With this Dear Colleague Letter, NSF is providing advance notice of a change in the eligibility of prospective applicants to the Graduate Research Fellowship Program (GRFP) to allow the community to plan accordingly. Effective as of the 2017 competition (Fall 2016 deadlines), NSF will limit graduate students to only one application to the GRFP, submitted either in the first year or in the second year of graduate school. No change is made to the eligibility of undergraduates, of bachelor's degree holders without any graduate study, or of individuals who have had an interruption in graduate study of at least two consecutive years.

The goal of a Bioengineering Research Partnership (BRP) is to drive the development and speed the adoption of promising tools and technologies that can address important biomedical problems for which insufficient or no solutions exist.  The use of engineering principles is encouraged to establish these tools and technologies as robust, well-characterized solutions that fulfill an unmet need. A synergistic partnership between engineering and the life, physical, and computational sciences is also encouraged, where the unique skills of each discipline combine to enhance our understanding of life science processes or the practice of medicine. The purpose of this FOA is to encourage BRP applications that: 1) establish a robust engineering solution to a problem in biomedical research or the practice of medicine; 2) develop a strategic alliance of multidisciplinary partners based on a well-defined leadership plan; and 3) realize a specific endpoint within 5-10 years based on a detailed plan with a timeline and quantitative milestones.

DARPA is soliciting innovative research proposals in the area of cyber attribution. The goal of the Enhanced Attribution (EA) program is to develop technologies for generating operationally and tactically relevant information about multiple concurrent independent malicious cyber campaigns, each involving several operators; and the means to share such information with any of a number of interested parties without putting at risk the sources and methods used for collection. Proposed research should investigate innovative approaches that enable revolutionary advances in science, devices, or systems.

The Fiscal Year 2017 Air Force Young Investigator Research Program (YIP) intends support for scientists and engineers who have received Ph.D. or equivalent degrees 1 April 2011 or later that show exceptional ability and promise for conducting basic research. The program objective is to foster creative basic research in science and engineering; enhance early career development of outstanding young investigators; and increase opportunities for the young investigator to recognize the Air Force mission and related challenges in science and engineering.

The Office of Naval Research (ONR) is interested in receiving proposals for developing innovative science and technology to enhance training systems for the United States Marine Corps (USMC). The program's goal is to create a robust and efficient enterprise capability that allows the integration and interoperability of legacy, current, and future Marine Corps training information technology assets to enhance warfighter capability. Future Integrated Training Environment (FITE) has been approved as a new five year research opportunity under the Capable Manpower Pillar (CMP) Future Naval Capabilities (FNC) program. FITE is specifically focused on developing science and technology prototype capabilities to support the integration of Air and Ground Live, Virtual, and Constructive (LVC) training simulation capabilities.

With this Dear Colleague Letter (DCL), the National Science Foundation's (NSF) Division of Advanced Cyberinfrastructure (ACI) in the Directorate for Computer & Information Science & Engineering (CISE) announces the organization of the first workshop for Principal Investigators (PIs) and co-PIs funded by active awards under the Data Infrastructure Building Blocks (DIBBs) program. This invitation-only workshop will take place in early FY 2017, contingent upon available funding.

The Millennium Challenge Corporation (MCC) is pleased to launch this Notice of Funding Opportunity (NOFO) for an exciting, innovative, and results-based project, "Data-Driven Communities." This project seeks to empower stakeholders at in subnational areas in Tanzania (district and wards) to use data to improve lives through better decisions, budgetary alignment and citizen engagement. Specifically, this NOFO is reaching out to organizations with demonstrated interest, relevant experience, creativity and knowhow to come up with a strategy, target geographic areas and the right mix of interventions; and, then to achieve specific outcomes and optimize impact within a short period of time. The "Data-Driven Communities" Project is one among several investments under a broader Data Collaboratives for Local Impact Program (DCLI).

