Qatar Crisis: A Cautionary Tale - 0 views

  • As ties with the Obama White House deteriorated, ruling circles in Gulf capitals became increasingly muscular in pursuing their own regional interests. This was, in part, a reaction by Saudi and Emirati officials to Qatar’s assertive approach to the uprisings in North Africa and Syria between 2011 and 2013
  • The second phase of the Gulf states’ regional assertiveness (after Qatar’s activist approach in 2011 and 2012) played out in Libya, Yemen, the Gulf and Egypt. Saudi Arabia and the UAE funneled tens of billions of dollars in financial aid and investment in infrastructure designed to kickstart the ailing Egyptian economy. The UAE coordinated closely with Egypt and Russia to triangulate support for the Libyan strongman, Khalifa Haftar, as he battled Islamist militias in eastern Libya, carving out a largely autonomous sphere of influence separate from the internationally backed political process in Tripoli. The Saudis and Emiratis, together with the Bahrainis, withdrew their ambassadors from Qatar in March 2014 and accused Doha of interfering in the domestic affairs of its regional neighbors.
  • On the international stage, King Salman of Saudi Arabia made clear his displeasure with the Obama administration by canceling his planned attendance of the US-GCC summit at Camp David in May 2015. Six weeks earlier, Saudi Arabia and the UAE had launched Operation Decisive Storm in Yemen. The Yemen war was designed to restore the government of President Abd-Rabbu Mansur Hadi, ousted in 2014 by the tactical alliance of Iran-allied Houthi rebels and former Yemeni President Ali Abdullah Saleh’s armed loyalists. Launched just five days before the initial deadline (later extended to July 2015) in the nuclear negotiations between Iran and the P5+1, the decision to take military action to counter and roll back perceived Iranian influence in Yemen represented a Saudi-led rebuke to the Obama administration’s belief that it was possible to separate the nuclear issue from Iran’s meddling in regional affairs.

  • Another UAE-based visitor during the transition was Erik Prince, brother of Betsy DeVos (President-elect Trump’s nominee as secretary of education). Prince had been hired by Abu Dhabi to develop a private security force after the demise of Blackwater in 2009. He “presented himself as an unofficial envoy for Trump to high-ranking Emiratis” and met with a Russian official in a UAE-brokered meeting in the Seychelles shortly before the inauguration, reportedly as part of an effort to establish a backchannel of communication over Syria and Iran.
  • In the early weeks of the administration, Kushner also reached out to Saudi policymakers, including Deputy Crown Prince Mohammed bin Salman al-Saud — like Kushner an ambitious millennial who had entered policymaking from a business background. They shared uncannily similar nicknames: “Mr. Everything” (MBS) and the “Secretary of Everything” (Kushner). The two men grew close and reportedly stayed up until nearly 4am “swapping stories and planning strategy” during an unannounced visit Kushner made to Saudi Arabia in October 2017.

