    The Information Directorate of the Air Force Research Laboratory (AFRL/RI), Rome Research Site, is soliciting white papers under this announcement for innovative technologies to enable the effective management of information for military operations. Focus: The objective of this BAA is to develop and demonstrate middleware to bridge the tactical and enterprise domains, realizing decentralized IM services built upon client-based protocols for use at the tactical edge that can coexist and interoperate securely with the server-based IM services that are well-suited for deployment in enterprise-scale environments. To improve the exchange of information between enterprise and the tactical edge networks and applications, these services need to be capable of operating in contested/congested environments and be built upon disruption and fault tolerant techniques and technologies. The research and development to be conducted under this BAA is focused on the following: 1) Interoperable hybrid centralized & decentralized IM services designed for mobile operations. 2) Gateways for the exchange of heterogeneous information across disparate networks. 3) Disruption tolerant information preservation, optimized delivery, and synchronization. 4) Demonstration of the utility of these capabilities in operationally relevant environments.

This Broad Agency Announcement is a mechanism to encourage research, education and outreach, innovative projects, or sponsorships that are not addressed through NOAA's competitive discretionary programs. This announcement is not soliciting goods or services for the direct benefit of NOAA. Funding for activities described in this notice is contingent upon the availability of Fiscal Year 2018, Fiscal Year 2019, and Fiscal Year 2020 appropriations. CENTER OF EXCELLENCE: Efficient and Robust Machine Learning (ERML) - 0 views

    The Air Force Office of Scientific Research (AFOSR) seeks unclassified proposals from educational institutions in the United States for a University Center of Excellence (UCoE) in Efficient and Robust Machine Learning (ERML). Proposals must not contain any proprietary information. This center is a joint project between AFOSR and the Air Force Research Laboratory, Information Directorate (AFRL/RI; http://www.wpafb.af.mil/afrl/ri.aspx). The center will extend the research capabilities of the Air Force Research Laboratory, and provide opportunities for a new generation of United States scientists and engineers to address the basic research needs of the Air Force. We will consider proposals for up to five (5) years with a three-year (3) base period and a two-year (2) option period. The total anticipated amount for the award is $4M. Each of the three (3) years base is anticipated to be funded at $1M each and $500K each for option years. All funding projections are based on availability of funds. We will evaluate proposals using peer review panels and the criteria specified in section F. Application Review Information. While AFOSR reserves the right to selected and fund all, some, or none of the proposals, we anticipate making one Corporative Agreement award under this competition.

This could include exploratory research in semi-autonomous robotic surgery to improve the safety profile and efficacy of tele-surgical procedures and outcomes using hard robotics in challenging situations (e.g., combat casualties on the multi-domain battlefield or mass casualty situations) and remote or austere geographic locations, among other innovative, exploratory research aims and novel concepts.

    The Engineering Design and Systems Engineering (EDSE) program supports fundamental research into the basic processes and phenomena of engineering design and systems engineering. The program seeks proposals leading to improved understanding about how processes, organizational structure, social interactions, strategic decision making, and other factors impact success in the planning and execution of engineering design and systems engineering projects. It also supports advances pertaining to engineering design and systems engineering in areas that include, but are not limited to, decision making under uncertainty, including preference and demand modeling; problem decomposition and decision delegation; applications of reverse game theory (mechanism design); computer-aided design; design representation; system performance modeling and prediction; design optimization; uncertainty quantification; domain- or concern-specific design methods; and advanced computational techniques for supporting effective human cognition, decision making, and collaboration. Competitive proposals for novel methods will include a plan to evaluate rigorously the effectiveness and performance of the proposed approach. The EDSE program encourages multidisciplinary collaborations of experts in design and systems engineering with experts in other domains. Of particular interest is research on the design of engineering material systems that leverages the unique aspects of a particular material system to realize advanced design methods that are driven by performance metrics and incorporate processing/manufacturing considerations.

    Social science research on many topics has often been hampered by the limitations of survey data. However, the digital age has rapidly increased access to large and comprehensive data sources such as public and private administrative databases, and unique new sources of information from online transactions, social-media interactions, and internet searches. New computational tools also allow for the extraction, coding, and analysis of large volumes of text. Advances in analytical methods for exploiting and analyzing data have accompanied the rise of these data. The emergence of these new data also raises questions about access, privacy and confidentiality. The Russell Sage Foundation's initiative on Computational Social Science (CSS) supports innovative social science research that brings new data and methods to bear on questions of interest in its core programs in Behavioral Economics, Future of Work, Race, Ethnicity and Immigration, and Social Inequality.
