Supplement to the Environmental Impact Statements for a Geologic Repository for the Disposal of Spent Nuclear Fuel and High-Level Radioactive Waste at Yucca Mountain, Nye County, NV SUMMARY: The U.S. Department of Energy (DOE or the Department) is announcing its intent to prepare a Supplement to the ``Final Environmental Impact Statement for a Geologic Repository for the Disposal of Spent Nuclear Fuel and High-Level Radioactive Waste at Yucca Mountain, Nye County, Nevada'' (DOE/EIS-0250F, February 2002) (Yucca Mountain Final EIS), and the ``Final Supplemental Environmental Impact Statement for a Geologic Repository for the Disposal of Spent Nuclear Fuel and High-Level Radioactive Waste at Yucca Mountain, Nye County, Nevada'' (DOE/EIS-0250F-S1, July 2008) (Repository SEIS). AREVA Enrichment Services (AES) LLC submitted the original license application on December 30, 2008, that proposes the construction, operation and decommissioning of a gas centrifuge uranium enrichment facility to be located near Idaho Falls, Idaho. On April 24, 2009, AREVA resubmitted the application to request an enrichment capacity increase. The U.S. Nuclear Regulatory Commission (NRC), in accordance with the National Environmental Policy Act (NEPA) and 10 CFR Part 51, announces its intent to prepare an Environmental Impact Statement (EIS) evaluating this proposed action. The EIS will examine the potential environmental impacts of the proposed facility. DATES: NRC invites public comments on the appropriate scope of issues to be considered in the EIS. You would think that after spending tens of millions of dollars on Environmental Impact Statements and Supplement Analyses that the DOE would be proud of its work. Yet so many documents relating to the Nevada Test Site (NTS) are missing online. This includes the 1996 NTS Environmental Impact Statement (EIS) and the most recent Draft Supplement Analysis, or Draft SA, a document that is drawn up, and reviewed by the public, every five years per the National Environmental Policy Act (NEPA) to see if the most recent EIS is still applicable, or adjustments need to be made. They appear to no longer exist online at the website of the DOE/NNSA/NSO (www.nv.doe.gov).*

The US Nuclear Regulatory Commission will receive comments until October 7 on a generic draft environmental impact statement for in-situ leach uranium recovery operations. NRC said it developed the draft EIS jointly with the Wyoming Department of Environmental Quality. The draft EIS would apply to at least four western states -- Wyoming, South Dakota, Nebraska and New Mexico -- where NRC said uranium milling companies have indicated an interest in seeking NRC licenses.

The June 24 failure involves a valve located outside the containment area. It controls the sump pump that drains water from the reactor, should it be necessary. The valve in question, and others on the two units, are located on the nuclear side of the station. NRC spokesman Viktoria Mitlyng said today the valve has since been repaired, and there is no longer any kind of safety concern to the station and the public. The NRC is now looking at what happened in the incident and why. "At what kind of weaknesses in the station's programs would have caused such a situation," she said. The NRC's report was issued Nov. 30, and received at Braidwood Station on Wednesday of this week, spokesman Neal Miller said today.

Gary Petersen, vice president of Hanford programs for the Tri-City Development Council, told Benton County commissioners Wednesday that Cascade Natural Gas has proposed piping natural gas to the future site, which could supply a significant amount of the energy needed to power the vitrification plant being built there. Two Cascade pipelines could be used. One would have to cross the Yakima River and the other would have to cross the Columbia. Natural gas is one of four proposals being eyed to offset energy consumption by the massive plant being built to turn some of Hanford's worst waste into a stable glass form.

"The Department of Energy officially announced Monday that it is looking for a way to dispose of 13 tons of surplus plutonium, enough for more than 1,600 nuclear weapons, that was not part of that destined to be turned into mixed oxide fuel at the MOX project being constructed at the Savannah River Site. DOE posted its intent in the federal register Monday, stating it planned to modify the scope of a previous Environmental Impact Statement (EIS) and to conduct additional public scoping meetings in stakeholder communities - including the Central Savannah River Area. Locally, a scoping meeting will be held Aug. 17 at the North Augusta Municipal Center from 5:30 to 8 p.m. The notice proposes to analyze new alternatives including sealing processed plutonium in cans then placing them in canisters that would in turn be surrounded with vitrified high-level liquid waste (meaning turned into glass), as well as simply increasing the amount of plutonium headed to MOX. "

"Unwittingly and without prior consent or vote of acceptance by the people ... we have become the outhouse of the Eastern Seaboard for dumping ... tons of ... wastes. State law should not have allowed this to happen to us, and it shouldn't ever again allow it to happen to anyone." THE LETTER COULD have been written by someone from Lee, Union or Anderson County. If we don't do something to change our burgeoning status as the solid-waste destination, it could be written soon by someone from Williamsburg, Cherokee or Marlboro County - all eyed by out-of-state waste-hauling companies looking to expand the growing list of rural S.C. homes to megadumps designed with the nation in mind.

The Nuclear Regulatory Commission is seeking public comment on its evaluation of the environmental impacts of issuing a Combined License (COL) for a third nuclear reactor at the North Anna site in Louisa County, Va., about 40 miles northwest of Richmond. The preliminary evaluation is contained in NUREG-1917, "Supplemental Environmental Impact Statement for the Combined License for North Anna Nuclear Power Station Unit 3." The draft report supplements the EIS developed for an Early Site Permit (ESP) at North Anna. The staff issued the North Anna ESP in November 2007, resolving many environmental issues related to the impacts of a potential additional reactor at the site. The latest evaluation focuses on additional environmental impact information contained in Dominion's COL application. The NRC staff also considered public input gathered during an earlier comment period, including at a public meeting on April 16, 2008. The NRC will discuss the latest evaluation in a public meeting Tuesday, Feb. 3 in Mineral, Va., and will accept written comments until March 20.
