    The purpose of this FOA is to support a more efficient method for jurisdictions to de-duplicate the National HIV Surveillance System. The applicant will develop a privacy data-sharing tool capable of identifying potential duplicates across jurisdictions. Activities will include acquiring a Security Assessment and Authorization, negotiating with the 59 jurisdictions to obtain their participation, providing a data sharing tool that will allow for secure, encrypted submission and matching of person-level HIV surveillance data, and providing a report back to jurisdictions on matching levels.

The recipient will develop and provide a secure, encrypted, on-going privacy data-sharing tool capable of identifying potential duplicates across jurisdictions, implement necessary data security, confidentiality and privacy protections according to CDC standards, obtain participation agreements with 59 state and local health department HIV surveillance programs that will allow on demand submission and matching of person-level HIV surveillance data, and report back to jurisdictions on matching levels in formats that are importable into local/state HIV data systems.

    In Uganda, key and priority populations (KP/PP) have a higher prevalence of HIV and more difficulties accessing prevention and care services. This NOFO will improve the development, implementation, and monitoring of accessible, appropriate, and targeted HIV combination prevention for KP/PP in Uganda. This NOFO will result in an increased use of these services by KP/PP, which will result in these high risk sub-populations attaining the 90-90-90 goals and achieving epidemic control by 2020. The recipient will provide technical assistance (TA) to CDC comprehensive regional implementing partners (IPs) on developing, monitoring, and evaluating new ways to provide combination prevention to KP/PP; implementing and evaluating a nationwide training on gender and sexual identity; and cascading a KP training nationwide to health workers to reduce stigma and discrimination. Strategic information (SI) activities, including improving the collection of routine surveillance data, mapping KP/PP hotspots, and evaluating interventions will support the development and implementation of accessible, appropriate, targeted combination prevention for KP/PP. The recipient will support the Ugandan Ministry of Health (MOH) to improve surveillance of HIV in KP/PP (including population size estimates and bio-behavioral studies) and develop comprehensive guidelines for service provision to KP/PP.

    This BAA solicits proposals for Phase 2 of the Defense Advanced Research Projects Agency (DARPA) Cross Domain Maritime Surveillance and Targeting (CDMaST) program. Participation in CDMaST Phase 1 is not required to be considered for award in CDMaST Phase 2. CDMaST Phase 2 is divided into two parts: Phase 2A, which consists of 30 months and Phase 2B, which is anticipated to be an 18-month period of performance. In the Phase 2 proposal submissions, proposers should provide fully detailed proposals for the Phase 2A only. For Phase 2B, proposers should include a high-level statement of work (SOW) and rough order of magnitude (ROM) cost. Section 1.2 provides additional details on this division. DARPA intends to request updated technical and cost proposals for Phase 2B prior to the completion of Phase 2A. Request for proposals for Phase 2B will be solicited from the Phase 2A performer(s). DARPA anticipates a single award for CDMaST Phase 2. This BAA describes three separate Technical Areas (TA). However, proposers must propose to the full scope, meaning all 3 technical areas, of the BAA as DARPA considers the TAs highly dependent on each other.

    This effort is an open 2 Step BAA soliciting innovative research concepts for the overall mission of the Human-Centered Intelligence, Surveillance, & Reconnaissance (ISR) Division (711 HPW/RHX). The overall RHX research objective is to develop human-centered S&T that enables the Air Force to more effectively execute the ISR mission. Human-centered ISR research encompasses three major research areas: (1) human signatures, (2) human trust and interaction and (3) human analyst augmentation. The human signatures research develops technologies to sense and exploit human bio-signatures at both the molecular level and macro (anthropometric) level. The human trust and interaction research develops technologies to improve human-to-human interactions as well as human-to- machine interactions. The human analyst augmentation research develops technologies to enhance analyst performance and to test the efficacy of newly developed technologies within a simulated operational environment.

