The National Institute on Drug Abuse (NIDA) will solicit proposals from qualified organizations capable of maintaining and expanding the NIDA Center for Genetic Studies. In this effort, the contractor will be required to: (1) Receive de-identified clinical, diagnostic, pedigree structure, environmental exposure information and other phenotypic data along with blood samples or other biospecimens from funded grants and/or contracts supporting research on the genetics of addiction and addiction vulnerability; (2) Process these data and materials to create databases, serum, DNA, RNA, and cell lines; (3) Widely distribute all data and materials in the NIDA Human Genetics Initiative to qualified investigators in the scientific community in a cost effective manner; (4) Maintain storage of data and biomaterials; (5) As stipulated by NIDA staff, perform microarray typing on pre-existing and/or new de-identified biospecimens; (6) As stipulated by NIDA staff, perform high-throughput sequencing on pre-existing and/or new de-identified biospecimens for genomic and/or epigenomic analyses; (7) Support the creation of reprogrammed cellular derivatives, such as induced pluripotent stem cells (iPSCs) to facilitate the molecular and cellular study of brain development and addiction processes; (8) Create a cyberinfrastructure that enables interoperability and full access to distributed data, software and other information science resources as well as research summaries and outbound links for all addiction related studies available through the NIH database of Genotype and Phenotype (dbGaP) system; and (9) Faciliate NIDA genetic studies data (both genotype and phenotype) being uploaded into NIH databases such as BioSample, and the dbGaP systems.

The Naval Facilities Engineering and Expeditionary Warfare Center, through the Living Marine Resources (LMR) program, is soliciting pre-proposals for efforts related to any one of the two (2) need topics listed below. If invited, offerors will be asked to submit a full proposal. BEHAVIORAL RESPONSE RESEARCH TO STUDY THE EFFECTS OF SOUND ON MARINE MAMMALS ANDMARINE SPECIES HEARING RESEARCH RELATED TO THE ACOUSTIC EFFECTS CRITERIA. 

The purpose of this Broad Agency Announcement (BAA) is to solicit research proposals for Chemical and Biological Defense Program (CBDP), Defense Threat Reduction Agency (DTRA) requirements for the CBDP Ebola BAA for the FY2015-2016 program. DTRA, with industry and government partners, has been working aggressively for the past decade to understand and counter Zaire ebolavirus (EBOV). DTRA's program is currently supporting the accelerated development of a therapeutic through preclinical Investigational New Drug (IND) enabling activities as well as the clinical evaluation for one EBOV vaccine. The program co-developed the rapid field deployable diagnostic systems currently in use in West Africa. The program has also been adapting and improving upon North Atlantic Treaty Organization (NATO) approved and high performance computing methods of modeling EBOV to perform analysis of the current EBOV outbreak. Recognizing that industry may have solutions applicable to the current EBOV outbreak in West Africa, this BAA has been released to ensure that all potential near-term solutions are considered.

The technical objectives of this BAA are to research innovative, disruptive technologies and methods in Measurement and Signatures Intelligence Exploitation (MASINT-X). The MASINT-X BAA seeks significant advances in the exploitation and reporting of five MASINT sub-disciplines.

The 711th Human Performance Wing intends to solicit White Papers under this announcement for Aerospace Medicine, Clinical Research, Human Performance Research, and Expeditionary Medicine for innovative and state-of-the-art research to enhance the following fields of En Route Care, Expeditionary Medicine, Force Health Protection, Human Performance and Systems Integration, and Operational Medicine.

The Air Force Office of Scientific Research (AFOSR) is seeking proposals to provide independent, objective analysis of scientific and technical topics of relevance to the Air Force and national defense. The activity would include refining areas of interest provided by the Air Force into organized, rigorous studies concerning, for many scientific and technical fields, determining the state of the art, projecting trends, utilizing science and technologies for national defense purposes, and identifying promising or necessary areas of additional study. This announcement solicits proposals for up to five (5) years of performance and up to $25M of funding, dependent on the needs of the Air Force and the availability of funding. All proposals must be unclassified, but work under any award may be classified.

