    The implementation of a biometric exit system at U.S. Ports of Entry (POEs) along land borders remains a challenge for several reasons including, but not limited to: environmental conditions, speed of travel, and lack of infrastructure. At land-based POEs, infrastructure is a key inhibitor to track the exit of travelers using biographic or biometric data. In addition, the need for uninhibited vehicle traffic flow at land borders is perhaps the greatest challenge for land-border POEs. To avoid having travelers in vehicles stop at border crossings, which could create significant traffic delays, U.S. Customs and Border Protection (CBP) is working to implement a face biometric entry-exit system in a way that poses the least impact on travel and trade. This call is looking for innovative solutions to capture facial recognition quality photos from travelers in order to facilitate identity checks without requiring occupants to leave the vehicle.

    The Air Force Office of Scientific Research (AFOSR) seeks unclassified proposals from educational institutions in the United States for a University Center of Excellence (UCoE) in Efficient and Robust Machine Learning (ERML). Proposals must not contain any proprietary information. This center is a joint project between AFOSR and the Air Force Research Laboratory, Information Directorate (AFRL/RI; http://www.wpafb.af.mil/afrl/ri.aspx). The center will extend the research capabilities of the Air Force Research Laboratory, and provide opportunities for a new generation of United States scientists and engineers to address the basic research needs of the Air Force.
    We will consider proposals for up to five (5) years with a three-year (3) base period and a two-year (2) option period.
    The total anticipated amount for the award is $4M. Each of the three (3) years base is anticipated to be funded at $1M each and $500K each for option years. All funding projections are based on availability of funds.
    We will evaluate proposals using peer review panels and the criteria specified in section F. Application Review Information. While AFOSR reserves the right to selected and fund all, some, or none of the proposals, we anticipate making one Corporative Agreement award under this competition.

    The purpose of this Funding Opportunity Announcement [FOA] submitted through the Brain Research through Advancing Innovative Neurotechnologies (BRAIN) Initiative is to stimulate the development and validation of novel tools and analytical methods to target, identify and characterize non-neuronal cells in the brain. This FOA complements previous and ongoing cell-census and tool development efforts initiated under BRAIN, RFA-MH-14-215 and RFA-MH-14-216, that have focused almost exclusively on neuronal cells. The cutting-edge tools and methods developed under this opportunity should focus specifically on providing improved points of entry into non-neuronal cell-types (glial and vascular) to enable their inventory and characterization within the CNS and help define how these cells interact among each other and with neuronal cells to impact functional circuitries. Plans for validating the utility of the tool/technology/method and demonstrating its advantage over currently available approaches will be an essential feature of a successful application. Tools that can be used in several species or model organisms rather than in a single species are especially desirable.