The contract included “a wide range of services specific to a global media campaign,” including $75,000 for a social media campaign targeting Qatar during the UN General Assembly. McClatchy observed, too, that Bannon had visited Abu Dhabi to meet with MBZ in September 2017, and that Breitbart (the media platform associated with Bannon both before and after his brief White House stint) had published more than 80 mostly negative stories about Qatar since the GCC crisis erupted
  • a striking element about the Saudi-Emirati outreach is the limited success it achieved. Officials may have seized the opportunity to shape the administration’s thinking and succeeded temporarily, in June 2017, in getting the president to support the initial action against Qatar, but that proved a high watermark in cooperation that did not lead to any substantive follow-through
  • The transactional approach to policymaking taken by the Trump presidency is not necessarily underpinned by any deeper or underlying commitment to a relationship of values or even interests.   • Although the crisis in the Gulf may have passed its most dangerous moment — when for a few days in June 2017 the possibility of Saudi and Emirati military action against Qatar was deemed so serious by US officials that Secretary of State Tillerson reportedly had to warn MBS and MBZ against any precipitous action — it has had significant negative consequences for both the region and Washington. In the Gulf, four decades of diplomatic and technocratic cooperation among the six GCC states has been put at risk, threatening the survival of one of the hitherto most durable regional organizations in the Arab world.
  • It is hard to see how the GCC can recover after the sub-regional institution has failed to prevent three of its members from turning on a fourth twice in three years, and when it has been absent at every stage of the crisis, from the initial list of grievances to the subsequent attempts at mediation.
  • Washington’s policy approaches toward Qatar appear now to have settled on the view that the standoff is detrimental to American strategic interests both in the Gulf and across the broader Middle East and should be resolved by Kuwaiti-led mediation. However, the confused signals that came out of the Trump administration during its first six months in office do constitute a cautionary tale. They illustrate the vulnerability of a new and inexperienced political class to influence, which came close to jeopardizing a key US partnership in the Middle East. Unlike, say, the US and Iran, there are no clearly defined good and bad sides the US should support or oppose in its dealings with the GCC members, all of whom have been pivotal, in different ways, to the projection of US power and influence in the region.

Beyond the Nation-State | Boston Review - 0 views

  • The Westphalian order refers to the conception of global politics as a system of independent sovereign states, all of which are equal to each other under law. The most popular story about this political system traces its birth to the Peace of Westphalia in 1648, follows its strengthening in Europe and gradual expansion worldwide, and finally, near the end of the twentieth century, begins to identify signs of its imminent decline. On this view, much of the power that states once possessed has been redistributed to a variety of non-state institutions and organizations—from well-known international organizations such as the UN, the EU, and the African Union to violent non-state actors such as ISIS, Boko Haram, and the Taliban along with corporations with global economic influence such as Facebook, Google, and Amazon. This situation, the story often goes, will result in an international political order that resembles medieval Europe more than the global political system of the twentieth century.
  • Over the last two decades, scholars working on the history of the global order have painstakingly shown the complete mismatch between the story of Westphalia and the historical evidence. The nation-state is not so old as we are often told, nor has it come to be quite so naturally. Getting this history right means telling a different story about where our international political order has come from—which in turn points the way to an alternative future.
  • Generations of international relations students have absorbed the idea of the 1648 Peace of Westphalia as a pan-European charter that created the political structure that now spans the entire globe: a system of legally (if not materially) equal sovereign states.   • In fact, the Peace of Westphalia strengthened a system of relations that was precisely not based on the concept of the sovereign state but instead on a reassertion of the Holy Roman Empire’s complex jurisdictional arrangements (landeshoheit), which allowed autonomous political units to form a broader conglomerate (the “empire”) without a central government.  
  • What we have come to call the Peace of Westphalia actually designates two treaties: signed between May and October 1648, they were agreements between the Holy Roman Empire and its two main opponents, France (the Treaty of Münster) and Sweden (the Treaty of Osnabrück). Each treaty mostly addressed the internal affairs of the Holy Roman Empire and smaller bilateral exchanges of territory with France and with Sweden.

  • The solution to the Westphalia debacle, then, would seem to lie in putting forward an alternative narrative grounded in greater historical accuracy, one that reflects the much more complicated process through which the modern international order came about.
  • Until the nineteenth century, the international order was made up of a patchwork of polities. Although a distinction is often made between the European continent and the rest of the world, recent research has reminded us that European polities also remained remarkably heterogeneous until the nineteenth century. UAE and the Horn of Africa: A Tale of Two Ports - 0 views