DARPA seeks innovative proposals to develop technology for enhancing cognitive skill learning in healthy adults by using noninvasive peripheral neurostimulation to promote synaptic plasticity in the brain. The Targeted Neuroplasticity Training (TNT) program will elucidate the anatomical and functional map of the underlying neural circuity involved in regulating synaptic plasticity. The program seeks to demonstrate peripheral modulation of the neural circuit, connect neuroplasticity with cognitive improvements, and optimize intervention protocols for long term retention with no side effects.

The Defense Advanced Research Projects Agency (DARPA) Defense Sciences Office (DSO) announces the opportunity for potential performers to meet with a DSO program manager (PM) to discuss mutual research interests. These meetings will be held in conjunction with the Discover DSO Day event scheduled for June 18-19, 2019 in Arlington, Virginia.

Scientists and patient advocacy groups often use a series of photos, commissioned by NEI some thirty years ago, when they wish to depict the visual experience of patients suffering from blinding diseases. At the time they were created, these images reflected the field's understanding of visual perception for such patients. But the field has advanced considerably since then, and these static images are considered overly simplistic, inaccurate, and generally unsatisfactory. At the same time, technology has evolved to where it is possible to use video and virtual reality to more authentically demonstrate (or even simulate) the experience of have a blinding disease. As part of the efforts of the NEI 50th Anniversary Planning Committee, the institute seeks the support of experts in blinding diseases, visual psychophysics, and video/virtual reality production to create a scientifically accurate and clinically authentic blindness simulation "experience" that can be used for education, public advocacy, and research purposes and a series of short videos that can be posted online for education and public outreach.

The purpose of this Funding Opportunity Announcement (FOA) is to advance select areas of research recognized as critical in the National Action Plan for Combating Antibiotic-Resistant Bacteria (CARB), including research focused on understanding the nature of microbial communities, how antibiotics affect them, and how they can be harnessed to prevent disease, as well as research exploring combination therapies to address the emergence of resistance.

The Nano-Bio Manufacturing Consortium is expected to grow the US-centric innovation ecosystem that will risk reduce material supply (including nanomaterials & biomaterials), processing techniques, and flexible/stretchable device concepts by demonstrating component- and system-level functionality relevant to human-integrated technologies, such as airman-performance monitoring (APM) and augmentation (APA) systems. This public-private partnership should build upon the foundation of research & development excellence that has been established within NBMC since its 2013 inception. It is envisioned that technology development will require teaming between academia and industry in partnership with government researchers as well as with appropriate members of the regulatory and operational DoD communities. A balance between enabling component- and systems-level prototype development is expected to be realized through end-technologies between TRL 3 and TRL 6. It is expected that during the completion of certain NBMC projects, lab and/or field demonstrations will be conducted in partnership with relevant DoD partners to ensure that members of military human performance and/or aeromedical communities can assess the utility of developments and provide iterative feedback with respect to critical path issues.

The AFRL Chemical, Biological, Radiological, and Nuclear (CBRN) Survivability program will enable the fulfillment of the AFRL responsibility to the AFMC Commander as defined in AFI 10-2607 to assist system, command, and joint program offices with research and development (R&D), modeling and simulation (M&S), experimentation, testing, technology demonstrations, and analysis related to CBRN Survivability to mitigate the evolving CBRN threat environment that faces US and allied forces around the world.

