    In the 2002 film Minority Report, video billboards scanned the irises of passing consumers and advertised to them by name. That was science fiction back then, but today's marketers are creating digital signs that can display targeted ads based on information they extract from examining the contours of individual human faces. These smart signs are proliferating in commercial establishments and public places from New York's Times Square to St. Louis area shopping malls. They are a powerful innovation in advertising, but one that raises compelling privacy issues - issues that should be addressed now, before digital signs that monitor our behavior become the new normal. The most common name for this medium is digital signage. Most digital signs are flat-screen TVs that run commercials on a continuous loop in airports, gas stations, and anywhere else marketers think they can get your attention. However, marketers have had difficulty determining exactly who sees the display units, which makes it harder to measure viewership and target ads at specific audiences. The industry's solution? Hidden facial recognition cameras. The tiny cameras can estimate the age, ethnicity and gender of people passing by and can track how long a given person watches the display. The digital sign can then play an advertisement specifically targeted to whomever happens to be watching. Tens of millions of people have already been picked up by digital signage cameras. While camera-driven systems are the most common, the industry is also utilizing mobile phones and radio frequency identification (RFID) for similar purposes. Some companies, for example, embed RFID chips in shopper loyalty cards. Digital kiosks located in stores can read the information on the cards at a distance and then display ads or print coupons based on cardholders' shopping histories.     Chris Nolter Department store proprietor John Wanamaker is famously said to have quipped, "Half the money I spend on advertising is wasted; the trouble is, I don't know which half." The founder of Wanamaker's department store is known as the "father of modern advertising." His innovations, in late 19th-century and early 20th-century Philadelphia and New York, included publishing reliable prices in advertisements, copyrighting pitches, offering money-back guarantees and hiring a full-time writer to produce ad copy. A century later, advertising professionals have gotten more sophisticated and adapted to radio, television, outdoor and digital media. Wanamaker's observation about the value and effectiveness remains profound for merchants and manufacturers, as well as for media outlets that have seen broadcasting or print-advertising dollars reduced to digital pennies. The Internet has made the amount of space that can be filled with advertising virtually infinite, while the recession has all but emptied the advertising coffers of automakers, financial services firms and real estate companies. While digital media has disrupted the traditional ad business, it also presents the tantalizing promise to answer Wanamaker's question. Prior generations of digital advertising gave us spam and banner ads that tempted us with animated mortgage holders wildly dancing on the roof of their home or prizes for whacking a mole. The new proposition is that digital ads will allow advertisers to target audiences and track their returns on investment, and provide users with advertising and content that is more relevant. More than 400 advertising networks have come into existence to sell ad space on the expanding inventory of Web sites and pages. These networks connect advertisers with online publishers, often shopping ad space that a Web site's own sales staff cannot fill.     Cablevision Systems announced it will expand its addressable-advertising capabilities to be able to deliver TV spots based on an individual subscriber's demographic data to some 500,000 households across the New York metro area this summer. The half-million-homes deployment -- representing cable's largest with addressable advertising to date -- comes after an 18-month trial covering 100,000 households, in which Cablevision tested the targeted form advertising for its Optimum-branded services. According to Cablevision, the trial showed a "double-digit" lift in sales in areas that received the addressable ads compared with homes that did not. After building out to 500,000 households across multiple zones within the New York DMA, Cablevision ultimately expects to bring addressability to all of its 2.8 million digital TV subscribers. The expanded deployment includes unidentified "top national brands," represented by media agencies GroupM, Starcom MediaVest Group and Universal McCann. Cablevision said it already has placed addressable ads from outside advertisers, but it has not identified those customers publicly. Addressable advertising, considered a holy grail of advertising in combining broad reach with demographic targeting, is also a core part of the mission for Canoe Ventures, the joint venture of Cablevision and five other MSOs. But Canoe, at least initially, will provide targeting at the zone level not the household level. Independent of Canoe, Cablevision is moving ahead on several advanced-advertising initiatives. Earlier this week Cablevision and its Rainbow Media programming unit announced plans to offer interactive advertising products and applications to media buyers during this year's upfronts, which would be available in inventory on five Rainbow networks and be viewable to Cablevision digital cable subscribers.     Changes relating to different aspects of data management have been highlighted as key trends in the IT industry for 2009 in a report by consultancy Deloitte. The falling price of digital storage has caused an irresponsible approach to file management and IT leaders will need to give an increased focus to these issues, says Deloitte, along with finding ways around the rise in physical storage costs. "There are ways to control the escalation of storage costs, such as de-duplication tools that can free up space by reducing duplicate files," says the report. "Companies can assess the impact of individual applications, especially email - which is estimated to take up 25 per cent of enterprise storage capacity," it says. According to Deloitte's research, businesses will become increasingly aggressive when pursuing disputes related to copyright infringement and digital ownership rights. "If undertaking a swift launch of a product or digital application, companies should ensure that no element could lead to litigation," says the report. Despite pointing out that 2009 will be the break-out year for social networks in the business, Deloitte says that such networks will need to be developed with caution to encourage more productivity and balance control with employees' desire for privacy.

