"Notice of Availability of the Draft Environmental Impact Statement for the Combined License for Calvert Cliffs Nuclear Power Plant Unit 3 Notice is hereby given that the U.S. Nuclear Regulatory Commission (NRC) [[Page 20868]] and the U.S. Army Corps of Engineers, Baltimore District, have published NUREG-1936, ``Environmental Impact Statement for the Combined License (COL) for Calvert Cliffs Nuclear Power Plant Unit 3: Draft Report for Comment.'' The site is located in Calvert County, Maryland, along the western shore of the Chesapeake Bay. Part 1 of the application for the COL was submitted by letter dated July 7, 2007, pursuant to Title 10 of the Code of Federal Regulations (10 CFR) Part 52 and 10 CFR 2.101(a)(5). A notice of acceptance for docketing of Part 1 of the COL application was published in the Federal Register on January 31, 2008 (73 FR 5877). A notice of intent to prepare a draft environmental impact statement (DEIS) and to conduct the scoping process was published in the Federal Register on February 14, 2008 (73 FR 8719). Part 2 of the COL application was submitted by letter dated March 14, 2008, and a notice of acceptance for docketing for Part 2 was published in the Federal Register on June 9, 2008 (73 FR 32606). A COL is an authorization to construct and (with specified conditions) operate a nuclear power plant at a specific site, in accordance with established laws and regulations. "

The Nuclear Regulatory Commission has suspended the principal portions of its reviews of Combined License (COL) applications for the River Bend site near Baton Rouge, La., and the Grand Gulf site near Vicksburg, Miss., following a request from the applicant, Entergy. The NRC has also cancelled a public meeting on the River Bend application originally planned for Thursday, Jan. 29, in St. Francisville, La. Entergy applied to the NRC in February 2008 for Grand Gulf, and in September 2008 for River Bend, for COLs to build and operate an Economic Simplified Boiling Water Reactor at each site. Entergy informed the NRC in a Jan. 9 letter that the company is currently considering alternate reactor technologies for both sites, and asked the agency to halt its work on the COL applications. In honoring this request, the NRC is conducting an orderly closeout of environmental reviews done for the Grand Gulf COL. The NRC will also continue interactions with the Federal Emergency Management Agency regarding emergency preparedness issues associated with the potential of additional reactors at the sites.

Progress Energy Florida today announced plans to shift the construction schedule for its planned Levy County nuclear project. In addition, the company filed its 2010 nuclear cost-recovery estimates with the Florida Public Service Commission (PSC), as required. The company's proposal will decrease customer nuclear costs to about half of the amount the company is eligible to recover in 2010 under current law. (Logo: http://www.newscom.com/cgi-bin/prnh/20020923/CHM008LOGO-c) The company is adjusting the Levy County nuclear project schedule to reflect the Nuclear Regulatory Commission's (NRC) determination that the excavation and foundation preparation work - originally scheduled to be completed at the same time the company was seeking a combined operating license (COL) for the plant - will not be authorized until the NRC issues the COL. The company's shift in schedule will move the commercial operation dates for the two Levy units from the 2016-2018 time period by a minimum of 20 months. The COL grants a utility permission to build and operate a new nuclear power plant. The company expects to receive the COL in late 2011 or early 2012.

The Nuclear Regulatory Commission has docketed, or accepted for review, a combined license (COL) application from Entergy for a new reactor at the River Bend site in Louisiana. Entergy's application, submitted Sept. 25, is the 14th COL request the agency has accepted for review. AmerenUE submitted the COL application and associated information July 24, 2008, and updated the application on Sept. 24, 2008, and Nov. 14, 2008. AmerenUE seeks approval to build and operate an Evolutionary Power Reactor (EPR) at the site, approximately 10 miles southeast of Fulton. The NRC is currently reviewing the EPR for possible certification. The Nuclear Regulatory Commission today announced the opportunity to participate in a hearing on a Combined License (COL) application for two new nuclear reactors at the Comanche Peak site near Glen Rose, Texas. Luminant Generation submitted the COL application and associated information Sept. 19, 2008, and updated the application in November and December 2008. Luminant seeks approval to build and operate two U.S. Advanced Pressurized Water Reactors (US-APWR) at the site, about four miles north of Glen Rose. The NRC is currently reviewing the US-APWR for possible certification. The Nuclear Regulatory Commission has made available the public version of a combined license (COL) application for two new reactors at the Turkey Point site near Miami. The applicant, Florida Power & Light (FP&L), submitted the application and associated information June 30. The application, minus proprietary and security-related details, is available on the NRC Web site at: http://www.nrc.gov/reactors/new-reactors/col/turkey-point.html. FP&L's COL application seeks approval to build and operate two AP1000 reactors at the site, approximately 25 miles south of Miami. The AP1000 is a Westinghouse 1,100 MWe pressurized-water reactor design the NRC certified in 2006. Westinghouse submitted an application in May 2007 to amend the certified design. "The Nuclear Regulatory Commission today announced the opportunity for public participation in a hearing on a Combined License (COL) application for two new reactors at the Turkey Point site near Homestead, Fla. Florida Power & Light submitted the COL application June 30, 2009, seeking approval to build and operate two AP1000 reactors at the site, approximately 40 miles south of Miami. The NRC staff has determined that the application contains sufficient information for the agency to formally "docket," or file, the application and begin its technical review. Docketing the application does not preclude additional requests for information as the review proceeds; nor does it indicate whether the Commission will issue the license. The NRC has issued in the Federal Register a notice of opportunity to intervene in the proceeding on the application, and the deadline for requesting a hearing is Aug. 17. Luminant Generation Company LLC; Comanche Peak Nuclear Power Plant Units 3 and 4 Combined License Application; Notice of Intent To Prepare an Environmental Impact Statement and Conduct Scoping Process Luminant Generation Company LLC (Luminant) has submitted an application for two combined licenses (COLs) to build Units 3 and 4 at its Comanche Peak Nuclear Power Plant (CPNPP) site, located on approximately 7,950 acres in Somervell and Hood Counties, Texas. CPNPP is located on Squaw Creek Reservoir, approximately 5.2 miles (mi) north of Glen Rose, Texas. Luminant submitted the application for the COL to the U.S. Nuclear Regulatory Commission (NRC) by letter dated September 19, 2008, pursuant to Title 10 of the Code of Federal Regulations (10 CFR) Part 52. A notice of receipt and availability of the application for the COLs, including the Environmental Report (ER), was published in the Federal Register on November 7, 2008 (73 FR 66276).

