The mining and export of Australian uranium has been a controversial issue for many years, and will continue to remain an intense political issue for many more years to come. This ignores the reality of many former ISL trials and mine sites across Europe and North America, and the history of ISL trial mines in Australia.

SUMMARY: Notice is hereby given that the U.S. Nuclear Regulatory Commission (NRC), with the cooperation of the Wyoming Department of Environmental Quality, Land Quality Division, is issuing for public comment a Draft Generic Environmental Impact Statement (Draft GEIS) that identifies and evaluates on a programmatic basis, the potential environmental impacts from the construction, operation, aquifer restoration, and decommissioning at in-situ leach (ISL) uranium milling facilities located in particular regions of the western United States. The Draft GEIS addresses environmental issues common to ISL milling facilities to aid in making more efficient environmental reviews of individual site-specific ISL license applications.

In this way repetitive reviews of certain of these impacts could be avoided, thus focusing NRC's evaluation on unique issues of concern for each ISL license application.

The Isle of Wight Citizens Association will talk about safety at the Surry nuclear power plant and county spending during a meeting Monday. The group meets at 7 p.m. at the Carrollton Library on New Towne Haven Lane. Two Dominion Virginia Power representatives will be on hand to answer the question of how safe is the nuclear power plant. The group will also talk about whether county government spending is out of control and about treated sewer sludge coming to Isle of Wight to be used as fertilizer.

The 13 individuals and groups seeking to have operations of the In Situ Leach (ISL) mine suspended face a significant hurdle, however, as they first must convince the panel that they have the right to take part in the license renewal proceedings.

The meeting, hosted by the Western Nebraska Resources Council (WNRC), was held in Chadron because of its proximity to the Crow Butte Resources in-situ leach (ISL) uranium mine, which is already in the process of permitting one major expansion and has two more in planning stages. Participanting groups included the Powder River Basin Resource Council, from Wyoming, ACTion for the Environment from South Dakota's Black Hills, the Black Hills chapter of the Sierra Club, Defenders of the Black Hills, Owe Aku/Bring Back the Way, a Lakota cultural group, and Coloradoans Against Resource Destruction.

Correction to Notice of Availability of Draft Generic Environmental Impact Statement for In-Situ Leach Uranium Milling Facilities

When House Bill 1161 -- the Land and Water Stewardship Act -- was signed into law by Gov. Bill Ritter on May 20, I was relieved for a short period of time. This legislation places restrictions and qualifications on uranium mining companies that propose to mine groundwater via the in-situ leach (ISL) process. The body of ground that I am most concerned with is the Denver Basin Aquifer System, which supplies drinking water to 500,000 to 700,000 Coloradans.

By letter dated July 3, 2008, Energy Metals Corporation (Energy Metals) submitted a Source Materials License application to the U.S. Nuclear Regulatory Commission (NRC) for the Antelope and JAB Uranium Project in Sweetwater County, Wyoming. The Antelope and JAB Uranium Project would involve the recovery of uranium by in situ leach (ISL) extraction. An NRC Administrative review, documented in a letter to Energy Metals dated March 9, 2009, found the application acceptable to begin a technical and environmental review. Before approving the license application, the NRC will need to make the findings required by the Atomic Energy Act of 1954, as amended, and NRC's regulations. These findings will be documented in a Safety Evaluation Report (SER) and a site-specific environmental review consistent with the provisions of 10 CFR Part 51.