Wal-Mart's move comes as the Obama administration is trying to jump-start the adoption of digital medical records with $19 billion of incentives in the economic stimulus package. The company plans to team its Sam's Club division with Dell for computers and eClinicalWorks, a fast-growing private company, for software. Wal-Mart says its package deal of hardware, software, installation, maintenance and training will make the technology more accessible and affordable, undercutting rival health information technology suppliers by as much as half. "We're a high-volume, low-cost company," said Marcus Osborne, senior director for health care business development at Wal-Mart. "And I would argue that mentality is sorely lacking in the health care industry." The Sam's Club offering, to be made available this spring, will be under $25,000 for the first physician in a practice, and about $10,000 for each additional doctor. After the installation and training, continuing annual costs for maintenance and support will be $4,000 to $6,500 a year, the company estimates. Wal-Mart says it had explored the opportunity in health information technology long before the presidential election. About 200,000 health care providers, mostly doctors, are among Sam Club's 47 million members. And the company's research showed the technology was becoming less costly and interest was rising among small physician practices, according to Todd Matherly, vice president for health and wellness at Sam's Club.     In May, OLG began rolling out the new facial recognition system designed to keep tabs on the province's estimated 300,000 "problem gamblers." Cameras were mounted at casino entrances to digitally scan the faces of all visitors. Problem gamblers who voluntarily signed up for the selfexclusion list can be stopped by security staff from playing at the casino. But regular casino visitors will also be digitally scanned, although their facial photos are almost immediately discarded if their name is not on the list.

    Cable operators will sit in the hot seat Thursday as Congress reviews their plans to roll out targeted advertising amid fears that consumer privacy could be infringed if the companies were to track and record viewing habits. The House subcommittee on Communications, Technology and the Internet will hold a hearing that will look at new uses for digital set-top boxes, the devices that control channels and perform other tasks on the TV screen. Cable TV companies plan to use such boxes to collect data and direct ads more targeted to individual preferences. "We have recently called on Congress and the Federal Trade Commission to investigate cable's new interactive targeted TV ad system on both antitrust and privacy grounds," said Jeff Chester, executive director of the Center for Digital Democracy. He's concerned about Canoe Ventures, a consortium formed by the nation's six largest cable companies to oversee the rollout of targeted and interactive ads nationally. Chester worries that Canoe will track what consumers do in their homes. Currently, cable companies aim their ads based strictly on geography. Now, cable's goal is to take the Internet's success with targeted ads and transfer that to the TV medium. Thus, a household that watches a lot of Nickelodeon and the Disney Channel eventually could be targeted for theme parks promotions. This type of targeting is something broadcast TV can't do. For starters, Canoe plans to offer ads this summer that consider demographic factors such as age and income. Philadelphia-based Comcast Corp. and Cablevision Systems Corp. of Bethpage, N.Y., also have been testing or rolling out targeted ads outside the consortium. But cable operators are wary about being seen as trampling on consumer privacy and reiterate that they don't plan to target based on any personally identifiable information, such as someone's name and address.     As the impact of digital advertising on consumer privacy comes under scrutiny, AT&T is taking a stance in support of stricter standards. Rep. Rick Boucher (D., Va.), chairman of the subcommittee, said in an interview Wednesday that a statute is needed to regulate how companies collect, share and use data on consumers' behavior in targeting online advertising. While ad targeting on the Web has been at the forefront of privacy advocates' concerns, worries are growing about other media, ranging from mobile phones to emerging TV technologies. To sell marketers targeted ads, technology and media companies collect data about customers, ranging from the Web sites they visit to the neighborhoods they live in to the TV shows they watch. Marketers often will pay a premium for this form of advertising because it allows them to show their ads to consumers who are likelier to buy their products or services. "Pitfalls arise because behavioral advertising in its current forms is largely invisible to consumers," says Dorothy Attwood, AT&T's senior vice president of public policy and chief privacy officer, in prepared testimony she is expected to deliver at the hearing of the House Subcommittee on Communications, Technology and the Internet. Her statement says consumers don't fully understand that their online activity is used to create detailed profiles of them. Contactless Stickers for Cell Phones Move onto Payments Networks - 0 views