An Atomic Safety and Licensing Board, or ASLB, panel accepted one contention for a hearing on Progress Energy's combined construction permit-operating license, or COL, application for a new unit at its Harris plant in North Carolina. The Atomic Safety and Licensing Board panel said in an October 30 order that the North Carolina Waste Awareness and Reduction Network, or NC WARN, has standing to intervene and accepted a contention the group filed in August. NC WARN contends that the Harris COL application is incomplete because the NRC is still reviewing proposed amendments to its certification of the Westinghouse AP1000 design that Progress Energy plans to use. The ASLB panel said a hearing on the contention will be "held in abeyance" pending further review by the NRC staff and resolution of the issues in the ongoing design certification amendment rulemaking.

The Nuclear Regulatory Commission today announced the opportunity for public participation in a hearing on a Combined License (COL) application for a new reactor at the Bell Bend site near Berwick, Pa. The site is adjacent to the existing two-reactor Susquehanna Steam Electric Station. PPL Bell Bend submitted the COL application and associated information Oct. 10, 2008, seeking approval to build and operate an Evolutionary Power Reactor (EPR) at the site, approximately six miles northeast of Berwick. The NRC is currently reviewing the EPR for possible certification. "Exelon has submitted an application to the US nuclear regulator for an early site permit (ESP) for the construction of a new nuclear power plant in Victoria County, Texas. It has also formally withdrawn its application for a combined construction and operating licence (COL) for the proposed plant. Exelon announced in July 2009 that it had decided to indefinitely postpone plans to build new reactors and would instead pursue power uprates for its existing plants. The decision was made due to "uncertainties in the domestic economy, lowered expectations of future electricity demand and related economic considerations." The company said at that time that it planned to withdraw its COL application for the Victoria plant, but would instead seek an ESP for the site to keep the option of constructing the plant open. Unlike a COL, an ESP does not authorize construction of a new plant."

Entergy asked NRC January 9 to suspend the review of the utility's two new plant license applications, citing difficulties in reaching an engineering, procurement and construction agreement with vendor GE Hitachi. Entergy had filed an application for a combined construction permit-operating license, or COL, in February for an additional unit at its Grand Gulf site in Mississippi and another COL application in September for a new unit at its River Bend station in Louisiana. An Entergy spokesman said the company has asked NRC to suspend the safety review for both applications and to temporarily defer the environmental portion of those reviews.

Nuclear Regulatory Commission staff will hold public meetings Tuesday, Jan. 27, in Winnsboro, S.C., and Wednesday, Jan. 28, in Blair, S.C., to discuss the environmental issues the agency should consider in reviewing a Combined License (COL) application for two new reactors proposed for the Summer site near Columbia, S.C. The NRC will meet with the public on Jan. 27 from 7 - 10 p.m. at Fairfield Central High School, 836 US Highway 321 Bypass S in Winnsboro, and on Jan. 28 from 7 - 10 p.m. at McCrorey-Liston Elementary School, 1978 State Hwy 215 South in Blair. Copies of the report are also available at the Fairfield County Library, 300 Washington St. in Winnsboro. NRC staff will be available for informal discussions with members of the public during "open house" sessions both evenings from 6 - 7 p.m. Formal comments on the environmental review will only be accepted during the meeting from 7 - 10 p.m.

The Nuclear Regulatory Commission is seeking public comment on its evaluation of the environmental impacts of issuing a Combined License (COL) for a third nuclear reactor at the North Anna site in Louisa County, Va., about 40 miles northwest of Richmond. The preliminary evaluation is contained in NUREG-1917, "Supplemental Environmental Impact Statement for the Combined License for North Anna Nuclear Power Station Unit 3." The draft report supplements the EIS developed for an Early Site Permit (ESP) at North Anna. The staff issued the North Anna ESP in November 2007, resolving many environmental issues related to the impacts of a potential additional reactor at the site. The latest evaluation focuses on additional environmental impact information contained in Dominion's COL application. The NRC staff also considered public input gathered during an earlier comment period, including at a public meeting on April 16, 2008. The NRC will discuss the latest evaluation in a public meeting Tuesday, Feb. 3 in Mineral, Va., and will accept written comments until March 20.
