Gorbachev's Pizza Hut Ad Is His Most Bizarre Legacy - 0 views

  • There’s an undeniable voyeuristic frisson of seeing a man who once commanded a superpower hawking pizza
  • it’s a beautiful short film and a very weird advertisement: Who would have thought that a bunch of Muscovites bickering about the end of communism would be a natural pitch for pizza?

  • Gorbachev was determined to stay in Russia and fight for reform, not to take up a life of well-compensated exile abroad. To do that, he would need money to fund his center, his staff, and his activities—urgently. As Gorbachev later told France 24 when asked about the ad, “I needed to finish the building. The workers started to leave—I needed to pay them.” To keep his vision going—and to stay relevant in a world moving beyond him—he would need a lot of money. More, even, than he could make by giving lectures. More than anyone in Russia could, or wanted to, give him.

In the commercial’s fiction, at least, Gorbachev gets the hero’s reception that Raisa always thought he deserved.

  • Both Russia and, increasingly China, have been viewed as the main revisionist challengers to the liberal international order. The main vehicle for these counter-ordering efforts have been new economic and security regional organizations established by Moscow and Beijing to project their agendas and check the influence of Western counterparts. For Russia, this has included founding the Collective Security Treaty Organization (CSTO) as a regional security alternative to NATO, while in the economic sphere Russia has pushed for ever-increasing regional integration through the Eurasian Economic Union. For China, the most important of these new organizations is the Shanghai Cooperation Organization (SCO) founded in 2001. And in 2016 China also founded the Quadrilateral Cooperation and Coordination Mechanism (QCCM), established to promote regional anti-terrorist coordination and security cooperation between Tajikistan, Afghanistan and Pakistan. Around the same time investigative reports revealed that Beijing concluded an agreement to establish a military base in Tajikistan, with Chinese troops given the authority to patrol large swathes of the Tajikistan-Afghanistan border.

Human Trafficking and Slavery Help Finance Terrorists and Earn Them Strategic Advantage - 0 views

  • Rather than usher in a new era of Chinese influence, Beijing's missteps have shown why it is unlikely to become the world's leading power. Even if it overtakes the United States to have the biggest economy in the world, which many economists believe could happen over the next decade, China will not dislodge Washington from its central position in global affairs for decades to come.
  • China's assertiveness is generating intense suspicion, if not outright enmity, among its neighbors. Its "peaceful rise" is not taking place in isolation. There may be echoes in today's Asia of the late-nineteenth century in Europe and North America, but this is the one critical difference. The United States came into its own as a great power without any major challenge from its neighbors, while Germany's ascent was aided by the collapsing Austro-Hungarian and Ottoman empires and Russian monarchy on its frontiers. China, on the other hand, is surrounded by vibrant countries with fast-growing economies, from South Korea to India to Vietnam, who all believe that this is their time, as well. Even Japan, after two decades of stagnation, still has one of the most formidable navies in the world, as well as the world's third largest economy. China's strategic misfortune is to be bordered by robust and proud nation-states which expect their own stake in the modern world.
  • On the economic front, Beijing is taking aim at another pillar of U.S. power: the dominance of the dollar. China is putting in place an ambitious long-term plan to turn the renminbi into one of the main international currencies. Chinese leaders often discuss the project in technical terms, about reducing currency risk for their companies, but they also do little to hide their frustration with the dollar's privileged status. One Chinese academic even likens the importance of the project to turn the renminbi into a major reserve currency to China's acquisition of a nuclear weapon in the 1960s. The politics of the currency plan are themselves an interesting sidebar to the over-hyping of Chinese influence. While American politicians have been worrying loudly about the risk of China owning so many Treasury bonds ("How do you deal toughly with your banker?" Hillary Clinton asked at a private lunch with then Australian Prime Minister Kevin Rudd in March 2009) China has been fretting about how little leverage its U.S. bond holdings give it. The desire to dethrone the dollar is partly rooted in China's frustration that it has absolutely no influence over the Federal Reserve. And yet it has few options other than buying American debt, because the U.S. Treasury bond market is the largest and most liquid in the world.

  • The key to Chinese state capitalism is control over a relatively closed financial system, which allows the Communist Party to funnel huge volumes of cheap credit to select projects, industries, and companies. But to have a truly international currency, one that the world's central banks want to hold, China would have to let investors from around the world buy and sell large volumes of Chinese financial assets. As a result, Beijing would have to dismantle that system of controls. It would need to permit capital to flow freely in and out of the country, let the market set interest rates and allow the currency to float. An independent legal system and transparent economic policymaking would also be useful. China has a choice. It can have an international currency that might challenge the U.S. dollar or it can keep its brand of state capitalism that has driven the economy and kept the Communist Party in power. But it cannot have both.

