    The Office of Energy Efficiency and Renewable Energy (EERE), within the U.S. Department of Energy (DOE), invests in high-risk, high-value research, development and deployment in energy efficiency and renewable energy technologies. EERE, through the Building Technologies Office (BTO) is issuing a Funding Opportunity Announcement (FOA) DE-FOA-0001117, entitled ?Building America Industry Partnerships for High Performance Housing Innovations?. The FOA seeks to develop technologies, techniques, and tools for making buildings more energy efficient, productive, and affordable. BTO's strategic goal is to significantly improve the energy efficiency of new and existing buildings to reduce national energy demand and allow the nation to work toward greater energy independence and a cleaner environment. With this FOA, EERE anticipates selecting and funding 1 to 4 building science teams in 2015 for the Building America Research Program. Selected teams will conduct applied Research and Development (R&D) in real world houses, develop and implement solutions to three inter-related core technical challenges which are necessary to meet the program goals for both new and existing homes.     The National Institute of Environmental Health Sciences (NIEHS) is announcing the continuation of the Superfund Hazardous Substance Research and Training Program, referred to as Superfund Research Program (SRP) Centers. SRP Center grants will support problem-based, solution-oriented research Centers that consist of multiple, integrated projects representing both the biomedical and environmental science and engineering disciplines; as well as cores tasked with administrative (which includes research translation), data management and analysis, community engagement, research experience and training coordination, and research support functions.  The scope of the SRP Centers is taken directly from the Superfund Amendments and Reauthorization Act of 1986, and includes: (1) advanced techniques for the detection, assessment, and evaluation of the effect on human health of hazardous substances; (2) methods to assess the risks to human health presented by hazardous substances; (3) methods and technologies to detect hazardous substances in the environment; and (4) basic biological, chemical, and physical methods to reduce the amount and toxicity of hazardous substances.

    The Chesapeake Bay Trust, in partnership with the Maryland Department of Natural Resources and the Maryland Department of the Environment, is accepting proposals for its Watershed Assistance - Two-Year Milestone Support grant program, the purpose of which is to promote local engagement inn the state's Watershed Implementation Plan. Through grants of up to $75,000, the program supports design assistance, watershed planning, and programmatic development associated with protection and restoration programs and projects that lead to improved water quality in the Maryland portion of the Chesapeake Bay watershed, the Maryland portion of the Youghiogheny watershed, and the Maryland Coastal Bays. Projects can include but are not limited to using designs, plans, or project proposals to craft future proposals to the Maryland Chesapeake and Atlantic Coastal Bays Trust Fund; developing deliverables that assist implementation of Watershed Implementation Plan Phase II strategies; or crafting proposals for implementation funding through programs at the Chesapeake Bay Trust or other sources of support. Local government agencies and nonprofit organizations working on water-quality projects are encouraged to apply.

    This Funding Opportunity Announcement (FOA) is soliciting applications to develop Solid Oxide Fuel Cell Technology in order to support fuel cells system manufacturers in addressing issues related to cost and reliability of fuel cells systems. Applications are sought in two areas of interest (AOI) that include AOI 1 - Solid Oxide Fuel Cells (SOFC) Core Technology Research and AOI 2 - Core Technology Research and Development (R&D) in Support of Near-Term SOFC Power Systems Prototype Tests. AOI 1 is supporting transformational technologies that are focused on early-stage laboratory-scale R&D. Successful projects will result in validation of concepts at a laboratory-scale. Collaboration with a fuel cell system manufacturer is encouraged. AOI 2 will seek projects that address reliability issues facing 2nd Generation SOFC power systems in an operational environment. This AOI will require a team approach where the participation of at least one fuel cell system manufacturer as a prime or a sub-recipient in the team is required. Teams should be able to take the technology developed during the award to the point that it can be validated in an operational system. Fuel cell technology other than SOFC will be considered non-responsive to both AOIs.

    The Office of Naval Research (ONR) is interested in receiving proposals for efforts that will advance and demonstrate science and technology for the next generation electronics and devices under the following focus area: Electronics technology enablers for wideband Simultaneous Transmit and Receive (STAR) capabilities Background The need for concurrent military antenna operations across wide spectral ranges in heavily congested electromagnetic environments continues to expand. Steady advances in RF and mixed-signal electronics technology continue to fuel increased system performance capabilities through the use of higher operating frequencies and broader bandwidths. Higher resolution for active sensors/imagers, higher data rate terrestrial and satellite communications links, and more effective electronic warfare (EW) and Information Operations (IO) are a few of the advances that high-speed electronics continues to enable. Many solid state device technologies from Silicon to Gallium Nitride, Niobium to Photonics, are contributing to these military system advances. Significant electronic challenges arise when these EW/IO, communications and radar systems are required to operate concurrently, with both transmit and receive functionality utilizing either a single aperture or multiple apertures. The concurrency problem is exasperated by the desire of each system to project more power from smaller overall platform footprints in order to maximize performance and minimize signature. While electronics technology advances have led to significant military antenna system performance gains, the ability to operate these systems concurrently in a STAR configuration without severe performance degradation continues to be severely lacking. The need for improved wideband STAR enabling electronics technology is the primary focus of this BAA.

    The USDOT seeks to develop, evaluate, and test vehicle-to-infrastructure (V2I) applications for the light vehicle fleet that are intended to transform surface transportation safety, mobility, and environmental performance through a connected vehicle environment. These efforts are outlined in RITA's ITS Strategic Research Plan, 2010-2014. The FHWA has a lead role in the selection, development, and testing of the applications. V2I applications are those applications wherein vehicle-based sensors and vehicle-to-vehicle (V2V) communications are not considered adequate for development of information, alerts, or warnings for drivers. Rather, additional information is required from the infrastructure in order to enable the applications. These applications, however, are vehicle-based, in that they are programs resident in the on-board equipment of the vehicle. The on-board systems use information from vehicle-based sensors, V2V communications, and V2I communications to determine if information, alerts, or warnings should be provided to the driver. Automobile manufacturers (OEMs) are critical partners in development of vehicle-based applications and processes. The Crash Avoidance Metrics Partnership (CAMP) partnership was formed between Ford Motor Company and General Motors to accelerate development and implementation of crash avoidance countermeasures in light vehicles to improve traffic safety. The CAMP partnership forms a consortium of all OEMs that desire to cooperatively work together and with the USDOT on specific research areas, such as V2I applications. This cooperative agreement is with CAMP and is intended to facilitate the selection, development, and evaluation of V2I safety, mobility and environmental applications, and to conduct other Connected Vehicle program work that involves communications between vehicles, infrastructure, and pedestrians and bicyclists.
