要解释这种巨大的差异，就必须看看历史所塑造的文化习惯。中国自秦统一以来，渐渐演化为一个官僚帝国，政府大、社会小，地方自治组织萎缩。比如明清时代的村落，几乎没有什么文献留下来，说明管理粗陋。有钱人不是出面领导自己的村子，而是迁居城里。老百姓有了纠纷，经常到官府去告，许多地方有“健讼”的名声。再看日本，到了中世纪晚期的战国时代，村落地方已经形成了强大的自治传统。村落里有集会讨论公共事务的场所，甚至村里保存着自己的武装。大家习惯于参加公共事物，自然也养成了公共品德。比如公用草地、树林怎么用，都有个规约，村民有遵守的习惯。中世纪的欧洲也是如此。英国史上的《大宪章》的一个重要部分就是《森林宪章》，涉及使用公共资源的权利。其实中国在先秦时代官僚国家没有建立以前，和这种情况也很相象。比如“山林川泽”这些地方共同体的公共财富，在分享时都有严格的规约。后来这些公共财富被权力侵吞，集权的官僚国家由此建立，民间的这种公共资源也就自然消失了。