The National Institute of Allergy and Infectious Diseases (NIAID), National Institutes of Health (NIH), of the Department of Health and Human Services (DHHS) supports research related to the basic understanding of microbiology and immunology leading to the development of vaccines, therapeutics, and medical diagnostics for the prevention, treatment, and diagnosis of infectious and immune-mediated diseases. NIAID will solicit proposals to identify novel adjuvant candidates that can be used to augment the efficacy of human vaccines. Research solicited will contribute to the pipeline of new adjuvant leads that either: (a) exploit the natural capacity of the innate immune system to initiate and sustain effective T and B cell responses and to induce long term immune memory, or (b) act directly on cells of the adaptive immune system to enhance their response to pathogen-derived antigens

The purpose of this solicitation is to procure Research & Development services to support the PREVENT Program in the areas of (1) in vivo development/animal efficacy/biomarker development, (2) preclinical product development and CGMP manufacturing of biopharmaceutical agents, and (3) toxicology/pharmacology testing.

The primary purpose of this solicitation is to support highly interactive, multi-disciplinary teams, whose research efforts are focused on large-scale discovery of T cell immune epitopes associated with infectious or autoimmune diseases, and rejection of, or tolerance to, transplanted cells/organs/tissues. The discovery of epitopes associated with T cell responses to commensals and how they may be altered by the inflammatory state will also be supported by this solicitation. Validation of these epitopes and defining their role in immune protection or immune-mediated pathogenesis in humans is required. Investigators may include development/refinement of T cell epitope prediction tools as part of their research plan. It is anticipated that the multi-disciplinary teams will minimally include immunologists with the appropriate expertise in epitope identification and validation, and either microbiologists and/or virologists with expertise in the target pathogen(s), clinicians with expertise in the target autoimmune diseases, or clinicians with expertise in transplantation, as appropriate. This program will not support studies related to HIV/AIDS, or allergen epitopes, including those which are infection-related.

The mission of the Defense Advanced Research Projects Agency (DARPA) Defense Sciences Office (DSO) is to identify and pursue high-risk, high-payoff research initiatives across a broad spectrum of science and engineering disciplines and to transform these initiatives into disruptive technologies for U.S. national security. In support of this mission, the DSO Office-wide BAA invites proposers to submit innovative basic or applied research concepts that address one or more of the following technical domains:

The purpose of this contract is to establish a NIAID resource entitled "EVALUATION AND TESTING SERVICES (ETS) FOR VACCINES AND OTHER BIOLOGICS FOR INFECTIOUS DISEASES" that provides a suite of preclinical, nonclinical, and clinical testing services for vaccines and other biologic products. While the overall suite of testing services is comprehensive, the intent is to provide individual services on a case-by-case basis for a diverse collection of vaccine and biological product candidates, rather than carry a single product candidate through an entire preclinical development pathway. These services are intended to help a wide variety of investigators in a broad number of scientific areas obtain critical data needed to acquire additional funding, gain prospective partnerships (either for further development or to support Phase I/II/III trials), fulfill regulatory requirements, and complete studies needed to apply for an IND and enter Phase I/II/III trials.

The NIOSH Disaster Science Responder Research (DSRR) Program, within Emergency Preparedness and Response Office (EPRO), anticipates that the knowledge resulting from the award made under this announcement will contribute significantly to the evidence base for preparedness, response, and research, and lead to improved operational planning efforts and capabilities for the collection of rapid and reliable occupational exposure via multiple routes (e.g., inhalation, dermal, ingestion, etc.) information for first responders. This Broad Agency Announcement (BAA) under the provisions of FAR 35.016 and FAR 6.102(d)(2) which provides for the competitive selection of research proposals.

The goal of the DARPA Advanced Plant Technologies (APT) program is to create the foundations for engineering plant varieties able to receive a variety of stimuli and produce measurable signals as output ("stimulus-response"). APT will rigorously explore the feasibility of using engineered plant varieties as independent biosensors.

The purpose of this requirement is to award a single award IDIQ with Fixed-Price and Cost-Reimbursement Task Orders. The period of performance will be for a total of five (5) years. The basis for award is Trade-Off/Best-Value. The Government will make award to the responsible offeror(s) whose offer conforms to the solicitation and is most advantageous to the Government cost or other factors considered. For this solicitation, all evaluation factors other than cost or price when combined are significantly more important than cost or price.