  • On February 22, Djibouti seized control of the Doraleh Container Terminal from its joint owner and operator, the Dubai-based DP World. The seizure was not wholly unexpected and was the culmination of Djibouti's deteriorating bilateral ties with the United Arab Emirates and a lost legal battle with DP World to renegotiate the terms of the port concession that gave it a 33 percent equity stake in 2006. The London Court of International Arbitration Tribunal ruled against Djibouti's claims, lodged in 2014, that DP World paid bribes in order to secure the 30-year concession
  • Doraleh opened in 2009 and is the only container terminal in the Horn of Africa able to handle 15,000-ton container ships. It quickly became the most important entrepot for the region's largest country and economy, Ethiopia, which was rendered landlocked by Eritrea's independence in 1993. There are reportedly plans for DP World to upgrade the connectivity infrastructure linking Berbera to the Ethiopian border that would allow Addis Ababa and potentially greater East Africa to reduce their sole dependence on Djibout

The Oil for Security Myth and Middle East Insecurity - MERIP - 0 views

  • Guided by the twin logics of energy security and energy independence, American actions and alliances in region became a self-fulfilling prophecy. The very thing the United States sought to eliminate in the Middle East—insecurity—became a major consequence of America’s growing and increasingly militarized entanglement.
  • In effect, the essential relationship of dependency between the United States and the Middle East has never been “oil for security.” It has in fact been oil for insecurity, a dynamic in which war, militarization and autocracy in the region have been entangled with the economic dominance of North Atlantic oil companies, US hegemony and discourses of energy security.
  • Although the destabilizing contradictions of this dependency have now undercut both American hegemony and the power of the North Atlantic hydrocarbon industries, the oil-for-insecurity entanglement has nonetheless created dangerously strong incentives for more conflict ahead.

At the same time, regional hegemons would be kept in check by “balancing” competing states against each other.
  • The realization of Middle Eastern insecurity was also made possible by the rapid and intensive arms build-up across the region in the 1970s. As oil prices skyrocketed into the 1980s, billions of so-called petrodollars went to purchase arms, primarily from North Atlantic and Soviet manufacturers. Today, the Middle East remains one of the most militarized regions in the world. Beyond the dominance of the security sector in most Middle Eastern governments, it also boasts the world’s highest rates of military spending. Since 2010, Middle Eastern arms imports have gone from almost a quarter of the world’s share to nearly half in 2016, mainly from North Atlantic armorers.

  • Lebanon was in the midst of a civil war pitting the Christian and Muslim communities against each other. The Muslims saw the Marines as enemies intent on keeping a hated President Camille Nemr Chamoun in office against the law. The Lebanese army, a fragile coalition of Christians and Muslims, saw the Marines as uninvited aggressors who were violating Lebanese sovereignty. The American command was prepared for the worst and was ready to deploy nuclear weapons to the battlefield from its base in Germany.

Both agreed that the Iraqi coup was the most important development in the Middle East and the American intervention in Lebanon was a sideshow.

  • The British had been completely surprised by the coup in Egypt, but the CIA was not — it had detected the signs of change coming.   • Roosevelt led the CIA operation that overthrew a democratically elected government in Iran and restored the Shah to his throne in 1953, immediately making him the darling of both Dulles and Eisenhower.
  • Washington agreed to encourage the British to give up their Suez Canal base. British Prime Minister Winston Churchill was initially reluctant, but the U.K.’s huge debts from the world wars compelled him to make a deal and the British army agreed to leave Egypt in 1954.   • A little-known consequence of the war on terror, and in particular the 17 combined years of US warfare in Iraq and Afghanistan, is that the number of special operations forces has more than doubled since 9/11, from 33,000 to 70,000. That’s a vast pool of crack soldiers selected, trained, and combat-tested by the most elite units of the US military, such as the Navy SEALs and Army Rangers. Some special operations reservists are known to engage in for-profit soldiering, said a high-level SEAL officer who asked not to be named. “I know a number of them who do this sort of thing,” he said. If the soldiers are not on active duty, he added, they are not obligated to report what they’re doing.