E2AT is focused on the improvement of operator-exploited sensor analytical performance for Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) systems like the Distributed Common Ground System (DCGS) that operate within a Multiple-Intelligence (Multi-INT) environment. The advances made under E2AT will assist in operating under Anti-Access / Area Denial (A2/AD) conditions where limitations can degrade C4ISR capabilities. Multi-INT solutions are to be accomplished through the development of innovative technologies that will assist warfighting teams in target tracking and identification, dynamic information annotation, and achieving a high-level information fusion all-source situation awareness. E2AT development is comprised of two complimentary technical areas (TAs): (TA1) Full-Motion Video Exploitation (FMVE) which is an exploitation enhancement that has a focus on video and text source integration and (TA2) Multi-INT Data Association (MIDA) that has its emphasis on overcoming anticipated Anti-Access / Area Denial (A2/AD) conditions.

    This BAA employs the Sense-Assess-Augment paradigm to accelerate research and development of technologies capable of detecting/assessing human performance. This BAA focuses on identifying, developing, characterizing, and accelerating sensing technologies that can be utilized to assess the physiological, cognitive, and psychological states of human operators. It is also anticipated that these technologies will be implemented into fieldable systems. Research will have an emphasis on developing technologies capable of detecting & sensing physiological, biomarker, and behavioral metrics which are or can be correlated with human state/performance. An emphasis will also be placed upon the development, integration, miniaturization, initial operational test and evaluation, and verification and validation of human-centric multi-sensor suite designs. Research focusing on the manufacturing of nano-biomaterial sensors are of particular interest. Research may also focus on developing and implementing empirically-based models, frameworks, and novel evaluation capabilities, to identify assessment linkages to performance. Initial testing & evaluation and verification and validation of the developed technologies is vital to ensure appropriate and proper performance in laboratory and operational-type settings. Relevant USAF application domains include Air, Special Operations, Intelligence, Surveillance, and Reconnaissance, Remotely Piloted Aircraft, and Cyber Operations, as well as training applications as afforded by Live, Virtual, and Constructive (LVC) environments.

    This NOFO will support achievement of national targets for 2018 antiretroviral therapy (ART) scale-up towards the UNAIDS Fast Track Targets in Ukraine. The recipient will implement innovative and effective recruitment and case management models for persons who inject drugs (PWID) and men who have sex with men (MSM) at the community level. These innovative changes will increase uptake of HIV community based testing and increase ART initiation for these populations. The recipient will pilot risk network-based testing using point-of-care recency assays to link recently infected PWID to care. The project will focus on the six regions with the highest HIV burden (Dnipropetrovsk, Mykolayiv, Odesa, government controlled areas (GCA) of Donetsk, Kyiv City, and Kherson) and continue to work in six additional medium burden oblasts (Cherkasy, Poltava, Chernihiv, Zaporizhzhya, Kirovohrad, and Kyiv). The recipient will also increase the capacity of the Government of Ukraine’s Center for Public Health (CPH) and regional monitoring and evaluation (M&E) centers specialists to conduct data analysis using statistical software and build institutional capacity to conduct economic evaluations of HIV interventions. Illustrative strategic information (SI) activities include development of trainings to support the Ministry of Health (MOH) and the newly established CPH in using statistical software, routine analysis of surveillance data, study design, and research protocol development.

    The purpose of this notice of funding opportunity (NOFO) is to support a research project that aims to develop and implement an influenza-like illness (ILI)-specific student absentee monitoring system in kindergarten through twelfth grade (K-12) schools and assess its usability for early detection of influenza, SARS-CoV-2, and other respiratory pathogen transmission in schools and surrounding communities. To achieve this aim, the project team will: 1) rapidly determine the causes of school absenteeism in students across selected school district(s) over a three-year period; 2) detect within-household transmission of influenza and SARS-CoV-2 in households from which a student has been absent from school due to ILI; and 3) assess comparability between influenza-specific and SARS-CoV-2-specific student absenteeism data from the participating schools and multiple layers of complementary influenza and SARS-CoV-2 surveillance data routinely collected in the health care facilities serving the general population of this school district.