    (March 31, 2009) First Data Corp. announced on Tuesday it will use technology from Inside Contactless, a French chipmaker, for its Go-Tag product, a sticker that can be affixed to mobile phones to make them work like contactless-payment devices. Under the three-year agreement, Inside Contactless will supply so-called prelams, or chip-and-antenna elements, that card manufacturers can use to manufacture the stickers for First Data. Up to now, Go-Tags have been proprietary devices for use in so-called closed-loop networks involving individual merchants, but with Inside Contactless's technology the product will likely be usable by mid-year on the payWave and PayPass contactless platforms operated by Visa Inc. and MasterCard Inc., pending certification on those systems, according to industry sources. A First Data spokesperson will not comment beyond Tuesday's announcement concerning the company's arrangement with Inside Contactless to provide prelams for Go-Tags. In addition, CPI Card Group, a card manufacturer based in Littleton, Colo., last fall said it expected to ship millions of contactless stickers based on prelams from Inside Contactless (Digital Transactions News, Oct. 15, 2008). CPI's customers are financial institutions interested in using the stickers to permit contactless transactions on payWave and PayPass. CPI is a manufacturer of Go-Tags, but will not comment on any plans for that product. First Data's deal with Inside Contactless follows by one day an announcement by Blaze Mobile Inc., an Alameda, Calif.-based provider of applications for mobile devices, that it is introducing a similar sticker that will work on the PayPass platform. The product works with the Blaze Mobile Wallet, a service the 4-year-old company launched a year ago when it was known as Mobile Candy Dish Inc. (Digital Transactions News, April 10, 2008).     Maintaining privacy is on many people's minds these days, but sometimes that's the last thing they do. Allegations last week that two British tabloids, The Sun and The News of the World, had employed high-technology snoops to listen in on the mobile phone messages of public figures highlighted fears of what can happen when digital data fall into dubious hands. The reports came only days after another privacy debacle, this one self-inflicted. Photos and family information about Sir John Sawers, soon to be Britain's chief spy, appeared in another newspaper, The Mail on Sunday, after his wife posted them on Facebook. While attitudes toward privacy can appear paradoxical, the seeming contradiction is really about something else: control. When people bare their bodies on Facebook or their souls in the digital confessional of Google's search engine, they feel as if they are in charge. Not so, when the private embarrassments come to light unexpectedly.

