This note discusses the issue of who should benefit from a WIPO treaty for reading disabled persons. Should it only be people who are blind and visually impaired, as some propose, or should it be more inclusive with regard to other disabilities?

Hanan EL-Halawany and Enas Ibraheem Huwail Assuit University, Egypt In this paper the researchers try to comprehend the ideological framework within which Malaysia has created its ICT mediated education. We look at Malaysia as a rewarding case study as evidence reveals that Malaysia has managed to leapfrog using the opportunities that ICTs can offer. Therefore, this paper tries to distill Malaysia's experience in this arena and extract lessons learned and innovative strategies and practices applicable to the Egyptian context.

Or, nous avons eu il y a quelques mois la surprise de voir nos articles distribués par l'INIST (Institut national pour l'information scientifique et technique), sorte d'entité interne au CNRS assez autonome et aux missions pas toujours bien définies par la tutelle (voir rapport Salençon-Moatti mai 2008 sur l'IST). Voici comment cette distribution se passe. L'INIST demande à l'éditeur de la revue un abonnement gratuit. Puis il décortique chaque numéro et met chacun des articles en vente, avec une description sommaire (exemple pour un article de 1999 consacré au polytechnicien Paulin Talabot) (voir aussi la liste de tous les articles SABIX disponibles sur INIST, moteur Google interne au site INIST).

My perspective is that the only reasonable option for Facebook, MySpace and any other social networking site would be to terminate the accounts of any minors who live in Illinois because it would be impossible for them to do this. KEI supports the notion that the WIPO SCCR should begin it's norm setting agenda in small confidence building steps, working with communities that know what they want. The reading disabled community is at the head of the line both because they are ready now, and because they have a very compelling need. According to the World Health Organization, there are 45 million persons who are blind, and 90 percent of them live in developing countries, mostly in appalling poverty and with very limited employment opportunities.

On July 24-25 2008, the World Blind Union (WBU) and KEI convened an experts meeting to consider a possible WIPO Treaty for Improved Access for Blind, Visually Impaired and other Reading Disabled Persons.