  • Continuing the racist metaphor which Israel's former prime minister, the Lithuanian-born Ehud Barak, née Brog, posited in 2002 when he described Israel as a "villa in the jungle", European Union foreign policy chief Josep Borrell declared last week that "Europe is a garden. We have built a garden…The rest of the world – and you know this very well, Federica [Mogherini] – is not exactly a garden. Most of the rest of the world is a jungle, and the jungle could invade the garden." 
  • In the 19th and much of the 20th century, the favourite metaphor that European colonial racists used against the rest of the world was that Europe represented "civilisation", while the rest of the world represented "savagery" and "barbarism". The indigenous peoples of the Americas were described early on as savages. Any resistance to Europe’s colonial genocides then or later was considered nothing short of barbarism, as the French described the resistance of the enslaved Africans of Saint Domingue, the Algerian people, the Kanak of New Caledonia, among many others.

When rescue at sea becomes a crime: who the Tunisian fishermen arrested in Italy really are | openDemocracy - 0 views

  • On the night of Wednesday, August 29, 2018, six Tunisian fishermen were arrested in Italy. Earlier that day, they had set off from their hometown of Zarzis, the last important Tunisian port before Libya, to cast their nets in the open sea between North Africa and Sicily. The fishermen then sighted a small vessel whose engine had broken, and that had started taking in water. After giving the fourteen passengers water, milk and bread – which the fishermen carry in abundance, knowing they might encounter refugee boats in distress – they called the Italian coastguard, who told them they’d be coming soon. After hours of waiting, though, the men decided to tow the smaller boat in the direction of Lampedusa – Italy’s southernmost island – to help Italian authorities in their rescue operations. At around 24 miles from Lampedusa, the Guardia di Finanza (customs police) took the fourteen people on board, and then proceeded to violently arrest the six fishermen. According to the precautionary custody order issued by the judge in Agrigento (Sicily), the men stand accused of smuggling, a crime that could get them up to fifteen years of jail if the case goes to trial. The fishermen have since been held in Agrigento prison, and their boat has been seized.

  • The fishermen of Zarzis have been on the frontline of rescue in the Central Mediterranean for over fifteen years. Their fishing grounds lying between Libya – the place from which most people making their way undocumented to Europe leave – and Sicily, they were often the first to come to the aid of refugee boats in distress. “The fishermen have never really had a choice: they work here, they encounter refugee boats regularly, so over the years they learnt to do rescue at sea”, explained Gammoudi. For years, fishermen from both sides of the Mediterranean were virtually alone in this endeavour.
  • In the months following the revolution, hundreds of boats left from Zarzis taking Tunisians from all over the country to Lampedusa. Media smear campaigns directed against acts of solidarity with migrants and refugees and against the work of rescue vessels in the Mediterranean poured even more fuel on already inflamed anti-immigration sentiments in Europe.

As for telling them about what happened on August 29, Chamseddine simply says that he was assisting people in distress at sea: he’d do it again.

  • Mass state violence against civilians is not a glitch in the international system; it is baked into statehood itself. The natural right of self-defense plays a foundational role in the self-conception of Western states in particular, the formation of which is inseparable from imperial expansion. Since the Spanish conquest of the Americas starting in the sixteenth century, settlers justified their reprisals against indigenous resistance as defensive “self-preservation.” If they felt their survival was imperiled, colonizers engaged in massive retaliation against “native” peoples, including noncombatants. The “doctrine of double effect” assured them that killing innocents was permissible as a side effect of carrying out a moral end, like self-defense.
  • By the nineteenth century, the Christianizing mission had been augmented by a civilizing one of the “savage” natives. More recently, this colonial ideology has manifested itself in the project of “bringing democracy to the Arab world,” with Israel designated as the “the only democracy in the Middle East,” the proverbial “villa in the jungle.”

