of these services by KP/PP, which will result in these high risk sub-populations attaining the 90-90-90 goals and achieving epidemic control by 2020. The recipient will provide technical assistance (TA) to CDC comprehensive regional implementing partners (IPs) on developing, monitoring, and evaluating new ways to provide combination prevention to KP/PP; implementing and evaluating a nationwide training on gender and sexual identity; and cascading a KP training nationwide to health workers to reduce stigma and discrimination. Strategic information (SI) activities, including improving the collection of routine surveillance data, mapping KP/PP hotspots, and evaluating interventions will support the development and implementation of accessible, appropriate, targeted combination prevention for KP/PP. The recipient will support the Ugandan Ministry of Health (MOH) to improve surveillance of HIV in KP/PP (including population size estimates and bio-behavioral studies) and develop comprehensive guidelines for service provision to KP/PP.

Currently, underwater robots are navigated and controlled by transmitting signals, via cables, from the ships. This wire communication method limits operating area of robots and can be susceptible to troubles, such as cable tangling and destabilization of robotic performance by the influence of tidal currents. In addition, acoustic communication is utilized for detecting locations of robots, but its transmission speed and quality are not competent.   Optical wireless communication technology has potential for high-speed and high-capacity communication under the sea, therefore the Client expects it can improve underwater operation and control of robots dramatically. By building medium- to long-term partnership with organizations that possess these technologies, the Client aims to establish embeddable wireless communication technology between robots under the sea as their initial target.   Furthermore, establishment of communication technology capable of navigation signal transmission to underwater robots from an onshore / offshore base (i.e. from a ship) is their ultimate target.

    National AIDS Control Organization (NACO) has implemented a series of activities to track trends in the HIV epidemic and measure the impact of the national program. A strategic objective of PEPFAR India in COP 2017 is to ensure availability of high-quality data for planning and decision-making, and to harmonize NACO’s efforts for a coordinated HIV response. This NOFO will support monitoring the epidemic trends and continuous quality improvement (CQI) to improve data quality and its efficient use through targeted technical assistance (TA) and limited introduction of new techniques and approaches. The recipient will strengthen the individual and organizational capacities, data quality and reporting systems to inform program and health systems’ planning, and provide evidence for implementation of health policies and best practices. The recipient will collaborate with NACO to develop/strengthen and implement the national HIV strategic information (SI) plan. The recipient will provide TA to health departments and selected public service delivery sites (Targeted Interventions, which are combination prevention sites for key population, Integrated Counseling and Testing Centers and antiretroviral treatment (ART) centers) to strengthen capacities for data management and use for decision-making. Interventions will be implemented in PEPFAR-prioritized districts in two high prevalence states in India.

    This NOFO will support achievement of national targets for 2018 antiretroviral therapy (ART) scale-up towards the UNAIDS Fast Track Targets in Ukraine. The recipient will implement innovative and effective recruitment and case management models for persons who inject drugs (PWID) and men who have sex with men (MSM) at the community level. These innovative changes will increase uptake of HIV community based testing and increase ART initiation for these populations. The recipient will pilot risk network-based testing using point-of-care recency assays to link recently infected PWID to care. The project will focus on the six regions with the highest HIV burden (Dnipropetrovsk, Mykolayiv, Odesa, government controlled areas (GCA) of Donetsk, Kyiv City, and Kherson) and continue to work in six additional medium burden oblasts (Cherkasy, Poltava, Chernihiv, Zaporizhzhya, Kirovohrad, and Kyiv). The recipient will also increase the capacity of the Government of Ukraine’s Center for Public Health (CPH) and regional monitoring and evaluation (M&E) centers specialists to conduct data analysis using statistical software and build institutional capacity to conduct economic evaluations of HIV interventions. Illustrative strategic information (SI) activities include development of trainings to support the Ministry of Health (MOH) and the newly established CPH in using statistical software, routine analysis of surveillance data, study design, and research protocol development.

    This BAA solicits proposals for Phase 2 of the Defense Advanced Research Projects Agency (DARPA) Cross Domain Maritime Surveillance and Targeting (CDMaST) program. Participation in CDMaST Phase 1 is not required to be considered for award in CDMaST Phase 2. CDMaST Phase 2 is divided into two parts: Phase 2A, which consists of 30 months and Phase 2B, which is anticipated to be an 18-month period of performance. In the Phase 2 proposal submissions, proposers should provide fully detailed proposals for the Phase 2A only. For Phase 2B, proposers should include a high-level statement of work (SOW) and rough order of magnitude (ROM) cost. Section 1.2 provides additional details on this division. DARPA intends to request updated technical and cost proposals for Phase 2B prior to the completion of Phase 2A. Request for proposals for Phase 2B will be solicited from the Phase 2A performer(s). DARPA anticipates a single award for CDMaST Phase 2. This BAA describes three separate Technical Areas (TA).     This Funding Opportunity Announcement (FOA) is associated with the Beau Biden Cancer MoonshotSM Initiative that is intended to accelerate cancer research. The purpose of this FOA is to establish Centers of collaborating investigators with the goal of identifying and advancing research opportunities for translating immunotherapy concepts for children and adolescents with cancer toward clinical applications. Specifically, this FOA targets the following area designated as a scientific priority by the Blue Ribbon Panel (BRP): Recommendation (B) that calls for the establishment of a pediatric immunotherapy translational science network. The network was envisioned by the BRP as focusing on identifying new targets for immunotherapies, developing new pediatric immunotherapy treatment approaches (e.g., cancer vaccines, cellular therapy, combinations of immunotherapy agents, and others), and defining the biological mechanisms by which pediatric tumors evade the immune system.
