    Are you an advertiser looking to target mothers online with children under 12 who are concerned about obesity to promote a healthy snack food? Or people that don't support drilling in the Arctic National Wildlife Refuge but support offshore drilling generally? If so, Resonate Networks -- a new ad network geared to nonprofit, political and corporate advertisers -- promises to serve up just the right audience based on highly targeted, if anonymous, profile data focused on political views and attitudes. "It's really drilling down to people's beliefs and where they stand on issues," said Bryan Gernert, CEO of Alexandria, Va.-based Resonate, a non-partisan company launched by former Republican and Democratic political strategists including Harold Ickes, Bill Clinton's former deputy chief of staff and one of Resonate's investors. Unlike traditional ad networks that target advertising based on a site content or audience demographics, Resonate combines survey information, online and offline databases and proprietary algorithms to match Web users' political leanings and levels of activism with sites they tend to visit most often. "You can identify Web sites that have a preponderance of people who support certain issues," that go beyond obvious issue-oriented or political sites, said Gernert. He added that Resonate is already working with 500 of about 2,500 sites that correlate strongly with particular issues or audiences with high levels of engagement or influence.

    An eBay Inc. effort to broaden communication through the popular Twitter Web-messaging service highlights the hurdles facing corporate users of online social media. The growing Twitter audience also attracted the attention of eBay's lawyers, who last month required Mr. Brewer-Hay to include regulatory disclaimers with certain posts. Some followers think the tougher oversight is squelching Mr. Brewer-Hay's spontaneous, informal style. His experience shows the tension that can arise as more companies tap social media to reach investors, customers and others. Eighty-one Fortune 500 companies sponsor public blogs, including Wal-Mart Stores Inc., Chevron Corp. and General Motors Corp., according to the Society for New Communications Research. Of those blogs, 23 link to corporate Twitter accounts. On Thursday, a Johnson & Johnson executive reported for the first time on the health-care giant's annual meeting via Twitter, which allows users to post "tweets" of as many as 140 characters via text messages and the Web. Such efforts raise thorny questions. Blogs and tweets can run afoul of Securities and Exchange Commission regulations on corporate communications. But sanitizing such posts risks hurting credibility with online audiences. The online auctioneer launched a corporate blog in April 2008. Two months later, blogger Richard Brewer-Hay began "tweeting" -- posting updates on Twitter -- about Silicon Valley technology conferences, eBay's quarterly earnings calls and other topics.

The founder of Wanamaker's department store is known as the "father of modern advertising." A century later, advertising professionals have gotten more sophisticated and adapted to radio, television, outdoor and digital media. Wanamaker's observation about the value and effectiveness remains profound for merchants and manufacturers, as well as for media outlets that have seen broadcasting or print-advertising dollars reduced to digital pennies. The Internet has made the amount of space that can be filled with advertising virtually infinite, while the recession has all but emptied the advertising coffers of automakers, financial services firms and real estate companies. While digital media has disrupted the traditional ad business, it also presents the tantalizing promise to answer Wanamaker's question. Prior generations of digital advertising gave us spam and banner ads that tempted us with animated mortgage holders wildly dancing on the roof of their home or prizes for whacking a mole. The new proposition is that digital ads will allow advertisers to target audiences and track their returns on investment, and provide users with advertising and content that is more relevant. Security Catalyst founder Michael Santarcangelo details five steps risk professionals can use to communicate value effectively. They are a powerful innovation in advertising, but one that raises compelling privacy issues - issues that should be addressed now, before digital signs that monitor our behavior become the new normal. Most digital signs are flat-screen TVs that run commercials on a continuous loop in airports, gas stations, and anywhere else marketers think they can get your attention. However, marketers have had difficulty determining exactly who sees the display units, which makes it harder to measure viewership and target ads at specific audiences. The industry's solution? WebCPA - Security, privacy issues claim top spots on AICPA's Top Tech poll - 0 views

    The more things change, the more they stay the same. Such is the case for information security management, which has been voted - for the seventh consecutive year - the most important issue affecting IT strategy, investment and implementation over the coming 12 to 18 months, according to the American Institute of CPAs' 20th Annual Top Technology Initiatives Survey. Employing a new strategy this year, the institute's 10-member tech task force distributed surveys to approximately 50,000 of the institute's members and then advertised the survey in an electronic newsletter. "We changed the voting audience," said David Cieslak, CPA, CITP and co-chair of the task force, noting that they sought responses from all institute members, without feedback from outside technology groups, as in past years. "It's a big year - our 20th - we wanted to make sure it was reflective of our membership." This year's survey received more than 700 responses, which ranked 33 technology initiatives that they perceived as having the most impact over the next 12-to-18 months. The most pressing initiative, according to respondents - information security management - is an integrated, systematic approach that co-ordinates people, policies, standards, processes and controls used to safeguard critical systems and information from internal and external security threats. "Integrity, confidentiality and the relationship that CPAs have with their clients is something that has always been important to accountants," said Mary MacBain, CPA, CITP and a task force co-chair.     The Internet Advertising Bureau U.K. has today launched a good practice principles guide for firms that collect and use data for online advertising. The goal is to promote self-regulation of the practice and quell privacy concerns surrounding it. Companies that support the principles include Google, Microsoft Advertising, Platform-A, Yahoo, Specific Media, Audience Science, NebuAd, and Phorm, all of which have been involved in the formation of the principles as members of the IAB's behavioral advertising task force. To complement the guide, the IAB has also launched a consumer-facing site, youronlinechoices.co.uk, designed to educate consumers on how and why their data is being used, and to provide information on how they can opt out of the process if they wish.

