The template will guide Member States in the elaboration of their Renewable Energy Action Plan and detail their strategies for reaching their 2020 renewable energy targets. Each Member State must submit a NREAP to the Commission by 30 June 2010 at the latest."

  • he European Commission today launched infringement procedures against Belgium, Estonia, France, Greece, Hungary, Latvia, Luxembourg, Malta, Portugal, Slovakia, Slovenia and Sweden for failure to notify their national Energy Efficiency Action Plan by 30 June 2007, as required by the 2006 Energy End-Use Efficiency and Energy Services Directive[1]. The Action Plans should present national strategies on how to achieve a 9% energy savings target by the end of 2016 as well as how Member States comply with a number of other provisions of the Directive.

  • To achieve these objectives, every nation in the 27-member bloc is required to increase its share of renewables by 5.5% from 2005 levels, with the remaining increase calculated on the basis of per capita gross domestic product (GDP). EU countries are free to decide their preferred 'mix' of renewables in order to take account of their different potentials, but must present national action plans (NAPs) outlining their strategies to the Commission by 31 March 2010. The plans will need to be defined along three sectors: electricity, heating and cooling and transport.

  • Ecologically sustainable energy technologies comprise renewable energy supply together with improved efficiency of energy conversion and use. Together they can mitigate the climate crisis, greatly reduce pollution of air, water and land, create more jobs than are lost in the fossil fuel industries they replace, and contribute to energy independence and social equity. The best technical energy supply strategy is transitioning fossil fuelled electricity to renewables, electrifying most heating and transportation, and producing fuels by using renewable electricity to make hydrogen and ammonia. This technological transition is necessary and urgent, but unlikely to be sufficiently rapid to avoid irreversible climate change. Substantial demand reductions are needed by rich countries, beyond the technological measures of energy efficiency. This would entail an end to growth in energy production, materials extraction, land clearing and population, that is, the creation of a steady-state economy within Earth’s biocapacity.