Beyond the empirical, which in a way is not so difficult—though it takes a lot of time—there is the challenge of developing conceptual framings that allow you to accommodate these fragments from diverse disciplines. In my experience one has to construct a kind of conceptual architecture that encompasses (as does a building!) many diverse elements. The critical challenge here is the organizing logic.

As a colleague mentioned, however, the authors of the study do not cite more recent work in this area, which is rather surprising and unfortunate.   • Copenhagen as the last serious attempt to use 20th century techniques to arrange our 21st century affairs. Seeking consensus between 193 sovereign states through a zero-sum negotiation process was always going to be a fool’s errand. It failed because it handed exclusive rights to national governments, leaving 99% of the energy of business, civil society, cities, and the youth (just to same a few) as frustrated bystanders
  • It has failed because our global commons can no longer be managed by top-down, government-led, compliance focused, publicly-funded agreements between nations.
  • Reforming global governance has been an esoteric topic for many years pursued by policy analysts, academics and international bureaucrats offering unintelligible diagnostics and incremental and largely technocratic recommendations. Copenhagen, and its potentially ghastly implications, makes this obscurity unacceptable. In the last two decades we have in fact already invented far more effective ways to do business internationally, from how we do global health through public private partnerships to building the hadron collider in CERN (it works now, but the amazing thing about it is how the global scientific and political community made it happen, not merely that it is ‘about the origins of everything’). We do not need another Commission made up of those who have presided over our failing global institutions, we need fresh blood and urgency in surfacing today’s institutional innovations and working out how to make these work in practice.

But the U.S. and its allies’ focus on ideology risks ignoring why ISIS gained support in the first place. Raids and detentions, torture and execution, and governance that politically marginalizes certain groups and offers few options for justice or accountability will only build anger. It is these layers of political and social contexts that are lost in most coverage, even if they will shape Iraq and Syria for a long time to come.

  • The S.D.F. offers a remarkable vision to counter ISIS’s draconian rule — local councils, farmers’ cooperatives, and committees that promote the rights of oppressed minority groups. In the village of Jinwar, a female-controlled town, the S.D.F. has built a commune for women and their children, both Kurdish and Arab, seeking to escape oppressive families and realize a community without patriarchy. According to the constitution of the so-called Autonomous Administration of North and East Syria, the S.D.F.-linked ruling authority in the region, a post-ISIS Syria will be “a society free from authoritarianism, militarism, centralism and the intervention of religious authority in public affairs.” In order to realize this vision, part of the S.D.F.’s mandate is not just to govern, but also to annihilate ISIS. Several soldiers and S.D.F. spokesmen told me that the war against ISIS isn’t over — its aim now, with the support of the U.S., is to destroy sleeper cells and root out the ideology.

So even though the Navy is now saying, “Hey, we’ve got UFOs on film, here they are,” the scientists are still not going to study them. So there seems to be something blocking the scientific community from engaging this phenomenon
  • We argued in our 2008 academic paper that the modern state is what we call anthropocentric. Basically, that means human beings are sovereigns. In ancient times, it was the gods or nature that was thought to rule over everything. Now it’s human beings. And this principle is embodied in the state. And if you call that into question, if you call into question that the state is not the only potential sovereign here, the whole legitimacy of the state is called into question. So the whole worldview of the modern state is very vulnerable to the UFO question. You can’t even ask the question because it raises the possibility that there could be ETs here. And that would just blow everything wide open.

In many instances, positions that native born workers are not willing to fill create opportunities for migrants. Furthermore, immigrants are not only workers, but they are also consumers. Ultimately, the amount of jobs available depends in large part on the level of demand for goods and services, which is in turn affected by the total number of people contributing to the economy. Immigrants also become employers themselves, at rates higher than the native-born population. As such, they help put upward pressure on American wages and overall employment. Immigrants also tend to fill jobs that are complements to those held by native-born workers, making the latter more productive. And despite immigrants only making up 16% of inventors, they are responsible for 30% of aggregate US innovation since 1976, with their indirect spillover effects accounting for more than twice their direct productivity contribution. In short, immigration creates more economic opportunities for everyone: a win-win scenario.