    Top House and Senate Democrats are working on legislation that would prevent online marketers from sharing Web-surfing information unless Internet users allowed them to. That's according to House Communications, Technology and the Internet Subcommittee chairman Rick Boucher (D.-Va.), who told Multichannel News that such a bill was in the works and was one of his top legislative priorities. The issue of online behavioral marketing has gained traction recently, spurred by privacy concerns and by media companies' need to find new ways for advertisers to reach aggregated audiences at a time of fragmented viewing and multiplying delivery platforms. Boucher's predecessor atop the committee, Rep. Edward Markey (D-Mass.), held a hearing last fall on the issue and helped quash a test by ad-tracking company NebuAd and cable operator Charter Communications. In an interview, Boucher said he was teaming with Reps. Cliff Stearns (R-Fla.), ranking member of his subcommittee, and Joe Barton (R-Texas), ranking full committee member, on a bill that would apply "across the board" to behavioral advertising and data collection by Web sites. "The goal would be to give the Internet user a sense that information about him that is collected by Web sites is well understood by the user, so he has an opportunity to know what is collected," Boucher said. "He would then have an opportunity to act in a way that prevents that Web site using that information to market him personally, and an even broader opportunity to prevent the transfer of that information about him to third parties." Boucher envisions a combination of opt-in and opt-out requirements.     Profile Optimization True Story: I'm at a party a few months ago - not the usual raucous affair that us search and social media types get into but a full on wine and cheese extravaganza. The kind of shindig Republicans go to and then accuse Democrats of loving when they get up in front of a "Joe the Plumber" type crowd. But I digress… After far too much wine the discussion turned to crazy work environments and I naturally brought up the Fortress of Googletude and it's predilection for hallway scooter parking and riding. A fellow party-go-er who I'll call "Natasha" to protect her identity, nodded and said, 'Yes it's true, I've been there too!" This led to a long, room-clearing talk about search and social media, the kind of talk that true geeks engage in while their spouses go off to chat about politics and religion. Somewhere between bottles Natasha said to me "Have you seen Google People Search?" "Google what now?" I replied. She went on to describe an internally searchable database that the Google folks showed her of people sorted by interests and web habits, ready to be rolled out to advertisers at some point in the future.     While concerns about Internet privacy grab headlines, not everyone is bothered, or even aware, of how their online activities are being tracked. "On one extreme, there are Web cams in bedrooms, and the other extreme are people who won't wear a nametag at a conference," said Anne Toth, Yahoo's chief privacy officer. "Most people are in the middle. What's interesting is that consumers need to better understand how [privacy options] operate and where they can exercise their choices." Toth spoke at a consumer privacy panel here yesterday at the Tech Policy Summit. In general terms, she said "clear notice and robust choice is the right standard" for consumer privacy. But others in the audience and on the panel took issue with whether things like opt-in choices to receive information from e-tailers provide enough information or easily convey to consumers what they're agreeing to.

But when it comes to the details, some watchdog groups say they are concerned that Web firms will continue to fight against specific provisions that would limit the ways they can collect and use people's information to serve more targeted ads. Today's panel discussion, held here at the Computers, Freedom and Privacy conference, revisited a longstanding policy debate over the government's role in online privacy. The talk ran along some familiar plotlines, with Jeff Chester of the Center for Digital Democracy thundering about the detailed personal profiles being assembled by advertising companies who are using neuroscience to manipulate consumer behavior, while industry representatives assured the audience that their data-collection practices are benign, not to mention essential to providing free content and services on the Internet. But this wasn't just an idle debate. Rep. Rick Boucher, the Virginia Democrat who chairs a House subcommittee on the Internet, is developing legislation that could seek to impose sweeping restrictions on behavioral targeting. A few blocks up Pennsylvania Avenue at the Federal Trade Commission, the principal regulatory agency with authority over online advertising, newly minted Chairman Jon Leibowitz has spoken often about the need for industry to get serious about privacy. "The FTC's central concern here is transparency, consumer control," said Jessica Rich, assistant director of the agency's privacy and identity protection division. "We don't think consumers really know what's happening with their data."

    The advertiser's dream of sending a particular commercial to a specific consumer is one step closer to reality as Cablevision Systems plans to announce the largest project yet using targeted advertising on television. Beginning with 500,000 homes in Brooklyn, the Bronx and some New Jersey areas, Cablevision will use its targeting technology to route ads to specific households based on data about income, ethnicity, gender or whether the homeowner has children or pets. The technology requires no hardware or installation in a subscriber's home, so viewers may not realize they are seeing ads different from a neighbor's. But during the same show, a 50-something male may see an ad for, say, high-end speakers from Best Buy, while his neighbors with children may see one for a Best Buy video game. "We have, as an industry, been talking about this since the beginning of time," said Matt Seiler, the global chief executive of the media firm Universal McCann, a part of the Interpublic Group. "Now we've got it in 500,000 households. This is real." The potential of customized ads worries some privacy advocates, despite the assurance of cable companies that they maintain anonymity about the households. "We don't have an objection to advertising that is targeted to demographics," said Marc Rotenberg, the executive director of the Electronic Privacy Information Center, a civil liberties group in Washington. But, he said, there is a need to show "that they can't be reverse-engineered to find the names of individuals that were watching particular shows." Cablevision says it segments its subscribers only by demographics, so that an advertiser can divide ads among various groups: General Motors, for example, could send an ad for a Cadillac Escalade to high-income houses, a Chevrolet to low-income houses, and one in Spanish to Hispanic consumers.
