Are 'Water Wars' imminent in Central Asia? - Al Jazeera English - 1 views

  • The overpopulated, Israel-sized Ferghana Valley has attracted the armies of Alexander the Great, Arabs, Mongols and Russian tsars. It has also spawned some of the bloodiest conflicts in the former Soviet Union, including ethnic clashes, incursions of armed Islamists and the Uzbek government's merciless crackdown on a 2005 popular revolt.   The glaciers and snows of the Tian Shan mountains around the valley give birth to the Syr Darya, one of Central Asia's two major rivers, and turn the valley into a giant hothouse with nearly perfect conditions for farming. Border areas in nearby Xinjiang, China's troubled Muslim region, also depend on Tian Shan's glaciers for water. But between 1961 and 2012, the sky-scraping range whose name means "Heavenly Mountains" in Chinese, has lost 27 percent of its ice mass, the German Research Centre for Geosciences said last year. The annual loss amounts to up to 5.4 cubic kilometres of water a year, it said.

Their problems are exacerbated by desertification, old and decrepit infrastructure and poor water management.

  • Several new trends stand out as the SCO steps out of its infancy and adolescence. From a regional organization limited to Central Asia and its environs, SCO may well become the leading integration process over the entire Eurasian landmass, of which 40% still stands outside the ambit of the organization. Prior to his arrival in Astana to attend the summit, Chinese President Hu Jintao visited Ukraine. Equally, Belarus has been admitted as a "dialogue partner". Most certainly, SCO realizes that Central Asian and South Asian security are indivisible. Integration of two major South Asian countries - India and Pakistan - is in the cards - the summit finalized their membership norms and negotiations. Indian officials exude optimism.

  • China's trade with SCO member countries shot up from US$12.1 billion to around $90 billion during the past 10 years, but if the $60 billion Sino-Russian trade volume is kept out, what emerges is that the track record on trade and economic cooperation has been far below its potential. The SCO plans to have a free-trade area by 2020.

The Astana summit has reiterated its basic ideology that the countries of the region possess the genius and resources to solve their problems of development and security and outside intervention is unwarranted. Historically, though, the summit may have signified China's entry into the Eurasian landmass. As happened over Central Asia, China will take the utmost care to coordinate with Russia.

  • Both Russia and, increasingly China, have been viewed as the main revisionist challengers to the liberal international order. The main vehicle for these counter-ordering efforts have been new economic and security regional organizations established by Moscow and Beijing to project their agendas and check the influence of Western counterparts. For Russia, this has included founding the Collective Security Treaty Organization (CSTO) as a regional security alternative to NATO, while in the economic sphere Russia has pushed for ever-increasing regional integration through the Eurasian Economic Union. For China, the most important of these new organizations is the Shanghai Cooperation Organization (SCO) founded in 2001. And in 2016 China also founded the Quadrilateral Cooperation and Coordination Mechanism (QCCM), established to promote regional anti-terrorist coordination and security cooperation between Tajikistan, Afghanistan and Pakistan. Around the same time investigative reports revealed that Beijing concluded an agreement to establish a military base in Tajikistan, with Chinese troops given the authority to patrol large swathes of the Tajikistan-Afghanistan border.