UBC journalism students find sensitive data in digital dumps - The Globe and Mail - 0 views

    It's not exactly what anyone might expect to find at a garbage dump in Ghana. Journalism students from the University of British Columbia discovered intact hard drives containing secret international security data and personal information at a digital dumping ground in Ghana, said their teacher, Peter Klein. Mr. Klein, a producer for the PBS television program Frontline and an Emmy Award winning journalist, said the drives included information about U.S. Homeland Security and Pentagon defence contracts as well as social security numbers, credit card numbers, and family photos. The dumps are frequented by criminal gangs in the country, he said. The findings are part of a project by Mr. Klein's graduate students investigating electronic waste, or e-waste. The team also travelled to Guiyu, China, and India, piecing together the afterlife of discarded computers, drives and parts. To find out if cyber criminals could get information stored on the computers, the students bought several hard drives from vendors near the Ghana dumps to test at home in Vancouver. One of the drives came from Northrop Grumman, a large U.S. military contractor. It contained "details about sensitive, multimillion-dollar U.S. government contracts" as well as contracts with the defence intelligence agency and NASA, according to a synopsis of the project on the PBS website.

    President-elect Barack Obama has promised to computerize all of America's medical records within five years. He made the pledge last week in a speech at George Mason University. "This will cut waste, eliminate red tape and reduce the need to repeat expensive medical tests," he said. "But it just won't save billions of dollars and thousands of jobs, it will save lives by reducing the deadly but preventable medical errors that pervade our health care system." But the road to digitized medical records will be a tough and expensive one, CNN Money reported. Today, only about 8% of the country's 5,000 hospitals and 17% of its 800,000 physicians use electronic medical records. There is also the issue of patient privacy. Numerous hospitals have faced security issues since moving to electronic medical records. The Industry Standard reported on a security breach at a Los Angeles hospital last month. And then there is the cost. Studies done by Harvard, RAND and the Commonwealth Fund peg the cost of the digitization plan between at least $75 billion to $100 billion, according to the CNN article. However, the health care industry spends $2 trillion dollars a year, so the $100 billion may be well worth the long-term savings.

    "Madison Avenue has joined forces with Internet companies in a last-ditch attempt to stop privacy regulations over the $29 billion online-ad industry. The industry is finalizing an ad campaign to educate consumers about how digital advertising works, creating an icon that would appear on Web pages or ads alerting consumers if their activity is being tracked and deploying new technologies to police the Web for illegal activities. At issue is the practice of tracking consumers' Web activities - from the searches they make to the sites they visit and the products they buy - for the purpose of targeting ads. The efforts follow calls from the FTC earlier this year for Web advertisers and Internet companies to do a better job explaining how they track and use information about consumers' Web activities and creating a simple way consumers can opt out of being tracked. Meanwhile, scrutiny in Washington continues to build. Lawmakers and regulators have broadened their scope beyond the Internet and are starting to examine privacy practices for a wider swath of media and technologies, from mobile phones and newfangled interactive TV commercials to telephone pitches and the advertisements consumers receive in their mailboxes."

    Online ad industry will probably continue to be a hot-button if FTC Commissioner Jon Leibowitz is named chairman. The Federal Trade Commission may strengthen its focus on online advertising and privacy if, as is expected, current FTC Commissioner Jon Leibowitz is named chairman of the agency. "He would certainly keep privacy and online advertising as a focus of the FTC, so I think [his potential appointment] does matter," said Mike Zaneis, VP of public policy at the Internet Advertising Bureau. Reports indicate Leibowitz will be named as head of the commission, replacing William Kovacic. Kovacic replaced former Chairman Deborah Platt Majoras in March 2008, when she left to join the private sector as VP and general counsel of Procter & Gamble. "A kind of privacy switch is going to go on at the FTC [once the new chairman is named] and they're going to engage in this issue in a much more serious way," said Center for Digital Democracy Executive Director Jeff Chester. "Under a Leibowitz regime we would get the kind of serious industry analysis that so far has been lacking from the Bush era approach." "Leibowitz has been a leader on privacy issues," said Zaneis, who expects a Leibowitz-run FTC to continue along the agency's current path of pushing for industry self-regulation, rather than creating new regulations for online advertisers. As a commissioner, Leibowitz, a Democrat, has not ruled out FTC regulation of things like behavioral targeting. During a two-day FTC forum held in Washington, D.C. in 2007, Leibowitz noted, "The marketplace alone may not be able to solve all problems inherent in behavioral marketing." He revealed his sense of humor, adding, "If we see problems...the commission won't hesitate to bring cases, or even break thumbs."