Progressive Europeans reasoned then that long-term peace would be secured if troublesome minorities were removed. This ideology—which the governments of Russia, China, Turkey, India, and Sri Lanka share today—maintains that indigenous and minority populations must submit to their subordination and, if they resist, face subjugation, deportation, or destruction. Antiterrorism operations that kill thousands of civilians are taken to be acceptable responses to terrorist operations that kill far fewer civilians

It is thus unsurprising that they have not pressed the Israeli government to explain how cutting off water, food, and power to Gaza—a “war of starvation” as the Euro-Med Human Rights Monitor put it—is a legitimate military tactic, one not covered by the UNGC, which declares one genocidal predicate act to be “deliberately inflicting on the group conditions of life calculated to bring about its physical destruction in whole or in part.” But if so-called humanitarian pauses are occurring to allow in a little, if grossly inadequate, aid, and the “total siege” is lifted after the military defeat of Hamas (should it happen), it will be difficult to argue in a legal context that Israel’s strangling of Gaza was a genocidal act.

  • The modern concept of lone-wolf terrorism was developed by rightwing extremists in the US. In 1983, at a time when far-right organisations were coming under immense pressure from the FBI, a white nationalist named Louis Beam published a manifesto that called for “leaderless resistance” to the US government. Beam, who was a member of both the Ku Klux Klan and the Aryan Nations group, was not the first extremist to elaborate the strategy, but he is one of the best known. He told his followers that only a movement based on “very small or even one-man cells of resistance … could combat the most powerful government on earth”.

  • Reviewing Biden’s record on Iraq is like rewinding footage of a car crash to identify the fateful decisions that arrayed people at the bloody intersection. He was not just another Democratic hawk navigating the trauma of 9/11 in a misguided way. He didn’t merely call his vote for a disastrous war part of “a march to peace and security.” Biden got the Iraq war wrong before and throughout invasion, occupation, and withdrawal. Convenient as it is to blame Bush—who, to be clear, bears primary and eternal responsibility for the disaster—Biden embraced the Iraq war for what he portrayed as the result of his foreign policy principles and persisted, most often in error, for the same reasons. 
  • “I think the vast majority of the foreign policy community thinks [my record has] been very good.” That will be important context should Biden become president. The intelligence “was hyped to justify going to war,” Biden continued, causing “America’s credibility and security [to] have suffered a terrible blow.” Yet Biden made no call for withdrawal. It was easier to pretend that Bush was waging a different war than the one he empowered Bush to wage. 
  • The U.S., unable to win the war it chose, would be better off reshaping the map of Iraq into something that better suited it. The proposal was a natural outgrowth of viewing Iraq as an abstraction. Now that Iraq had undermined American power, Iraq would be subject to a kind of dismemberment, a theoretically cleaner problem to solve than a civil war or a weak client state. In September 2007, Biden prevailed upon his fellow senators to endorse his proposal on a staggering 75-23 vote. There was no support for the idea among actual Iraqis outside Kurdistan, but they were beside the imperial point.

With the war a morass, Biden secured $23 billion, far more than the Pentagon requested, to buy Mine Resistant Ambush Protected (MRAP) vehicles, whose hull design proved more survivable against the insurgency’s improvised bombs. Bolton has a long history with the Western Sahara conflict, from his days in heading the State Department’s UN office at the end of the Cold War, to serving as an aide to Baker’s Western Sahara mission in the late 1990s, to his controversial interim appointment as the US representative to the United Nations from 2005 to 2006. It is no secret that Bolton has been sympathetic toward Polisario, a cause that became popular among the UN-bashing conservatives in the mid-1990s. While Bolton’s “get tough” approach to Western Sahara might be framed in terms of sensible UN cost-cutting, his recent statements on the issue, where he framed the Western Sahara question as a simple matter of organizing a vote on independence, have sent the Moroccan diplomatic corps, Washington D.C. lobbyists and media apparatus into a frenzy.

Kathy Fields and Garry Rayant. Kenneth Baer, a former White House advisor to President Barack Obama and communications counsel to the Anti-Defamation League, is also an active member of the group.