The Partnerships for Innovation: Building Innovation Capacity (PFI:BIC) program supports academe-industry partnerships which are led by an interdisciplinary academic research team collaborating with a least one industry partner. In this program, there is a heavy emphasis on the quality, composition, and participation of the partners, including their appropriate contributions. These partnerships focus on the integration of technologies into a specified human-centered service system with the potential to achieve transformational benefits, satisfying a real need by making an existing service system smart(er) or by spurring the creation of an entirely new smart service system. The selected service system should function as a test bed. PFI:BIC funds research partnerships working on projects that operate in the post-fundamental/translational space; the proposers must be mindful of the state of the art and the competitive landscape. However, a clear path to commercialization does not need to be a central part of this proposal. These projects require additional effort to integrate the technology into a real service system, incorporating human factors considerations to assure the system's efficacy. The research tasks in turn might spawn additional discoveries inspired by this interaction of humans with the technology.

Despite significant increases in the proportion of women pursuing science, technology, engineering, and mathematics (STEM) doctoral degrees, women are significantly underrepresented as faculty, particularly in upper ranks, and in academic administrative positions, in almost all STEM fields.  The problems of recruitment, retention, and advancement that are the causes of this underrepresentation vary by discipline and across groups of women faculty (e.g., by race/ethnicity, disability status, sexual orientation, foreign-born and foreign-trained status, and faculty appointment type).  The ADVANCE program is designed to foster gender equity through a focus on the identification and elimination of organizational barriers that impede the full participation and advancement of all women faculty in academic institutions.  Organizational barriers that inhibit equity may exist in areas such as policy, practice, culture, and organizational climate.

The goals of the Network for Computational Nanotechnology (NCN) are to: 1) accelerate the transformation of nanoscience to nanotechnology through the integration of simulation with experimentation; 2) engage an ever-larger and more diverse cyber community sharing novel, high-quality nanoscale computation and simulation research and educational resources; 3) develop open-access, open-source software to stimulate data sharing; and 4) inspire and educate the next-generation workforce. The NCN consists of a stand-alone Cyber Platform, which provides computation, simulation, and education services to over 330,000 researchers, educators, students, and industry members of the nanoscience and engineering community annually worldwide; and Nodes, which develop compelling new computational and simulation tools to disseminate through Cyber Platform

The FY 2016 CVE Grant Program supports programs, projects and activities that prevent recruitment or radicalization to violence by interrupting those efforts, building community-level resilience to them, and identifying the early signs of radicalization to violence and providing appropriate interventions through civic organizations, law enforcement or other entities. Community resilience in the CVE context means those communities where violent extremists routinely meet disinterest and opposition, recruitment attempts routinely fail, and communities know what tools and support are available to assist individuals that may be on a path towards violence.

The NIH Research Education Program (R25) supports research education activities in the mission areas of the NIH.  The over-arching goal of this Big Data to Knowledge (BD2K) R25 program is to support educational activities that complement and/or enhance the training of a workforce to meet the nation's biomedical, behavioral and clinical research needs.  To accomplish the stated over-arching goal, this FOA will support creative educational activities with a primary focus on Courses for Skills Development for biomedical researchers who need the requisite knowledge and skills to extract knowledge from biomedical Big Data.  To extend the reach of the course, each educational activity is required to develop open educational resources (OERs) that adhere to FAIR (findable, accessible, interoperable, and reusable) principles. Ideally, OERs should be useful to individuals at all career levels, from predoctoral students to established investigators. 

DARPA Defense Sciences Office (DSO) wants to identify and pursue high-risk, high-payoff research initiatives across a broad spectrum of science and engineering disciplines and to transform these initiatives into important, radically new, game-changing technologies for U.S. national security. The current overarching office themes include accelerating scientific discovery, exploring fundamental limits, and expecting the unexpected. In support of this mission, the DSO Office-wide BAA invites proposers to submit innovative basic or applied research concepts in one or more of the following technical areas: Mathematics, Modeling and Design; Physical Systems; Human-Machine Systems; and Social Systems. Each of these areas is described below and includes a list of example research topics that highlight several (but not all) potential areas of interest. Proposals must investigate innovative approaches that enable revolutionary advances. DSO is explicitly not interested in approaches or technologies that primarily result in evolutionary improvements to the existing state of practice.