The third edition of the Deloitte TMT Global Security Survey reveals that 32 percent of respondents reduced their information security budgets, while 60 percent of respondents believe they are "falling behind" or still "catching up" to their security threats -- a significant increase from 49 percent over the previous year. "This year's results indicate companies are explicitly scaling back. With funding decreasing and the threats increasing, it is more important than ever for TMT companies to be highly cost efficient in addressing their security risks," said Irfan Saif, a principal in Deloitte & Touche LLP's Audit and Enterprise Risk Services practice. "Companies that do not have a sound understanding of their security risk profile, or who under-invest in security now, may find themselves exposed to significant and increasingly sophisticated threats that they are not equipped to mitigate." With the proliferation of digitized assets, security should claim a significant portion of a company's overall IT budget. However, only 6 percent of respondents allocate 7 percent or more of their total budget to IT security. This year represents a significant decline from the previous edition of the survey, which showed that 36 percent of the respondents allocated 7 percent or more of their budget to IT security. The survey also indicates that declining security investment is hindering adoption of new security technologies, with only 53 percent of respondents considering their organizations to be early adopters, or part of the early majority, down from 67 percent in 2007. Companies are focusing more effort on optimizing solutions that are already in place rather than investing in cutting-edge technology that can be capitalized upon during economic recovery.

    "If you live in Texas, your medical records are definitely up for sale by the state. If you live anywhere else in the United States, they probably are for sale there, too. Medical health records provide key information to researchers, who have lobbied hard to keep them accessible, despite government concerns about the privacy of patient data. The controversy dates back to 1996, when Congress passed the Health Insurance Portability and Accountability Act (HIPAA) to protect patients. "Researchers have very broad access rights to health care records under HIPAA," says Pam Dixon, director of a non-profit called the World Privacy Forum "The rules are pretty loose, and there are a lot of ways to get around them." That's especially true since the act wasn't designed to cover common scenarios today: records stored online in a vast, hackable cloud. In the rush to digitize all electronic health records, Dixon says not everyone is taking the proper steps to de-personalize the data and protect patients."

    "We all know that Internet and communications technology is changing rapidly, creating huge opportunities for business innovation and individual self-expression. Most people are probably not aware, however, that privacy law is not evolving nearly as quickly. It is time to update legal protections to reflect the impact the digital revolution is having on modern life. Cloud computing -- a bit of tech-jargon meaning the use of remote servers to store and process data -- is a great example. The movement of personal and proprietary data off desktop computers and into "the cloud", which is made up of server farms and broadband connections, is a major disruptive trend in computing. Unless our laws change to account for cloud computing and other equally momentous technology developments, the Constitution's protection against unreasonable search and seizure will become a relic of the past. The federal law setting standards for government access to personal communications -- the Electronic Communications Privacy Act (ECPA) -- was written more than two decades ago, before the Internet took off.     "Craig Newmark, founder of Craigslist and a customer-service guru, was riding on a public train in San Francisco, California, recently when something common but annoying occurred: The railcar filled with people and became uncomfortably hot. If the inconvenience had happened a few years ago, Newmark said he would have just gone on with his day -- maybe complaining about the temperature to a friend. But this was 2009, the age of mobile technology, so Newmark pulled out his iPhone, snapped a photo of the train car and, using an app called "SeeClickFix," zapped an on-the-go complaint, complete with GPS coordinates, straight to City Hall. "A week or so later I got an e-mail back saying, 'Hey, we know about the problem and we're going to be taking some measures to address it,' " he said. Welcome to a movement the tech crowd is calling "Gov 2.0" -- where mobile technology and GPS apps are helping give citizens like Newmark more of a say in how their local tax money is spent. It's public service for the digital age."
